TACACS+: How Network Authentication, Authorization and Accounting Work

TACACS+ centralizes access management for network devices by separating identity checks, permissions and activity records. Learn how it works and what its legacy traffic protection does not provide.

TACACS+ is a protocol that lets organizations manage access to network devices—such as routers—from a central server. It separates authentication (who a user is), authorization (what that user may do) and accounting (what activity is recorded). The title term “TACACS” is often used informally; the modern protocol described here is TACACS+, or Terminal Access Controller Access-Control System Plus.

What TACACS+ does

A network device acts as a TACACS+ client and sends requests to a TACACS+ server. This gives administrators a central place to manage access to routers, network access servers and other networked devices rather than relying only on accounts configured locally on each device. The protocol is widely deployed for device administration, according to RFC 8907.

TACACS+ uses TCP, and IANA allocates server port 49 for its traffic. It has separate exchanges for authentication, authorization and accounting; a deployment can use one or more of these functions rather than all three.

How authentication, authorization and accounting differ

Function Question it answers What TACACS+ can do
Authentication Who is the user or entity? Verify identity, including through multi-step exchanges such as challenge and response.
Authorization What may the user do? Return service-specific permissions and restrictions, including which commands a network-device administrator may execute.
Accounting What activity should be recorded? Record and report activity for administration, auditing and security reporting.

These functions are separated by design. Authentication commonly happens before authorization, but the protocol does not require that order, nor does successful authentication by itself grant a particular privilege level. Authorization is configured and evaluated separately; RFC 8907 also notes there is no protocol-level provision linking an authentication request to a later authorization request. Cisco’s documentation describes authorization controls for limiting user capabilities and commands, and accounting records for tracking activity (Cisco IOS XE TACACS+ documentation).

Is TACACS+ encrypted?

Do not treat the legacy TACACS+ traffic protection as strong encryption. RFC 8907 characterizes its built-in mechanism as obfuscation, not meaningful encryption, and says it does not provide meaningful integrity, privacy or replay protection. An attacker who can access the data stream should be assumed able to read and modify packets. The RFC therefore calls for limiting access to known clients and securing the full transmission path.

RFC 9887 specifies TACACS+ over TLS 1.3, but support depends on the client, server and software release in use. For example, Cisco’s APIC Security Configuration Guide for release 6.2(x), updated April 17, 2026, documents optional TLS in that product context (Cisco APIC TACACS+ authentication). That does not mean every TACACS+ implementation supports TLS.

What to check when choosing a deployment

For an implementation decision, verify the actual behavior and compatibility of the devices and server releases you will use. Focus on:

  • Whether you need separate, per-command authorization in addition to identity checks.
  • What accounting records are required for auditing and reporting.
  • How the traffic path will be protected, and whether both client and server support a secure transport such as TLS.
  • Whether the specific network devices, software versions and TACACS+ server interoperate as required.

These are deployment considerations, not grounds for assuming that one protocol or implementation is always preferable. RFC 8907 is an Informational RFC, not an Internet Standards Track specification.
