Definition of Tier 3 Network: The ISP Meaning and the Data-Center Meaning

In Internet-provider terminology, a Tier 3 network is a local or customer network that buys upstream transit or connectivity from other networks to reach the wider Internet. The label is an informal description of how a network is connected, not an official rank issued by any authority. The same words also appear in data-center design, where “Tier 3” names a layer of switches. The two meanings are unrelated, so the first step is knowing which one a document or conversation means.

What “Tier 3” means in Internet transit

When network engineers and writers say “Tier 3” about the Internet, they mean a network that cannot reach the whole Internet on its own and depends on higher-tier networks to carry its traffic to destinations it does not directly connect to. Some sources describe such networks as local networks or smaller service providers. A university networking report from 2017 uses this same framing for its ISP-tier model, presenting it as an illustration rather than a formal classification.

The three-tier teaching model

The tiers are defined by one question: does the network buy transit from someone else, sell it, or exchange traffic with peers without payment? Because that relationship is the axis, the model compares networks by their upstream arrangements rather than by size or service quality.

Tier Commonly described arrangement Purchases upstream transit?
Tier 1 Reaches other networks without buying transit, typically through peering No, as commonly described
Tier 2 Combines peering with purchased transit for some destinations Partly
Tier 3 Relies on upstream transit to reach broad parts of the Internet Yes, for broad reachability

Peering and transit are the two relationships behind this table. Transit is a paid provider-customer arrangement in which the upstream carries traffic to the rest of the Internet. Peering is an exchange between networks that usually carries traffic only between their own customers. An IETF problem statement from 2011 describes both relationships, which is why they are used to explain the tiers.

Why the tiers are a model, not a ranking

No central authority defines Internet network tiers. The labels are informal, and writers apply them differently. A network may be described as Tier 2 in one document and as Tier 3 in another, depending on which destinations it reaches through paid transit. Treat the table above as a way to read a network’s relationships, not as a certificate or a grade.

What the label does not tell you

A Tier 3 label describes only one dimension of a network. It does not establish the following:

  • Save valuable floor space: 6U wall mount server cabinet Dimensions: 13.78" H x21.65" W x17.72" D.Maximum mounting depth is 14.2"
  • Keep critical network equipment secure: glass door and side panels are lockable to prevent unauthorized access. Front door can be installed on either side of the front of the cabinet to satisfy your door swing orientation preference
  • Easy equipment configuration: Fully adjustable mounting rails and numbered U positions, with square holes for easy equipment mounting with top and bottom punch-out panels for easy cable access
  • Durability: Made of high quality cold rolled steel holds up to 110lb (50kg) (Easy Assembly Required)
  • PCI & HIPPA and EIA/ECA-310-E compliant
  • Redundancy. A 2022 IETF Internet-Draft on regional Internet blocking notes that many Tier 3 providers use a single Tier 1 or Tier 2 network as their upstream. The draft presents this as common, not universal, so a Tier 3 network may be single-homed or multi-homed.
  • Performance. The label does not prove a level of speed, latency, or uptime.
  • Size. A Tier 3 network can be small or large. The label reflects its upstream dependence, not its number of customers or its geographic reach.
  • Quality of service. Depending on an upstream does not by itself mean poor service.

Be cautious about naming a particular company as Tier 3. Doing so requires current evidence of that company’s upstream and peering arrangements, and the sources available for this topic support the category but do not provide a current, complete list of providers in any tier.

Tier 3 in data-center topology

In data-center design, “Tier 3” refers to a layer of a leaf-spine or Clos-style network, not to the relationship between networks. RFC 7938, Use of BGP for Routing in Large-Scale Data Centers, published in August 2016 as an informational document, uses the term for the top-of-rack switch layer. It states:

“In practice, Tier 3 of the network, which is typically Top-of-Rack switches (ToRs), is where oversubscription is introduced to allow for packaging of more servers in the data center while meeting the bandwidth requirements for different types of applications.”

Oversubscription means that the total bandwidth offered by servers to the top-of-rack switch is greater than the uplink bandwidth that switch has to the layers above it. The design accepts that trade-off so that more servers fit in each rack, on the assumption that the applications running on them do not all need full bandwidth at the same time.

How to tell which meaning applies

  • If the text discusses peering, paid transit, upstream providers, or reachability across the Internet, “Tier 3” refers to the ISP meaning.
  • If the text discusses racks, top-of-rack switches, spine layers, BGP inside a data center, or oversubscription, “Tier 3” refers to the data-center meaning.
  • If neither context is clear, ask the author which sense is intended before drawing conclusions about the network.
