It does not automatically configure every server, switch, storage array, or hypervisor. Start by confirming provider coverage, then plan how to manage credentials and shared state before applying changes.
How Terraform manages on-premises systems
Terraform uses providers to communicate with infrastructure platforms. A provider implements resource types, which Terraform can create or change, and data sources, which Terraform can use to read existing information. Provider coverage varies by platform and by provider release; the existence of a provider does not by itself establish that it is vendor-supported or suitable for production. See HashiCorp’s provider documentation for how providers work and how their maintenance and release models differ.

Before designing configuration, identify the systems in scope: for example, the virtualization manager, hypervisor, storage, and network services. Find each relevant provider’s versioned documentation in the Terraform Registry and verify that it covers the exact operations you need. Check its maintenance status, compatible Terraform versions, required API access, permissions, and support for importing existing objects. Provider releases are independent of Terraform releases, so a Terraform upgrade does not necessarily update a provider, and vice versa.

Check the provider against your requirements
- Coverage: Are the required resources and data sources implemented for your platform and version?
- Ownership and maintenance: Is the provider maintained by HashiCorp, the platform vendor, a partner, or community contributors? Is it active or archived?
- Compatibility: Which Terraform CLI versions and provider versions are documented as compatible?
- Connectivity and access: Which APIs, network paths, authentication methods, and permissions does it require?
- Operations: How does it handle importing existing objects, detecting drift, and resource changes? What state-backend locking and recovery options will your workflow use?
Those checks are platform-specific. Do not assume that Terraform can manage an on-premises component unless a suitable provider exposes the necessary API and resource behavior.

What the official vSphere example demonstrates
HashiCorp’s vSphere tutorial is a concrete example, not a universal recipe for on-premises infrastructure. It assumes an existing vSphere environment. In the documented image-building route, Packer creates a VM template and Terraform clones a virtual machine from it; the tutorial also allows an existing template to be used. Packer is a separate tool, not a general Terraform requirement.
The example configures a vSphere provider, reads existing platform objects such as the datacenter, datastore, cluster, network, and template, then declares a virtual machine with compute, disk, and network settings. It also demonstrates creating a snapshot. Treat its arguments and names as an illustration: use the versioned provider reference for the exact arguments supported by your selected release, and adapt values to your environment.
The tutorial’s sample includes a setting that skips SSL certificate verification for a self-signed certificate. That is an example-specific choice, not a production security recommendation. Keep certificate verification enabled unless a reviewed security decision justifies an exception.
Set provider versions and module boundaries
Declare provider sources and acceptable version constraints in each module’s required_providers block. In a working root configuration, use Terraform’s dependency lock file to retain the selected provider versions so that subsequent runs use a known selection. Choose and test constraints deliberately; a broad range can admit releases that have not been validated in your environment.
Rank #3
For reusable configurations, provider requirements belong in modules, but provider configurations belong in the root module. A child module normally inherits the root module’s default provider configuration. If it needs an aliased configuration, pass that provider explicitly through the module’s providers argument. HashiCorp’s provider guidance for modules explains the inheritance and alias rules; keeping provider blocks out of reusable child modules also avoids legacy nested-provider limitations with module for_each, count, and depends_on.
Choose state storage before collaborating
Terraform state associates configuration addresses with real infrastructure objects and helps Terraform calculate planned changes. HashiCorp explains state’s role in its state documentation. A local state file may be adequate for an individual experiment, but it is not a team-sharing strategy. For collaboration, HashiCorp recommends HCP Terraform or a remote backend. HCP Terraform is optional; it is not required to use Terraform or follow the vSphere tutorial.
Select a backend based on your team’s access controls, encryption and secret handling, network location, availability, backups, recovery process, operational ownership, and locking requirements. Remote backends do not all support locking, so verify the behavior of the specific backend rather than assuming concurrent runs will be serialized. HashiCorp’s backend documentation describes storage, locking, and failure behavior.

A failed remote state write needs an explicit recovery procedure. Terraform may write a local state copy to prevent loss when it cannot save remotely. Do not simply discard that file or resume normal applies without reconciling the state with the backend. Preserve a backup, resolve the remote write issue, and use a controlled recovery process to reconcile and push state if needed. Reserve terraform state push for deliberate recovery work, not routine operation.

Protect credentials, state, and access
State and related artifacts may contain sensitive values. Keep state out of version control and restrict access to it. Avoid committing .tfvars files that contain cluster secrets. Prefer environment variables or other credential sources supported by the provider, and grant the Terraform identity only the platform API permissions required for the resources it manages.
Backend configuration deserves separate care: backend settings and credentials can be copied into the .terraform directory’s metadata and saved plan files. Keep secrets out of static backend configuration where possible, and protect CI workspaces, plan files, logs, and other artifacts that could retain sensitive data.
Bring existing infrastructure under management carefully
For an environment that already exists, first map the objects Terraform will manage and determine whether they must be imported into state. Import support and workflows are specific to the provider and resource, so confirm them in the provider’s documentation before writing import commands. An object that already exists but is not correctly associated with Terraform state can lead to unintended changes if configuration and state are not aligned.

Before applying, review the plan against the intended changes and the provider’s documented behavior. A plan is only as useful as the configuration, state, permissions, and provider implementation behind it; it does not replace checking that the selected resources accurately represent the systems you intend to manage.
