Treat the model’s tool call as a proposal: an independent policy gate should check who is acting, which tool and resource it targets, what the action will do, and whether required approval is valid before anything changes.
Why prompts cannot authorize an agent
A prompt can describe rules, but it cannot reliably enforce them. An agent may be manipulated by direct instructions or by indirect prompt injection embedded in a webpage, email, document, issue, log, tool description, or tool result. External content and user-controlled data should therefore be treated as untrusted, even when the model is asked to ignore instructions found there.

Put the security decision at an enforcement point the model does not control: an application wrapper, gateway or proxy, or the downstream service that performs the operation. The model may propose an action, but execution code must independently decide whether that action is allowed.

How a policy gate should work
Mediate every relevant action in sequence. OWASP’s AI Agent Security Cheat Sheet recommends independent validation of scope, privilege, and approval before high-impact actions. A practical action path is:

- The model proposes a structured tool call. Capture the requested tool, operation, target resource, and arguments as data—not as an instruction to execute immediately.
- The application authenticates the caller and agent. Establish which user initiated the task and which attributable, revocable agent identity is making the request.
- The policy enforcement point evaluates the request. Apply explicit rules to the tool, operation, resource, normalized arguments, identity, and risk or approval state.
- The gate allows, denies, or pauses the action. Default to denial when no rule permits the request. If review is required, do not execute until valid approval is returned.
- The tool or downstream service checks its own permissions. The gate is an additional control, not a reason to give the executing service broad access.
- The system records the decision and result outside the agent’s control. Keep the audit record in a central system the agent cannot edit or suppress.
OWASP’s DevSecOps guidance on AI agent and MCP security describes the guiding principle as “least agency”: give an agent only the autonomy, tools, and access its task requires, for only as long as it needs them.
Scope permissions to the task
Use deny-by-default rules and explicit allowlists. A useful policy distinguishes not only which tool is available, but also the operation it may perform, the resources it may touch, and limits on its arguments. For example, granting read access to a particular project is not the same as granting permission to edit every project or delete records.

- Packing List: This doorbell removal tool set is made of high-quality metal and comes in four types and comes with two doorbell removal pins and a key ring. These kits can be hung on a key ring, making them portable and loss-proof.You will get: 8 x Security Pin Key Release Removal Tool,1 x key ring.
- Anti-slip Handle Design: It has a solid and anti-slip handle, which is easy to grasp and saves effort when using it.
- Wide Application: It could be used for replacing your lost security key to remove your Nest Hello, Arlo and Eufy Video Doorbell from its mount. It can even be used to detach part of the metal watch strap.
- Compatibility: Fits various models of video doorbell. All Arlo Video Doorbell Models, all Eufy Video Doorbell models, and all Nest video doorbell models.
- Multi Usages: With this tool, you could replicate the action of the manufacturer security pin but inserting it on either the top or bottom, dependent on model and pulling gently on the doorbell to release it.
- Separate read and write authority. Use different identities or permissions where feasible, so a task that only needs to inspect data cannot modify it.
- Constrain resources and arguments. Restrict access to named repositories, records, directories, destinations, or other task-relevant targets; validate and normalize arguments before policy evaluation.
- Prefer narrow tools. A function limited to a specific operation is easier to govern than open-ended shell access or a general URL-fetch tool.
- Use attributable, revocable identities. Associate calls with the agent and initiating user. User-context authorization can limit what the agent inherits.
- Use task-scoped, short-lived credentials. Avoid long-lived or broadly privileged secrets, and revoke access when the task ends or the agent is no longer trusted.
OWASP’s LLM06:2025 Excessive Agency covers the risk of granting an LLM more functionality, permissions, or autonomy than its task requires. Policy-as-code systems such as Open Policy Agent and Cedar are examples of technologies that can express authorization rules; the essential requirement is that the rules are evaluated independently of the model.
Require approval for consequential actions
Put human review where an action can cause material harm or is difficult to reverse. Examples include deleting data, sending messages, spending money, changing permissions, pushing or deploying code, and reaching a new network destination. Routine, low-risk work can proceed under tightly scoped allow rules; pausing for approval at every step can make users approve prompts reflexively rather than assess them.

Bind approval to the action itself, not to a broad request such as “handle this project.” OWASP’s checklist for high-impact authorization includes the actor, tool name, target resource, normalized parameters, timestamp, and expiry. Show reviewers the concrete action and arguments, and make the authorization short-lived. For irreversible operations, use replay protection so an approval cannot be reused for a different or repeated request.
Fail closed if the system cannot classify the action, retrieve the policy, validate approval, or record the audit decision. A missing check should not become permission to execute.

Contain execution beyond the policy gate
Authorization limits what the agent is allowed to do; isolation limits what it can reach if another control fails. Use sandboxing or disposable environments, restrict network egress, and apply rate limits where appropriate. Understand which paths those controls cover: a shell, file API, connector, or MCP server may not share the same boundary.
These controls complement authorization rather than replace it. A sandbox does not decide whether a particular user was allowed to delete a particular record, and a policy gate does not contain every unexpected process or network behavior.

Log decisions and watch for anomalies
Record enough to reconstruct what happened without putting secret values in the audit trail. Capture tool calls, commands, file writes, network requests, the agent and initiating-user identities, session, policy decision, and resulting diff or state change. Store logs centrally, outside the agent’s control.
Monitoring can alert on behavior that deserves investigation, including credential-file access, unexpected destinations, bulk reads, newly introduced tool servers, or changes to agent instructions and CI configuration. Logs support detection and response; they do not replace preventive checks at the action boundary.
Test the boundary, not just the prompt
Exercise both direct and indirect prompt-injection scenarios, including malicious instructions embedded in the particular external-content channel the agent uses. Use dummy data and instrumented tool substitutes so tests do not cause real side effects. Verify that denied actions do not execute, approvals are tied to the exact request and expire, and failures in policy or audit services stop execution.

Passing a small set of cases does not establish that an agent is secure; test the enforcement paths and keep monitoring them as tools, policies, and workflows change.
How to evaluate a policy-gating design
When reviewing an implementation, compare its controls across the whole action path rather than judging it by a prompt or policy engine alone.
Quick Recap
| Design question | What to verify |
|---|---|
| Enforcement point | Does an application wrapper, gateway, or downstream service independently mediate every relevant action, or is the rule only stated in the prompt? |
| Policy granularity | Can rules distinguish tool, operation, resource, argument bounds, identity, and risk level? |
| Credential scope and lifetime | Are identities attributable and revocable, permissions least-privilege, and tokens short-lived or tied to the user and task? |
| Execution containment | Are filesystem and process access isolated, network egress restricted, and tool or connector paths covered by the intended boundary? |
| Approval usability | Are approval-triggering actions defined, exact details shown, approvals expired, and replay prevented without prompting on every routine step? |
| Failure behavior and audit | Do policy, approval, and logging failures deny execution, and are decisions logged beyond the agent’s control with useful alerts? |
