Steam is generally the safer, simpler choice for purchase recourse: its refund process applies to purchases made on Steam. If you buy a Steam key elsewhere, Valve says it cannot refund that purchase; you must seek help from the seller. That does not mean every third-party store or key is unsafe. Steam documents that publishers can revoke keys, but its guidance does not provide a revocation or fraud rate for any seller.
What “safer” means in this comparison
Here, safety means how clearly you can seek a refund or resolve a key problem—not a guarantee that a purchase will work, or a universal legal ranking of storefronts. Steam’s published policies make the purchase route important: Steam handles refunds for purchases made through Steam under its policy, while buyers who purchase elsewhere need to contact the seller. Consumer rights can also depend on your country; Steam’s guidance does not settle the rules for every location.

How refund responsibility differs
| Where you buy | Who to contact about a refund | What Steam’s guidance establishes |
|---|---|---|
| Steam Store | Steam, through its refund process | Steam’s refund policy covers purchases made on Steam. See Steam Refunds. |
| Third-party key store or seller | The seller you paid | Valve says it cannot refund purchases made outside Steam, including third-party CD keys and Steam Wallet cards. Check the seller’s current refund terms before paying. See Steam Refunds. |
| Retail purchase with a key missing from the box or materials | The retail store | Steam Support directs buyers to contact the retail store about a refund or exchange when a key that should have come with a retail purchase is missing. See Missing CD Key. |
Steam’s policy is not a substitute for the seller’s terms or for applicable consumer law. If you need legal guidance, check the rules for your location.

A product key can be revoked by its publisher. Steam gives temporary beta keys and keys determined to have been obtained fraudulently as examples. When a key is revoked, the game is removed from the buyer’s library; Steam says the account itself is not restricted for that reason. For a revoked key bought outside Steam, Steam tells the buyer to contact the seller about a refund. See Revoked Product Keys and Steam Refunds.

This explains a possible failure mode, not its likelihood. Steam’s official information does not establish how often keys are revoked or compare the risk across particular third-party sellers. It would be misleading to treat every external key as fraudulent—or to assume every listing is equally dependable.
Authorized resellers, retailers and marketplaces are not interchangeable
Steam’s Subscriber Agreement recognizes authorized Valve resellers and says customers who order through one should direct product-key questions to that reseller. The agreement does not provide a current list of authorized retailers, so do not assume a seller is authorized based on its name, appearance, or a claim in a listing. Check the seller’s status and terms before buying. See the Steam Subscriber Agreement.

A conventional retailer’s sale and a marketplace listing from an individual third-party seller may involve different sellers and support routes. Identify who is actually taking payment and responsible for the listing; Steam’s guidance does not establish comparative reliability for these categories.
Check an offer before you pay
- Confirm what is being sold. Make sure it is a key for the intended game and platform, not an account. Steam warns against buying accounts and says buying or selling accounts violates its agreement. See Steam Support: Scam—Account Sellers and Traders.
- Verify the offer details. Check the platform, region, edition and any activation restrictions shown on the actual listing. Do not assume a key will work in your country or for the version you want.
- Identify the seller and read its refund terms. Distinguish the store or marketplace operator from an individual seller, and look for the rules that apply if the key is invalid, already used, or later revoked. For an outside purchase, Valve directs buyers to the seller.
- Compare the final checkout total. Include any fees and currency conversion, rather than comparing a headline price with Steam’s displayed price. Prices change, so compare the live offers at checkout.
Do not confuse product keys with Steam gifts
Steam Support says, “We do not support the sale of Steam gifts outside of Steam.” That statement is specifically about gifts; it should not be read as a claim that all third-party product keys are prohibited. See Revoked Gifts.

Which option should you choose?
If having Steam handle the refund request matters most, buying directly from the Steam Store is the more straightforward option under Valve’s published policy. A third-party key may still be a reasonable choice if you have checked the specific seller, listing restrictions and refund terms and accept that any refund request goes to that seller. The available official guidance supports that distinction in recourse, but not a blanket claim that every external offer is unsafe.
