Yes: Ethena’s public StakedUSDe.sol source defines an admin-only function, redistributeLockedAmount(from, to), that burns all sUSDe shares held by a fully restricted address and mints the same number of shares to another address—or burns them if the destination is the zero address. It is not an ordinary token transfer, and it cannot target an arbitrary holder through this function. The scanner miss described in the title is the article author’s account; it has not been independently reproduced.
What redistributeLockedAmount does
Ethena’s public StakedUSDe.sol source marks redistributeLockedAmount(from, to) as callable only by DEFAULT_ADMIN_ROLE. Its documented purpose is to burn the full restricted user amount and mint it to a desired owner address.

from. - If
tois nonzero, it mints the same number of shares there. Iftois the zero address, it leaves the shares burned.
Because the operation burns and mints shares rather than invoking a normal ERC-20 transfer, describing it simply as an admin “transfer” misses the implementation detail. The economic and accounting effects of a particular transaction would depend on the relevant contract state and context; the source-level mechanics alone do not establish that any balance has actually been redistributed.

Which holders can be affected
This function is conditional: the source address must already have the full restriction role. The contract’s addToBlacklist path assigns either a soft or full restriction and is gated by BLACKLIST_MANAGER_ROLE; its notOwner check prevents the contract owner from being made a restriction target through that function. That restriction-setting authority is distinct from the redistribution function’s DEFAULT_ADMIN_ROLE requirement.

The transfer hook also blocks ordinary transfers from a fully restricted address and transfers to one. These controls operate on addresses. The code does not, by itself, establish the identity of a person behind an exchange, custodian, vault, or smart wallet, nor does it imply that every address associated with a person is automatically restricted.
How a scanner could miss it
The author reports that a scanner categorized privileged functions by matching names against a defined set of powers, and that this function matched none of its categories. That is an author-reported miss, not an independently reproduced scanner result or a verified benchmark. A descriptive name such as redistributeLockedAmount may not fit a taxonomy built around familiar labels for pausing, minting, or ownership changes, even though the body performs a consequential balance operation.

The source supports a practical review lesson: do not rely on function names alone. Trace who can call a function, what role checks it makes, how those roles are assigned, and what token operations follow. Keep privileged functions that do not fit a scanner’s categories in a human-review queue rather than treating an uncategorized result as evidence of no authority.

The public repository establishes the behavior defined by that source version. It does not establish that the deployed bytecode matches it, who currently holds the relevant roles, whether a live timelock exists or imposes a delay, or whether the function has been used. Those questions require current on-chain evidence, including role state, deployed code, and transaction history.

The earlier 2023 Code4rena-hosted Ethena source is useful historical context: it describes the full restriction role as preventing transfer, staking, or unstaking. It should not be treated as proof of the exact currently deployed implementation. The code-level capability is material for users and reviewers to understand, but this evidence alone does not show a vulnerability, malicious intent, legal compulsion, an actual redistribution event, or realized loss.
