The common term for an interactive version is interactive voice response (IVR). Callers can respond using keypad tones, speech, or both; spoken answers are not required.
How telephone voice response works
A caller connects to an application through a telephone network. The application plays prerecorded or synthesized audio, receives the caller’s input, and follows programmed logic to provide information, collect responses, complete a service, or route the call. IBM describes voice applications as a way to access business data and services by telephone in its WebSphere Voice Response documentation.

What input and output can it use?
- Keypad input: Callers press telephone keys, sending touch-tone signals known as dual-tone multi-frequency (DTMF). A system can use these responses without recognizing speech.
- Spoken input: A speech-recognition system can interpret answers spoken aloud. Some systems accept both speech and keypad tones.
- Audio output: Prompts may use prerecorded recordings or synthesized speech.
These are possible design choices, not requirements for every system. An IVR can be keypad-only; the word “voice” does not mean that callers must speak.

IVR usually refers to the interactive application or system behavior: prompting a caller, interpreting input, and responding according to its logic. A voice response unit (VRU) commonly refers to the telephony device or component that plays responses based on keypad or voice input. The terms overlap in everyday usage, so this distinction is common rather than universal.

What can a telephone voice response system do?
It can let callers access information or services without first speaking to a human agent. Depending on the application, callers may retrieve information, enter details, complete a self-service task, or be transferred onward. Routing to an agent is one possible outcome, not the defining purpose of voice response.
