TCP vs. UDP: What’s the Difference for Live Streaming?

TCP prioritizes reliable, ordered delivery; UDP gives media applications more control over loss and timing. The real streaming tradeoff depends on the whole system.

TCP delivers data reliably and in order; UDP sends datagrams without TCP’s built-in delivery guarantees. For live streaming, neither protocol automatically means lower latency or better quality: the result depends on how the media application handles loss, congestion, buffering, and late packets.

How TCP and UDP handle lost data

TCP: reliable, ordered delivery

TCP provides a reliable, in-order byte stream. If a segment is lost, TCP retransmits it; data later in that same stream can be held back until the missing data is recovered. This is called head-of-line blocking.

For example, if a live video application is waiting for data that follows a lost segment, the ordered-delivery requirement can delay playback while TCP repairs the gap. That delay may matter when the data arrives too late to be useful. It does not mean TCP is inherently unsuitable for streaming: latency budgets, buffering, segment strategy, and network conditions all affect the outcome. (IETF, RFC 9317)

UDP: datagrams, with recovery choices left to the application

UDP sends datagrams but does not itself guarantee reliable, ordered delivery or provide TCP-style transport feedback. A UDP-based media application can decide whether to tolerate a late or missing packet, seek selective recovery, or add forward error correction (FEC). That flexibility also gives the application responsibility for feedback and responsible congestion response; UDP alone does not ensure that senders respond appropriately to network load. (IETF, RFC 9317)

A lost UDP packet is not automatically a visible defect. Its effect depends on which media data it carried, whether a repair can arrive in time, and how the codec and application handle the gap. Nor does choosing UDP automatically make a stream faster or better.

Why interactive live video may favor timeliness

In an interactive call, a delayed frame may be less useful than a brief audio or visual artifact. An application can favor timely playback and move on rather than wait for every missing packet. By contrast, a delivery method that requires complete, ordered data may prioritize recovery even if that adds delay. This is a general tradeoff, not a rule that every UDP system is low-latency or every TCP system is slow. (IETF, RFC 9317)

As RFC 9317 puts it, “Often, one of the key goals of using a UDP-based transport that allows some unreliability is to reduce latency and better support applications like videoconferencing or other live-action video with interactive components, such as some sporting events.” The key is the application’s objective and behavior, not the protocol label alone.

WebRTC uses media-specific behavior over UDP-based transport

WebRTC is an interactive communications framework, not another name for UDP. Its media transport is RTP, and it also uses RTCP for control. WebRTC implementations can use feedback, negative acknowledgements, retransmission, and FEC to manage loss. These tools add choices and tradeoffs: retransmission consumes bandwidth and helps only if the repair is likely to arrive before playback needs it; FEC adds bandwidth overhead and can increase playout delay. Blind retransmission can contribute to congestion and further loss. (IETF, RFC 8834; RFC 8835)

QUIC uses UDP underneath, but is not raw UDP

QUIC is carried over UDP, but it provides its own transport behavior, including reliable stream delivery and congestion handling. HTTP/3 can run over QUIC. QUIC streams limit the effects of a lost packet to streams that depend on data in that packet, rather than making all streams wait for the same missing data. So “QUIC uses UDP” does not mean HTTP/3 has the bare datagram behavior of UDP. (IETF, RFC 9000; RFC 9317)

Network support matters: firewalls or network operators may block or rate-limit UDP, including legitimate high-bandwidth HTTP/3 traffic. QUIC is not guaranteed to be faster on every route or deployment. Live-streaming systems using QUIC also face deployment and architecture considerations. (IETF, RFC 9317; ITU-T, Recommendation H.705.2)

Compare the complete streaming system, not just TCP or UDP

Decision What to ask What it means
Latency target Is the stream interactive, or can it buffer more? Interactive media often values timely playback and may accept occasional artifacts; reliable delivery can delay later data after loss. (IETF, RFC 9317)
Loss tolerance Would a brief artifact be preferable to waiting for a repair? UDP-based media lets the application choose how to handle loss; RTP feedback, selective retransmission, and FEC each bring tradeoffs. (IETF, RFC 9317; RFC 8834)
Reliability Must every byte arrive in order? TCP and QUIC reliable streams provide reliable ordered delivery; bare UDP does not. (IETF, RFC 9317; RFC 9000)
Congestion response How does the sender react to network load? UDP itself does not supply TCP-style transport feedback, so UDP applications need appropriate feedback and congestion behavior. (IETF, RFC 9317)
Network path Will UDP be available and treated fairly? Blocking or rate-limiting UDP can affect UDP-based media and QUIC. (IETF, RFC 9317; ITU-T, Recommendation H.705.2)
Delivery architecture Is the system browser interactivity, HTTP segment delivery, or something else? WebRTC/RTP, HTTP over TCP, and HTTP/3 over QUIC have different behavior; identify the full stack before comparing. (IETF, RFC 8834; RFC 9317; ITU-T, Recommendation H.705.2)

Or let it run in the cloud

TCP and UDP describe transport behavior; they do not keep an always-on broadcast running if your local computer or connection stops. For prerecorded video streamed to YouTube, StreamNeo is a cloud option: upload a video or build a playlist, add your YouTube stream key, and go live. It loops uploaded videos, not camera footage.
