Telecom Equipment Manufacturing vs. Contract Assembly: What Changes as Companies Move Up the Value Chain?

Contract assembly, EMS and ODM differ in the work and decisions a manufacturing partner takes on. Learn how design, sourcing, testing, quality, and operating risk shift in telecom equipment programs.

Moving from contract assembly to broader manufacturing services changes who does the work—and who is accountable for it. An assembler may build to a customer’s design; an electronics manufacturing services (EMS) provider may also handle sourcing, testing, logistics, and production management; an original design manufacturer (ODM) may take on product design as well. These are useful distinctions, not fixed packages: telecom equipment makers and their partners often divide responsibilities differently from one program to the next.

Start with the work, not the label

“Contract assembly” usually describes a defined production service: a customer provides a design and specifications, and a partner builds a board, subassembly, or finished product to them. The contractor’s work may be narrow or extensive, but the term by itself does not establish who chooses components, defines tests, manages suppliers, or handles failures.

EMS and ODM describe broader potential scopes. The U.S. Department of Commerce’s 2022 assessment of critical supply chains for the U.S. information and communications technology industry distinguishes them by the division of product-development responsibility. It says, “The EMS pertains to contract manufactures that oversee the entire production process on behalf of the OEM while the OEM maintains control over the product development process.” It describes ODM as a model in which contract manufacturers manage product design and manufacturing while the OEM controls marketing and brand development. The assessment’s spelling “manufactures” is preserved in that quotation.

In practice, companies can combine these arrangements. A manufacturing partner may provide engineering support without owning the product design; an OEM may buy components through a contractor while retaining supplier approval; or a brand owner may outsource high-volume assembly but keep prototypes and selected products in-house. A title such as EMS or ODM is not a substitute for specifying the actual work, decision rights, and obligations in a contract.

How the roles commonly differ

Operating model Typical partner scope Typical OEM or brand-owner role
Contract assembly Builds a specified board, subassembly, or system. The scope can include additional production tasks if agreed. Typically defines the product and supplies or approves the design and requirements.
EMS May manage production, procurement, testing, logistics, and related manufacturing services. Typically retains product-development control, product strategy, and the customer-facing brand.
ODM May manage both product design and manufacturing, including development work defined for the program. May retain marketing and brand development; the precise allocation of product decisions is negotiated.

This is a practical shorthand based on the Commerce Department’s definitions and company disclosures—not a standardized scorecard or a universal contract template. Firms may offer overlapping services, and a customer can retain control of particular activities even when it delegates others.

What changes as a partner takes on more scope?

The shift is not simply “more factory work.” It can move decisions and accountability upstream, downstream, or both. A partner that goes beyond assembly may be asked to help make the design producible, buy and coordinate materials, define or perform production tests, manage output, and support a product through a longer part of its lifecycle.

Product definition and engineering

At the narrow end, the partner receives a design and builds to it. As its role expands, it may contribute design-for-manufacturing advice, prototype work, production engineering, or product design and development. These are different levels of responsibility. Advising that a design is difficult to assemble does not necessarily mean the partner owns the design, approves changes, or bears responsibility for product performance.

For each program, clarify who owns requirements, architecture, hardware and software designs, design records, and change approval. Also distinguish a recommendation from a decision right: the partner can suggest a change while the OEM retains authority to accept or reject it. If design work is delegated, the parties need to define how design changes are reviewed and who is accountable for their effects on testing, cost, schedule, and production.

Procurement and supply-chain management

An assembly-only provider may receive customer-supplied components or buy materials under a defined arrangement. A broader EMS scope can include sourcing components, coordinating suppliers, managing material availability, and arranging logistics. The more procurement work a partner performs, the more important it is to define which components it may select, who approves suppliers and substitutions, and how the parties handle shortages, cost changes, and delivery commitments.

Do not treat “the contractor buys it” as a complete allocation of supply-chain responsibility. ADTRAN, for example, says it may source components directly through contract manufacturers when doing so can meet efficiency, quality, and cost objectives. That description illustrates a sourcing route, not a general rule that the contractor independently chooses every part or bears every supply risk.

