A service desk should not use answers to personal security questions as proof that someone owns an account. NIST’s current digital identity guidance rejects knowledge-based authentication (KBA) as an acceptable authenticator and warns that customer service agents can be targets of social engineering. A safer process uses account-bound recovery methods, limits agent overrides, and notifies the account holder when recovery occurs.
Are security questions safe for a help desk password reset?
No. NIST’s SP 800-63B-4, finalized July 31, 2025, does not recognize knowledge-based authentication—including security-question answers—as an acceptable authenticator. Facts such as a person’s birthplace or a relative’s name do not demonstrate control of an authenticator bound to the account.

This does not mean knowledge-based verification has no role anywhere. NIST distinguishes limited knowledge-based verification in identity proofing from authentication. These are different activities:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Authentication checks that a person controls an authenticator associated with an account.
- Identity proofing establishes or re-establishes a person’s identity.
- Account recovery restores access when the person has lost access to authenticators.
They should not be collapsed into one generic “verification” step. A personal fact might be considered in a limited identity-proofing context, but it should not serve as the authenticator for a password or MFA reset. NIST explains the distinction in its Digital Identity Guidelines FAQ.

- Protect Your Privacy Effectively: you can use this identity protection roller stamp to flip personal information in under 2 seconds and save time and effort, effectively hiding and protecting your personal information, such as phone numbers, social security numbers, bank statements, shipping addresses, tax documents, data, billing addresses and many more
- Ideal Replacement for Shredder: if you are still using a shredder to shred cards or papers that are printed with your personal information, this security stamper roller will be an alternative tool to block out your privacy effectively and easily
- Refillable and Long Term Use: this confidential stamp can cover a total length of up to 100 meter/ 109 yards, approximately 3,200 prints are covered, pattern width is about 0.78 inches; When ink runs out, you can refill the security stamp with ink
- Easy to Use: just continuous roll the address blocker roller stamp to conceal information, and roll on a second layer for maximum protection, works on paper, envelopes, folders, address labels, etc., please note that may not work on smooth surfaces
- How to Refill the Ink: there are 4 pieces of ID stamp refills, each is about 1.5 ml, you just need to unscrew the cap of the ink bottle (not disposable, you can close the cap for next time of use), then insert it into the hole on the side of the stamp, then turn it upside down, about 5 minutes later, the most of the ink will be replenished to the security roller stamp
Why the service desk is part of the attack surface
An attacker may target the person who can override or replace an account’s authenticators, rather than attack the sign-in system directly. NIST’s threat table advises: “Avoid using authenticators that present a social engineering risk to third parties (e.g., customer service agents).” The standard also recognizes that human-assisted authenticator recovery can create social-engineering risk.
This is why a plausible personal answer is a weak basis for letting an agent issue a new credential. The central policy question is not whether an agent can ask more questions; it is whether the recovery route relies on evidence and controls that an attacker cannot easily manipulate.

How should a service desk verify someone before resetting MFA?
There is no single NIST-mandated corporate help-desk script. The standard provides recovery guidance for credential service providers, while organizations should design and document processes appropriate to their own risk. A practical workflow is:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Start with an established recovery method. Use a method set up and bound to the account before access was lost, such as a saved or issued recovery code, a recovery contact, or another enrolled authenticator. Repeated identity proofing may be appropriate in some circumstances.
- Keep recovery separate from routine sign-in. Apply the organization’s recovery policy to password resets, MFA resets, and authenticator replacement. Do not let a personal fact alone authorize the creation of a new credential. Recovery may be less convenient than normal sign-in and can involve a waiting period.
- Constrain agent authority. Define which evidence categories agents may accept, which changes require a second approver or escalation, and which actions agents may not take without stronger evidence. Route unusual or high-impact requests through an explicit escalation path.
- Record the decision. As an organizational control, make the recovery decision, evidence category, approvals, and account changes auditable. NIST requires account-recovery notification; the specific logging design is for the organization to set.
- Notify the account holder through an established channel. NIST states: “An account recovery event always causes one or more notifications to be sent to the subscriber to help detect the fraudulent use of account recovery.” Make the notification useful for recognizing and reporting a recovery the person did not request.
- Document any alternative route. If a manual or application-specific method is allowed, document its risk analysis, eligibility, checks, approvals, monitoring, and notification. Do not quietly keep security questions as an emergency fallback.
What should IT use instead of security questions?
Choose a recovery method based on the account’s risk, the applicable assurance requirements, and what the service and user devices support. NIST recognizes saved recovery codes, issued recovery codes, recovery contacts, and repeated identity proofing; it also allows application-specific methods based on documented risk analysis. No single option fits every organization.

| Recovery approach | What it offers | What to assess |
|---|---|---|
| Another enrolled authenticator | Uses an authenticator already associated with the account. | Whether the user can still reach it, whether it is independent of the lost method, and whether it meets the applicable assurance requirements. |
| Saved or issued recovery code | Provides a recovery route established in advance. | How codes are protected, whether users can retrieve them when locked out, and whether use is tracked and followed by notification. |
| Recovery contact | Uses a designated contact as part of account recovery. | Whether the contact is current, reachable, and appropriate for the account’s risk. |
| Repeated identity proofing | Re-establishes identity rather than relying on a routine sign-in authenticator. | Whether the organization can perform it appropriately and how the result authorizes recovery. |
| Agent-assisted or application-specific recovery | Can address cases not handled by the established methods. | Social-engineering exposure, documented risk analysis, agent permissions, approvals, auditability, and notification. |
For every route, policy owners should consider whether evidence is bound to the account, whether it can be phished, intercepted, guessed, or socially engineered, whether recovery depends on sufficiently independent methods where the applicable NIST requirements call for them, and whether users can actually access the method when locked out. Compatibility matters too: a method that a service or endpoint cannot support is not a usable recovery option.

For applications assessed at Authentication Assurance Level 2 (AAL2), NIST SP 800-63B-4 requires an option for phishing-resistant authentication. That is a specific requirement in the standard’s CSP context, not a blanket legal rule for every private-sector service desk.

Where supported and appropriate to the account’s risk, a FIDO-compatible physical security key can be one option. CISA’s multifactor-authentication guidance identifies security keys as a strong MFA option and names YubiKey as an example. A particular key is useful only if the service and the user’s devices support it; the key does not replace a sound recovery policy.
For background on phishing-resistant MFA and its threat context, see CISA’s October 2022 guidance on implementing phishing-resistant MFA.

Can a help desk reset an account without asking personal questions?
Yes. A help desk can route the user through a previously established recovery method, such as a recovery code, another enrolled authenticator, a recovery contact, or an appropriate identity-proofing process. If none is available, the organization should use a documented, risk-assessed exception path with constrained agent authority, escalation where needed, and account-holder notification—not treat answers to personal questions as proof of account ownership.
NIST SP 800-63B-4 was finalized on July 31, 2025, and supersedes the 2020 revision. It is technical guidance for credential service providers and online authentication; its requirements should be applied in the relevant CSP context rather than presented as a direct legal mandate for every organization’s help desk. The underlying risk principles are useful when an organization designs its own recovery controls.
