How it differs from the government’s Jobs Guarantee
The government programme has a more detailed published specification. The June 2026 parliamentary statement describes a six-month fully subsidised job for eligible 18–24-year-olds who have claimed Universal Credit and searched for work for 18 months, with employability and in-work support. DWP’s 26 August 2026 release lists phase-one areas as Birmingham and Solihull, the East Midlands, Greater Manchester, Hertfordshire and Essex, Central and East Scotland, and South East and South West Wales. The GOV.UK programme page, updated 16 September 2026, says phase one is live in those six areas and national rollout is due later in 2026; rollout status may change.

What remains unclear about the Green plan
The party had not specified a budget in the report. It argued that the policy could reduce welfare spending and raise tax receipts as participants entered work, but the report provides no published costing or independent assessment establishing those effects.
- How eligibility would be defined, including the exact age limit and which education or training exits qualify.
- What pay, hours, job standards, and participant choice would apply.
- How employers and placements would be approved, monitored, and held to the training condition.
- How many jobs would be funded, when the scheme might begin, and how expansion would be scheduled.
- What would happen if a suitable placement were unavailable or a participant declined an offer.
Green Party co-deputy leader Mothin Ali, speaking to conference activists according to the report, criticised the government approach: “Threatening young people with cuts to Universal Credit if they don’t accept short-term work placements – that’s not a youth strategy.” The same report quotes him describing young people out of work, training, or education as “bored, desperate and lost.” These quotations are attributed to the report, not independently verified against a recording or transcript.