Testing and quality

Assembly can be one operation in a larger quality system. A manufacturing partner may perform production tests, final inspection, or other checks, and the parties may agree that it will help develop test methods or control plans. The key distinction is between executing an agreed test and owning the product’s validation strategy or accepting responsibility for a design defect.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

ADTRAN describes its manufacturing process as including assembly, testing, and final inspection. Airgain describes work with contract manufacturers on control plans and final testing. Airgain also identifies production part approvals, assembly instructions, compliance, raw-material supply and cost, and on-time shipping as matters involved in managing those relationships. These examples show why quality responsibilities need to be explicit: “testing included” does not, on its own, identify test coverage, acceptance criteria, failure handling, or who approves a corrective action.

Logistics, delivery, and customer relationship

Broader manufacturing services may extend to packing, shipping, and coordination across production and material flows. That can make the partner a more continuous collaborator, but it does not necessarily transfer ownership of product strategy, the brand, or the end-customer relationship. In the Commerce Department’s shorthand, the OEM retains product-development control in the EMS model and marketing and brand development in the ODM model. Actual arrangements can split these roles differently.

Delivery accountability should be understood alongside the work required to meet a schedule. A provider can control factory operations yet depend on component availability, forecasts, approved changes, and customer decisions. Contract terms and operating procedures should identify the assumptions behind delivery dates and how the parties escalate material or quality disruptions.

Why telecom equipment companies often use a hybrid model

Moving up the value chain does not mean every product or production stage leaves the equipment maker. ADTRAN’s disclosures illustrate a mixed approach: its manufacturing steps include materials management, assembly, testing, final inspection, packing, and shipping, while subcontractors assemble and test certain printed circuit boards, subassemblies, chassis, enclosures, and equipment shelves.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

ADTRAN says it typically makes lower-volume, higher-mix products and prototypes in-house, then may transfer higher-volume, lower-mix assemblies to subcontractors. It also notes that subcontract assembly can lengthen fulfillment cycles, while reserve capacity and flexibility can help it respond to uncertainty in orders. The example is useful because it shows several decisions at once: which products to keep inside, what to outsource, when to transfer volume, and how to balance capacity against responsiveness.

This is not a universal telecom production formula. It demonstrates why the “OEM versus contractor” picture can be misleading. A company may retain product development and selected complex or low-volume work, while outsourcing specific assemblies. A manufacturing partner may meanwhile add sourcing, testing, or design support. The meaningful unit of analysis is the product program and its responsibility split, not the company label alone.

Internal development can preserve control

ADTRAN reports R&D expenditures of $204.3 million in 2025, $221.5 million in 2024, and $258.3 million in 2023. These are company-reported figures for ADTRAN, not estimates for the telecom equipment sector. Its filing says internal development on advanced technology products gives the company more control over design and manufacturing issues. For more traditional designs, it says it may use ODMs or licensed intellectual property to benefit from partner scale.

The contrast helps explain why a single company can use different sourcing models across its portfolio. Keeping development in-house can preserve influence over product design and manufacturing issues; using an external design or production partner can provide capabilities or scale for a particular program. The disclosures do not establish that one approach is always superior, or that internal development eliminates the need for external manufacturing.

What broader responsibility costs—and what it does not guarantee

Taking on design, sourcing, testing, or supply-chain work can deepen a partner’s role with a customer, but it also widens the work it must execute and coordinate. A broader offer may require more people, processes, tooling, and capacity. It can expose the provider to more responsibility for quality and delivery, as well as the financial consequences of underused production capacity or competitive pricing.

There is no established market-wide margin premium for moving from assembly into EMS or ODM. The 2023 interim report filed by Hon Hai Technology Group with the Hong Kong Stock Exchange describes margin erosion, competitive pricing, excess capacity, low utilization, and low margins in its casing and system-assembly businesses. It also describes ODM work extending into hardware and software platform development, supply-chain management, and manufacturing optimization. This is company-specific evidence, not a sector-wide margin statistic. It supports a narrower conclusion: adding capabilities changes the work and customer relationship, but does not by itself prove higher profit.

