The panel said one post supported violence. It found that suspension was needed to maintain public confidence and professional standards, although patient safety was not at issue.
Who is Muhammad Khalil?
Khalil was a senior clinical fellow in vascular surgery at Aintree University Hospital, part of the Royal Liverpool University Hospitals NHS Trust, when he made the posts. News reports say the Instagram account was public and included images of him in medical scrubs; the tribunal considered him identifiable as a doctor.
What did the tribunal find in the posts?
Reports describe posts that included the words “Death to Israel” over a Star of David, claims that media coverage was fabricated, a reference to Jewish people as thieves, language advocating Israel’s annihilation, and an offensive attack on Jewish religious texts and figures. The Independent reported that the panel found all five posts had been consciously created, rather than adopted or forwarded.
The panel found the posts objectively antisemitic and seriously offensive, and concluded that they fell outside legitimate debate or criticism of Israel and its supporters. It also found that one post was supportive of violence. These are the tribunal’s reported findings, not a determination that criticism of Israel as such is antisemitic.

Why was he suspended?
The panel imposed a nine-month suspension, saying the current and ongoing risk to public protection was high. Its reported reasoning was that suspension was necessary to maintain public confidence in the profession and professional standards. The panel distinguished those concerns from patient safety, which it said was not the issue in this case.
The reporting available describes the suspension as nine months but does not establish its operative start or end dates. It also does not establish the exact formal wording of the charges or whether there has been a subsequent appeal or correction.

What happened before the tribunal decision?
- 2023: Khalil made the posts on a public Instagram account.
- October 2023: UK Lawyers for Israel complained to the General Medical Council (GMC). The employer said it immediately excluded Khalil from work after learning of the posts. A separate police investigation began.
- December 2023: Notes from an employer interview record Khalil saying he would not post images like those again and describing himself as emotional and mistaken.
- April 2024: A note of a GMC call records him expressing remorse and saying the posts followed the deaths of close friends and were made in the heat of the moment.
- September 2026: News reports described the MPTS findings and suspension. The reports do not give the suspension’s effective dates.
Birkenhead News reported Khalil saying, “I have never done anything like this is my life, I was emotional, and I made a mistake.” It also reported his apology: “I fully regret my actions and I recognise the error of my ways. I will learn from this and moving forward, I will not be engaging in any further social media posts.” These are reported statements from his interview and apology, not tribunal findings.
How are the employer, police and medical regulator involved?
Three separate processes feature in the reports. The employer excluded Khalil from work in October 2023 and said his fixed-term contract was not renewed. Police investigated and took no further action. The GMC handled the professional-conduct case, which was decided by an MPTS tribunal panel.

The police outcome did not determine the separate professional case. Likewise, the employer’s contract decision was distinct from the tribunal’s suspension. The complainant’s reported concern that Jewish or Israeli patients would not feel safe should also be distinguished from the panel’s stated rationale: its reported decision focused on public confidence and professional standards, not patient safety.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What is known about the tribunal’s wording?
The Independent reproduced remarks attributed to tribunal chair Malcolm Dodds, including that a reasonable person viewing “Death to Israel” over a Star of David would regard it as seriously offensive. It also quoted the panel as saying that claims about media influence rehearsed a trope about Jews controlling or adversely influencing the media, and that the posts were objectively antisemitic. These quotations come from secondary reporting; the formal tribunal determination is the primary record for exact wording.
