The announcement named Jenkins, Jenkins X, Spinnaker, and Tekton as its initial projects and described goals around shared practices, training, portability, and interoperability. These are launch-era facts, not a statement about CDF’s current membership or project roster.
What the Linux Foundation announced
The Linux Foundation made the announcement at the Open Source Leadership Summit in Half Moon Bay, California. It presented CDF as a way for developers, end users, and vendors to collaborate on open-source tools and practices intended to improve software delivery.

The release defined continuous delivery as “a software engineering approach in which teams produce software in short cycles, ensuring that the software can be reliably released at any time.” In that model, teams aim to keep software in a state where it can be released reliably; continuous delivery does not mean every change must be deployed to users immediately.

Which projects were named at launch?
The March 2019 announcement named four projects. Their roles below reflect the Linux Foundation’s descriptions at the time, not a current comparison of features or capabilities.
| Project | Role described in the 2019 announcement |
|---|---|
| Jenkins | Open-source CI/CD system. |
| Jenkins X | Open-source CI/CD solution on Kubernetes. |
| Spinnaker | Open-source multi-cloud continuous-delivery solution. |
| Tekton | Open-source project and specification for CI/CD components. |
The announcement also said Jenkins had surpassed 200,000 known installations in 2019 and called it the most widely deployed automation server. That is the Linux Foundation’s launch-era figure, not a current or independently audited installation count.
What collaboration was CDF meant to support?
The foundation’s stated plans went beyond hosting projects. The Linux Foundation said CDF would encourage collaboration among developers, users, and vendors; promote CI/CD and DevOps methodologies; document practices; provide guidelines; and create training materials.
It also described open governance intended to encourage participation and technical contributions, with a framework for long-term stewardship and sustainability. The release said additional projects could join through a Technical Oversight Committee and highlighted portability and interoperability as areas of focus. These were launch intentions, not evidence that every planned activity or outcome was achieved.

Who were the founding members?
The Linux Foundation reported “20+ founding members” at launch, including vendors and end-user organizations. Its 2019 list named Alauda, Alibaba, Anchore, Armory, Atos, Autodesk, Capital One, CircleCI, CloudBees, GitLab, Google, HSBC, Huawei, IBM, JFrog, Netflix, Puppet, Rancher, Red Hat, SAP, Snyk, and Sumo Logic. This is the roster reported in the launch announcement, not a current membership list.
Kohsuke Kawaguchi, creator of Jenkins and then CTO at CloudBees, welcomed the foundation, saying, “The Jenkins community is thrilled to be hosted by the Continuous Delivery Foundation (CDF).” He also expressed hope for industry-wide specification work and shared investment in events, documentation, tools, and support.

The launch details, project descriptions, member list, figures, and quotations above come from the Linux Foundation’s March 12, 2019 press release. The CD Foundation announcement archive also lists the announcement. Those sources document what was announced; they do not establish CDF’s present-day status, membership, project roster, or software capabilities.