Economics depend on factors such as program mix, competition, scale, capacity utilization, investment, and execution. A broader scope can bring more work and a closer role in a customer’s product lifecycle, while also adding costs and operating risks. The available company examples do not quantify a universal financial return for moving up the value chain.

Outsourcing does not remove the OEM’s oversight work

A manufacturing partner can take on production tasks without eliminating the customer’s need to qualify and manage the relationship. Airgain says qualifying and implementing a new contract-manufacturing relationship can be time-consuming and costly. Its description of ongoing work—including compliance, material supply and cost, production part approvals, assembly instructions, control plans, testing, and on-time shipping—shows how much coordination can remain even when factory work is outsourced.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For the OEM, the practical task is to make the handoffs work: provide accurate requirements and approved instructions, establish how changes are authorized, agree on quality records and escalation paths, and coordinate forecasts and materials. For the partner, taking responsibility for a task means having the processes and authority to perform it—not merely being named as its owner. The contract and the operating relationship need to match.

Compare providers by decision rights and deliverables

The following questions form a practical comparison framework for a telecom equipment program. They are prompts for clarifying responsibilities, not an industry-standard rating system. Ask for the answer at the level of the specific product and production phase; a provider’s capability in one program does not establish its scope in another.

Area Questions to resolve Why it matters
Product definition and design Who owns requirements, architecture, hardware and software design, and design changes? Who approves a change? Separates manufacturing input from design authority and clarifies responsibility when the product changes.
Engineering Who provides design-for-manufacturing input, prototyping, and production engineering? Are these included in the scope or separately agreed? Establishes what engineering help is actually available and whether the partner is advising, executing, or owning a deliverable.
Procurement and supply chain Who selects or buys components, approves suppliers and substitutions, forecasts materials, and arranges logistics? Makes material decisions and coordination duties visible instead of assuming they transfer with the assembly work.
Manufacturing scope Is the partner assembling boards, building subassemblies, integrating a full system, or managing volume production? Which steps remain in-house? Defines the physical work and interfaces between the factory, OEM, and any other suppliers.
Testing and quality Who defines tests, validates the product, controls production quality, approves results, and handles failures? Distinguishes running tests from defining product acceptance and responding to defects.
Capacity and flexibility Who bears fixed-capacity and utilization risk? How will the plan respond to demand changes, material delays, or production transfers? Connects the production commitment to the risks of idle capacity and the time needed to adjust output.
Commercial and customer role Who owns the brand and end-customer relationship? How are cost, delivery, and product accountability divided? Separates the partner’s manufacturing role from the brand owner’s market-facing role and makes accountability explicit.

Use the answers to define the boundary

Once the parties answer these questions, capture the resulting boundary in program documents and operating procedures. Identify the inputs each side must provide, the decisions each side may make, the work products the partner must deliver, and how approval or escalation happens. For example, saying that a partner performs final testing is more useful when the agreed documentation also specifies the applicable test procedure, acceptance criteria, recordkeeping, and process for handling a failure.

Likewise, “supply-chain management” can cover anything from placing orders against customer-approved sources to managing a broader set of suppliers and material flows. Specify whether the partner may propose substitutions, who approves them, and how the parties address changes in availability or cost. The objective is not to force every program into a single model; it is to make the selected model legible enough that neither side mistakes a capability for a commitment.

The practical takeaway

Contract assembly is principally a build-to-specification arrangement; EMS commonly adds broader production responsibilities while the OEM retains product-development control; and ODM can extend into product design as well as manufacturing. But those terms are shorthand. As companies move up the value chain, the decisive changes are who makes product and sourcing decisions, who executes and controls production, who owns test and quality processes, and who bears the associated delivery and capacity risks. Telecom equipment companies may retain some work and outsource other stages, so compare the actual responsibilities for each program rather than assuming a one-way ladder or a guaranteed improvement in profit.
