“Your call cannot be completed, as the called party is temporarily unavailable” means the call was treated as unable to reach its destination at that moment. It does not, by itself, tell you whether the recipient’s phone is off, whether you were blocked, or whether the number has been disconnected. Check the number and try again later; if the failure continues, compare whether other callers or networks can reach the same number.
What does “called party is temporarily unavailable” mean?
It describes the result of a call attempt, not a definite diagnosis of the recipient’s phone or actions. A similar technical status in SIP, the Session Initiation Protocol, is response 480, “Temporarily Unavailable.” The Internet Engineering Task Force says this can mean the callee is not logged in, is in a state that prevents communication, or has Do Not Disturb enabled. The standard’s definition applies to SIP response 480; hearing a recording with similar wording does not prove that the call generated that response or that the destination handset was contacted. Why might the call fail?
Several different situations can lead to this or a similar announcement. The wording alone does not distinguish between them.

The SIP 480 definition includes a user who is not logged in, is otherwise unavailable, or has enabled Do Not Disturb.
- The call went unanswered. Cisco’s SIP gateway guidance lists an unanswered call as a case that may map to this status in that gateway context.
- There is a number or routing problem. Cisco also lists a number that does not exist or is no longer in service as examples in its gateway guidance. That is vendor-specific behavior, not a rule for every carrier or recording. Cisco SIP Configuration Guide: Achieving SIP RFC Compliance
Because carriers and gateways may translate call failures into announcements, the same or similar phrase can have different causes depending on the provider and call route. The message does not establish that the phone is switched off, that you have been blocked, or that the recipient’s number is disconnected.

How to troubleshoot the message
- Check the number. Confirm all digits, including the country or area code, then try again later. A single failed attempt may be temporary.
- Ask whether the recipient can make calls. If you can contact them another way, ask whether they can place calls and whether other people can reach them.
- Compare callers and networks. If possible, have someone call from a different network. If only your calls fail, tell your carrier the time of the attempts, destination number, your network, and the exact announcement. If callers on multiple networks also fail, the recipient should check their service with their carrier. These comparisons can help narrow the report, but they do not prove where the fault is.
- Have the recipient check service and call settings. If the issue persists, they can confirm their line and account are active and review settings such as Do Not Disturb, forwarding, voicemail, and call routing with their carrier.
Do not buy a replacement phone, SIM, signal booster, or repair kit solely because of this recording. It does not identify a hardware fault, and the possible explanations include call-state and routing conditions as well as destination availability.

Contact your carrier if calls from your network fail while calls from other networks succeed; provide the exact announcement and the times and numbers involved so it can investigate the route. The recipient should contact their own carrier if multiple callers cannot reach the number or if they are also having trouble placing calls. The appropriate steps vary by carrier, country, account, and route; this message does not identify a universal support code or fix.
