First identify the plant: ordinary vines spread to nearby blocks, while cave vines, twisting vines, and weeping vines grow from a tip. In Java Edition, turn off ordinary vine spread with the doVinesSpread game rule. For the named vine-like plants, use shears on the tip to stop further growth.
Stop ordinary vines from spreading in Java Edition
Java Edition has a game rule called doVinesSpread, which controls whether vines spread to nearby blocks. Mojang introduced it in Java snapshot 23w06a; see the official snapshot notes. The rule is documented for Java Edition.

To change it, open the world with commands enabled and enter /gamerule doVinesSpread false in chat. This disables vine spreading. To allow it again, use /gamerule doVinesSpread true. The setting controls spreading rather than removing vines that have already grown.

Stop cave vines, twisting vines, or weeping vines from growing longer
Use shears on the tip of the plant. Minecraft’s Java release notes say that shearing the tip stops further growth for cave vines, twisting vines, weeping vines, and kelp. The Bedrock 1.21.60 release notes give the same advice for the named vine-like plants and kelp.

This tip-shearing instruction applies to those plants; it is not the documented control for ordinary vines spreading across nearby blocks.
What to do in Bedrock Edition
Do not use doVinesSpread as a Bedrock solution: the cited reference identifies it as Java-only, and the available sources do not establish a corresponding Bedrock game rule for ordinary vines. Microsoft notes that block updates and mechanics differ between Java and Bedrock in its edition comparison.

If ordinary vines are spreading in Bedrock, the evidence here does not establish a reliable placement workaround that works across current versions. Avoid assuming that a Java command or a community placement trick will behave the same way in Bedrock.
