The judges agreed no better than chance: lessons from building a hackathon judging platform

One developer's test event found judges agreed no better than chance. Here is what that means for leaderboards, score normalization, assignment design, and secure judging software.

In a first-person article published September 30, 2026 on DEV Community, developer Tushar Agarwal reports that the judges in a fixture he calls DOGFOOD 2026 agreed no better than chance. Before designing his results page, he measured how consistently judges scored the same projects. He got an ICC(1) of -0.006, and a permutation test with 2,000 shuffles returned p = 0.504. A ranking built from those scores would still have looked definitive, and that gap between certainty and evidence is the problem his lessons address. He was building Quorum, a self-hosted hackathon judging platform, and his response is to show uncertainty, settle tie rules in advance, and record organizer decisions instead of manufacturing confidence.

What the low-agreement number measured

The fixture contained 41 submissions, one of them a duplicate, scored by 30 judges. Those judges produced 123 reviews across 8 tracks. These are the author’s counts for that fixture.

ICC(1), the intraclass correlation, estimates how much of the variation in scores comes from differences between projects rather than from who did the scoring. A value near zero means judges disagree about the same project about as much as they differ across different projects, so a large share of each score reflects the individual judge or noise. The author’s value of -0.006 is effectively zero. Negative values can arise from sampling noise and are read as no agreement. The permutation test asks whether that level of agreement is unusual compared with shuffled scores. At p = 0.504, the observed agreement was no more unusual than what shuffling produced. The author’s conclusion is that judges agreed no better than chance in this fixture.

This is one measurement from one event. It does not show how judges at other hackathons agree.

Lesson 1: Judge isolation is the security core

The author states the principle directly: “The security core of a judging platform is judge isolation: a judge must never see another judge’s scores.”

Enforce access in routes, repositories, and the database

Quorum uses explicit route policies and scoped repository functions for score access. The aim is a small, reviewable set of code paths that can read scores. Database triggers then enforce invariants that application code should not be able to break. The audit log is append-only and hash-chained, ranking runs are immutable once created, scores must fall within set bounds, and changes are frozen once a deadline passes.

Why the design avoids row-level security for scoring

Row-level security (RLS) limits which rows a database role can see. The author’s concern is with calculations that span judges. If an aggregate runs under a role that sees only one judge’s rows, the filter can silently drop the other judges’ scores. The query still returns a number, and that number looks plausible but is wrong. This is the author’s rationale for his architecture, not a general rule against RLS. The trade-off is that isolation then depends on application-layer policy and on tests that check it.

How to check that isolation holds

The article answers the question “How do I know isolation holds?” with three checks. The first is an authorization matrix that lists which roles may reach which data. The second is a canary crawl, which looks for data that a given role should not be able to see. The third is a live cross-role probe run against the running system. Results from these checks are covered in the testing section below.

Lesson 2: Per-judge z-scores fail in small, uneven panels

A common fix for judges who score at different levels is per-judge z-score normalization. Each judge’s mean is subtracted from their scores and the result is divided by their standard deviation, so a harsh judge’s 6 and a generous judge’s 9 can be compared on a common scale. The author found that this breaks on his fixture in three ways.

  • One judge gave every project the same score. Their standard deviation is zero, so every z score they produced is undefined.
  • Two judges had only one review each. A single score has no standard deviation, so their z scores are undefined as well.
  • With few reviews, z scores can erase real differences. They also confound a judge’s severity with the quality of the batch of projects that judge happened to see.

What the simulation found

The author built a simulation based on the fixture’s assignment design. At a moderate spread in judge leniency, z scores picked the true winner 23% of the time, compared with 29% for raw averages. These are the author’s simulation results, not an independent benchmark.

Scoring method True winner selected (moderate judge-leniency spread, author’s simulation)
Per-judge z scores 23%
Raw averages 29%

The replacement: a random-effects model

Quorum instead uses a random-effects model in which each judge’s leniency is an offset shrunk toward zero. REML (restricted maximum likelihood) estimates how much shrinkage to apply. Shrinkage toward zero limits how far any one judge’s offset can move a project’s score, which matters most for judges with few reviews. The author reports gains in Kendall tau, a measure of how closely a ranking matches the true ordering, in the same simulation.

Judge-leniency spread Reported gain in Kendall tau
0.4 +0.018
0.8 +0.070

The reported gain is larger at the wider spread.

Lesson 3: Assignment design limits what calibration can recover

Calibration can only separate judge leniency from project quality if the assignments connect judges to one another. If a group of projects is always reviewed by the same panel, normalization alone cannot tell whether the panel is lenient or the group is strong. The author summarizes the point this way: “Your assignment algorithm is part of your scoring algorithm.”

What the planner does about it

Quorum’s assignment planner aims to maximize overlap between judges and project batches. It also displays judge connectivity, so an organizer can see whether all judges form one connected network or split into clusters that cannot be calibrated against each other.

Lesson 4: Spend extra reviews where the prizes are close

The first version of the focus-round planner considered only the overall podium. The fixture also had a Best in Track prize in each of its 8 tracks, so track results needed the same scrutiny. The revised planner directs review effort to uncertainty around either the overall prizes or the track prizes.

  1. Tie rules are defined in advance, before judging begins, rather than chosen after the scores are in.
  2. A pre-defined head-to-head round is judged by three judges who have no conflict with any of the projects involved.
  3. If the head-to-head still does not separate the projects, the organizer makes a decision and records it in writing in the log.

Operations: container limits, proxies, and migrations

Size worker pools to the container

The author found that os.cpu_count() reported the host’s processor count rather than the limits of the container the platform runs in. Sizing workers from that number risks starting too many of them in a container with a 1 GB memory limit. Memory is the constraint here. In his deployment, a worker used about 85 MB while idle and about 170 MB with the local model loaded. These are measurements from his own deployment, not general benchmarks.

Trust only the proxy hop you control

Behind a reverse proxy, the application sees the proxy’s address and relies on forwarding headers to learn the client’s address. The author describes two rules for this setup:

  • Guard the metrics pages whenever forwarding headers are present.
  • Trust only the rightmost forwarded hop that is not the platform’s own proxy. Each proxy appends the address it received the request from, so the rightmost entries are added by infrastructure you control. Leftmost entries can be supplied by the client and cannot be trusted.

Serialize migrations across replicas

When several replicas start together, each could attempt the same schema migration. The author uses a Postgres advisory lock so that migrations are applied one replica at a time.

Testing offline claims and refusals

Test offline operation under real isolation

Quorum’s offline check runs inside a Docker network marked internal. Before it runs the stated checkers and an isolation probe, the check first verifies that the network cannot reach the internet. The local AI model ships inside the image, so the check does not depend on a download at run time.

Test what a refusal says

For late submissions, the article’s order of checks is:

  1. Authenticate the caller.
  2. Check the caller’s role and the submission deadline.
  3. Validate the input.

Running the deadline check before input validation means a late submission receives the deadline refusal. Content also freezes after the close, and a refusal must not reveal whether a given judge ID exists. A status code can match while the message still leaks information, which is why the author writes: “test what a refusal says, not only its status code.”

Keeping the AI assistant out of scoring

Quorum’s assistant runs a 23 MB sentence-embedding model locally on CPU. Its job is to select among 15 named skills, not to generate factual answers or scores. Each skill runs its queries through permission checks, so the assistant works within what the requesting user is already allowed to see. A judge who asks who is winning receives no answer, because standings are not something the assistant reports. A feedback coach checks whether a written review contains concrete next steps and covers the scoring criteria, without assigning a score to the review.
