Rankings and traffic help diagnose search performance, but they are not the business case. Build the request from your own baseline, compare investment scenarios, state assumptions and dependencies, and agree how results will be assessed.
Start with the business outcome and the current baseline
Before asking for more budget—or defending the existing one—identify the outcome the work is supposed to affect. Depending on the business, that may be qualified leads, sales pipeline, purchases, signups, or another measurable result. Then establish what organic search contributes today and where the evidence stops.

Build a baseline from a defined reporting period. Record search visibility and visits, the landing pages involved, and the business events that matter. Where possible, connect those events to qualified leads, pipeline, or closed revenue using the company’s own CRM, commerce, or analytics data. Treat that connection as an attribution model: it can inform a decision without proving that SEO alone caused every outcome.

- Business goal: Name the outcome and the audience or product area the work is intended to support.
- Current performance: Document organic search activity and relevant on-site events over a clearly stated period.
- Attribution coverage: Note whether a search visit can be connected to a qualified lead, purchase, or other downstream event.
- Known gaps: Record tracking changes, missing data, long sales cycles, or other limits that affect interpretation.
Do not substitute a broad industry ROI figure for this baseline. The sources cited here do not establish a named, independently verified SEO-return benchmark that applies across businesses. A forecast is only as useful as its scope, assumptions, and fit with your own economics.

Compare the investment choices, not just the traffic forecast
Make the allocation decision visible by comparing what happens under different funding levels. Include the current situation, doing nothing beyond existing commitments, a partial investment, and a full investment if those are realistic choices. Search Engine Land recommends scenario planning for SEO business cases; forecasts should be presented as estimates, not guarantees (Search Engine Land; updated November 27, 2025).
Use actual costs and capacity figures from your organization. If the figures are not established, label them as not yet estimated rather than filling the gap with a generic SEO price or cost-per-lead claim.
Rank #2
| Scenario | Cost and capacity | Work and intended audience | Timing and dependencies | Outcome and confidence | Downside or opportunity cost |
|---|---|---|---|---|---|
| Maintain current spend | Current external spend and internal hours; document both. | Existing commitments and the audiences they serve. | Use the current delivery schedule and note unresolved dependencies. | Set a range based on the baseline and current delivery; state assumptions. | Specify what needed work remains unfunded or delayed. |
| No additional investment | Incremental SEO spend: none; retain any unavoidable existing commitments and internal work. | Only work that can be delivered within existing capacity. | Estimate timing from that capacity; identify any work that cannot proceed. | Describe the expected outcome relative to the baseline, with confidence and assumptions. | State the exposure if technical issues, content needs, or market changes go unaddressed. |
| Partial investment | Incremental spend and named internal hours; identify the capacity source. | Prioritized work and the specific audience or business area it supports. | Sequence work and name approvals, engineering, content, or data dependencies. | Set a plausible range for the business outcome and explain the assumptions behind it. | Identify deferred work and the risk of a narrower or slower impact. |
| Full investment | Total spend, including internal capacity and external services, rather than only a vendor fee. | Full proposed scope, with target audiences and accountable teams. | Show phases and dependencies; do not imply that a larger budget removes implementation or market constraints. | Forecast a range with stated assumptions, milestones, and confidence. | Compare the allocation with other uses of the same budget and internal capacity. |
For every scenario, name the owner responsible for delivery and the person or team accountable for the business outcome. If comparing SEO with another channel, use the company’s comparable cost and outcome data; generic cost-per-lead claims do not establish that SEO is always cheaper. The business-case framework in TopOpti likewise recommends connecting an organic baseline to pipeline and revenue, but that is a planning approach, not proof that all revenue can be cleanly attributed to SEO (TopOpti, May 27, 2026).

Show how measurement will work—and where it will not
Separate search activity from what happens after a visitor arrives. Google Search Console describes Google Search impressions, clicks, and queries. Google Analytics describes on-site activity and actions. Google notes that Search Console clicks and Analytics sessions are calculated differently, so their totals will not necessarily match. Use them to understand different stages of the journey, not to force an exact reconciliation (Google Search Central: Using Search Console and Google Analytics data for SEO).
An executive view can connect these stages without pretending they are identical measurements:
- Search visibility: Use Search Console to review impressions, clicks, and queries relevant to the audience and pages in scope.
- Landing-page behavior: Use Analytics to examine visits, engagement, and the actions taken on those pages.
- Business events: Connect relevant actions—such as a qualified lead, purchase, or signup—to downstream systems where tracking allows.
- Reporting rules: State the attribution settings, reporting window, and material tracking gaps alongside the results.
- Decision review: Compare observed outcomes with the scenario assumptions and decide whether to continue, change, or pause the work.
Choose a reporting window that reflects the company’s buying cycle and record it in the business case. A short window can miss outcomes that arrive later; a long one can make it harder to distinguish SEO’s contribution from other changes. The data can support an informed allocation decision, but it does not by itself prove causation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is SEO still worth it when search includes AI?
AI search changes the surfaces on which a business may be seen, but it is not, by itself, a reason to abandon SEO. Google Search Central says, “The best practices for SEO remain relevant for AI features in Google Search (such as AI Overviews and AI Mode)” (AI features and your website). Whether the investment is worthwhile for a particular company still depends on its goals, implementation, competition, timing, measurement quality, and business model.

Google’s June 3, 2026 announcement says dedicated Search Console views for generative AI visibility completed their worldwide rollout on August 31, 2026. Where available and relevant, include that visibility in search reporting; do not treat an impression or citation as incremental revenue without downstream evidence (Introducing Search Generative AI performance reports in Search Console).

Make a decision request that can be reviewed
End the budget case with a specific allocation request, not a promise of a particular ranking or return. State the selected scenario, its estimated total cost and required capacity, the work it funds, and the business outcome it is intended to influence. Attach the assumptions and dependencies that would change the forecast.
- Name the executive who approves the allocation and the owners responsible for delivery and measurement.
- Set review dates tied to delivery milestones and the business’s reporting cycle.
- Define what evidence would support continuing, reallocating, expanding, or reducing the investment.
- Record changes in tracking, scope, or external conditions that make the original comparison no longer valid.
This gives leadership a way to judge SEO as an allocation of money and organizational capacity. It replaces a single, fragile ROI promise with a transparent set of choices and a plan to learn from the company’s own results.
