The company says that strategy emphasizes local recruitment and campus hiring, and that it intends to add 15,000 U.S. employees over five years. The underlying Department of Labor order naming TCS has not been made available in the sources cited here, so the action’s exact scope and effects on individual cases are not confirmed.
What TCS said about the reported suspension
In a statement dated October 9, 2026, reproduced as an exchange filing, TCS said it had noted the U.S. government’s announcement about the Permanent Labor Certification Program and would comply with any Department of Labor directive. The company said its U.S. workforce strategy is anchored in hiring local talent and campus recruitment, and that it has a significant local workforce across 31 U.S. offices and delivery centers. TCS also said it intends to hire an additional 15,000 people in the United States over the next five years. It described its PERM applications as having been in the single digits in the last two years and said it does not expect the reported suspension to affect its workforce strategy or customer engagements. These are company statements and expectations, not independently audited workforce figures or verified outcomes.

What PERM is—and what it is not
The Department of Labor’s Foreign Labor Application Gateway describes permanent labor certification as permission for an employer to hire a foreign worker to work permanently in the United States. Employers generally undertake recruitment to give U.S. workers an opportunity to compete before seeking this certification. PERM is a labor-certification stage in some employer-sponsored permanent-residency cases; it is not itself a green card, nor is it a temporary work visa. U.S. Department of Labor PERM program description
That distinction matters for employees: a PERM-related action should not automatically be read as a decision about someone’s current temporary work authorization or as a cancellation of a green card. The consequences for a particular person depend on the relevant case and any applicable official order; the available reporting does not establish those details for TCS.

What is confirmed—and what remains unclear
News coverage dated October 9, 2026 reports that the U.S. government suspended TCS and other technology companies from the PERM program and quotes the company’s response. However, the specific Department of Labor notice or order naming TCS is not available in the cited material. The Tribune / ANI report
As a result, the reported suspension’s legal basis, effective date, duration, covered companies and applications, and treatment of pending cases are not established here. Nor is there verified information about effects on any individual TCS employee’s labor-certification or permanent-residency case. TCS’s view that its plans and customer engagements will not be affected is the company’s assessment, not confirmation of the action’s eventual impact.

In May 2026, the Department of Labor announced a 180-day suspension of processing for Cloudera’s PERM applications in a separate enforcement matter. The department described suspension authority in the context of investigations into possible fraud or willful misrepresentation. That announcement provides general enforcement context only; it does not establish the terms, duration, or legal basis of any reported action involving TCS. Quick Recap
What employees and job seekers can take from TCS’s statement
- For TCS employees: the public statement does not identify affected workers or cases. Anyone with a pending PERM or immigration matter needs case-specific guidance from their employer or qualified immigration counsel rather than assuming a particular outcome.
- For prospective U.S. hires: TCS says it plans 15,000 additional U.S. hires over five years and describes local hiring and campus recruitment as central to its strategy. This is an intention, not a guarantee of a job opening or completed hiring total.
- For readers assessing business impact: TCS says it does not expect an effect on its workforce strategy or customer engagements. The order’s unavailable details mean the public record cited here does not independently verify that prediction.
