Compare the request with the written scope, estimate what it changes, and record the decision. A simple spreadsheet can keep that process clear without turning every small adjustment into paperwork.
Start with a written scope
You need a reference point before you can tell whether a request changes the project. Keep the agreed scope, statement of work, or other written description of the work easy to find. Make the deliverables, assumptions, limits, and acceptance expectations clear enough to compare against later requests. The Project Management Institute (PMI) describes a written baseline as the starting point for tracking scope changes (PMI: Controlling scope creep; PMI: Scope creep—not necessarily a bad thing).

Agree with the client in advance on how proposed out-of-scope work will be raised, assessed, approved, and carried out. PMI recommends defining that process with the customer. The details should fit your agreement and project; the guidance does not prescribe a freelancer-specific contract template.
Use a lightweight change-log workflow
1. Capture the request centrally
When a new request arrives, put it in one shared record rather than relying on memory, scattered messages, or a verbal conversation. A spreadsheet is enough for a straightforward project: Victorian Government guidance explicitly identifies one as a suitable change tracker (Victorian Government: Managing project scope and change).
#1 Best Overall
Useful fields to start with include the date, requester, description, related deliverable, and status. These are practical suggestions for your own tracker, not a mandatory template. Keep the original request or a link to it so you can refer back to what was asked.
2. Check it against the agreement
Compare the request with the written scope before calling it extra work. Is it a refinement already covered by the agreement, or does it add, remove, or materially alter an agreed deliverable? The Victorian guidance cautions that some refinements do not warrant a change request, so avoid treating every adjustment as scope creep.

3. Estimate the impact
For a request that changes the work, assess more than its price. Consider effort and budget, delivery dates, available resources, quality, risks, and whether the change affects the project’s goals or success criteria. Microsoft’s project-scope guidance identifies these as relevant dimensions for reviewing a change (Microsoft: Best practices for managing project scope in Project Online).

Explain the trade-offs in plain language. For instance, an added deliverable might mean a later deadline, a higher fee, or replacing another planned item. State the effects you can reasonably estimate; do not present uncertain estimates as guarantees.

4. Record the decision and update the project record
Log whether the request is accepted, declined, deferred, or being negotiated, along with the resulting agreement. If the client approves a change, update the project record and communicate the revised scope or baseline. Microsoft recommends documenting the decision, and PMI says approved change documents should be used to update and communicate the baseline (Microsoft: How to evaluate project change requests; PMI: Scope creep—not necessarily a bad thing).
Respond without making it adversarial
A neutral reply can acknowledge the request, connect it to the agreed work, and offer options after you have assessed the impact. For example: “I can add this. It is outside the deliverables we agreed, so we could replace one of the planned items, add the work and adjust the fee and timeline, or save it for a later phase. Which would you prefer?” Adapt the wording to the actual scope and trade-offs; the important thing is to get clear written agreement when the request changes the terms.

PMI’s emphatic advice is: “Allow no ‘freebies,’ or they will be ‘expected.’” That is a caution against quietly normalizing extra work, not a rule that every minor request requires a formal amendment. A controlled scope change can be worthwhile; the right level of documentation depends on the agreement, project size, and working relationship.
Keep the process proportional
A change log should make decisions easier, not create red tape. Microsoft notes that formal change-control practices vary by project and can become burdensome when they add no value. For a small job, a spreadsheet row and a clear written confirmation may be enough. Larger or riskier work may call for a more deliberate impact review and updated project documentation.
