That changes who handles refunds and support, and it makes it important to verify Steam activation, region compatibility, and the publisher’s guidance for the specific game.
What is a Steam key?
A Steam key is a unique, single-use alphanumeric code that activates on Steam and adds a product license to an account, according to Valve’s Steamworks documentation. Developers can use keys for sales through other stores or at retail, as well as for purposes such as beta testing and press access. That means buying a key outside Steam is not inherently illegitimate; it does not mean every seller or listing is legitimate, either.

Valve’s key-allocation rules are for developers, not a consumer rating system. Steamworks says a game launching on Steam may receive up to 5,000 standard release keys for retail and other-store distribution before additional requests are reviewed case by case. It also says release-state-override beta keys are generally limited to 2,500 and must not be sold. These limits do not establish that a particular retailer is authorized or that a particular key has a sound origin.

A key can be a reasonable choice when the seller is one the game’s publisher identifies for that title, the listing clearly promises Steam activation in your region, and the seller’s support and refund terms are acceptable. Buying directly is the simpler route when you want the Steam Store’s purchase and refund process rather than a separate retailer’s policy.

How to check a Steam key before buying
- Confirm the platform. Look for an explicit statement in the listing or digital delivery information that the product is intended for Steam registration. Steam Support’s Retail CD Keys guidance says the packaging or delivery email should identify Steam registration. A code intended for another platform can produce an “Invalid Product Code” error on Steam.
- Check region and activation conditions. Make sure the listing covers your country or region and note any activation restrictions or delayed unlock timing. Do not assume that a listing is equivalent to the Steam Store version just because the game title matches.
- Check the publisher’s retailer guidance. Look for the publisher’s own information about where it sells or authorizes the specific game. Steamworks confirms that developers may distribute keys through other stores, but it does not certify every seller.
- Read the seller’s refund and support terms. Find out what it will do for an invalid, already-used, or later-revoked code, and how long you have to report a problem. A low price by itself does not confirm authorization, origin, or suitability for your region.
- Compare the final offer. Compare the total price and release timing for the same edition and region, including any differences in what is being sold. A cheaper listing is not necessarily the same product or an equally straightforward purchase.
Refunds: what changes when you buy outside Steam?
For games and software applications purchased on the Steam Store, Steam’s standard refund rule is a request within 14 days of purchase and with less than two hours of playtime, subject to the policy’s conditions and exceptions. Steam says requests outside those stated limits may still be submitted for review, and consumers in some jurisdictions may have additional rights when a game is faulty. Check the live Steam refund policy for current wording and applicable category rules; the page in the cited policy information was last updated 23 April 2024.
That standard Steam Store policy does not transfer to a key purchased elsewhere. Valve says it cannot refund purchases made outside Steam, including third-party CD keys and Steam Wallet cards. For an external key, the seller’s own policy is the refund route, so read it before paying rather than assuming Steam’s 14-day and two-hour terms apply.

What if a key is invalid, already used, or revoked?
Invalid or previously registered
If a code is not intended for Steam registration, Steam may report an “Invalid Product Code.” If you are sure a retail or digital key has never been registered successfully, Steam Support says to contact the retailer for a replacement. The seller is also the relevant first contact for a code that appears to have been used already; retain the purchase receipt and any delivery details.

A publisher can revoke a key—for example, if it was time-limited or the publisher determines it was obtained fraudulently. Steam says revocation removes the game license from the account but does not restrict the account. If the key was bought from a third party, Steam directs the buyer to contact that seller to request a refund. The Steam Support revoked-key FAQ explains this process.

Are Steam keys safe?
There is no blanket answer based on the word “key” or on a low price. Keys are a documented distribution method, but Valve also warns developers about fraudsters impersonating journalists or storefronts to obtain keys for resale. That is a risk category, not evidence that every third-party key is fraudulent. For a particular purchase, the useful checks are whether the publisher identifies the seller for that game, whether Steam activation and your region are explicit, and whether the seller will support problems under clear terms.

Which option should you choose?
- Choose the Steam Store if you prefer to buy directly through Steam and use its refund process for eligible purchases.
- Consider an external Steam key if the specific listing is clearly Steam-compatible and region-appropriate, the publisher’s retailer guidance supports the seller, and the seller’s refund and support terms work for you.
- Skip the listing if activation platform, region, seller identity, or recourse for a bad key is unclear. A price difference is not enough to resolve those uncertainties.
