A slow Steam download does not, by itself, tell you whether Steam, your home network, or your internet provider is responsible. First check Steam’s bandwidth limit and compare its displayed units correctly. Then compare Steam with a speed test and another download on the same device, and change one condition at a time—download region, wired versus Wi-Fi, or time of day. Check CPU and storage activity too: Steam may slow network downloading while it installs files.
Start with Steam’s limit and the units on screen
Open Steam > Settings > Downloads and inspect the bandwidth limit. Steam’s Download Manager shows the configured limit. If a cap is enabled, remove or adjust it for a controlled test, then retry the download. Steam documents these controls in its download and update settings guide.

Make sure you are comparing the same units. Steam may show bytes per second, such as MB/s, while internet plans and speed tests commonly use bits per second, such as Mbps. Multiply a byte-per-second rate by eight to convert it to bits per second. Steam’s example is 768 KB/s = 6144 Kb/s = 6 megabits/s; this illustrates the conversion and is not a typical-speed benchmark. Steam also cautions that a system tray or network-properties speed may describe the local network link rather than the internet connection. Run a reputable internet speed test on the same device and connection while Steam is slow, or as close in time as practical. If possible, try another download as well. Repeat the comparisons at a different time. Keep the device, connection, and test conditions consistent so that one changed variable is easier to spot.

A speed test is a comparison, not a verdict: it uses a different server, route, and workload from a Steam download. A fast test alongside a slow Steam download makes a Steam delivery or route issue worth investigating, but it does not rule out an ISP route or treatment specific to Steam. If several unrelated services slow down together, the problem may lie beyond Steam, but the comparison alone cannot identify the exact cause.
Test whether Steam’s download region matters
In Steam > Settings > Downloads, check the Download region. Confirm it reflects your actual location, then try a nearby region and repeat the download under similar conditions. Steam says it selects content servers based on location, but regional servers can be slow, overloaded, or affected by hardware problems. If the speed changes after switching regions, that supports a content-server or route explanation; it does not prove which one is responsible. Separate Wi-Fi or powerline problems from wider congestion
If practical, compare a direct Ethernet connection with your usual Wi-Fi connection. A wired connection that performs better points toward the local wireless or powerline path, though it does not reveal the precise fault. Steam identifies wireless and powerline interference as possible causes of intermittent problems.

Check whether Steam is installing as well as downloading
Watch Steam’s status and your device’s CPU and disk activity. A download may be followed by unpacking or file writing, and installation work can become the bottleneck even when the internet connection has spare capacity. Steam Support explains that the client can throttle downloading to match the speed of related installation tasks. In that situation, a low network rate is not evidence of internet congestion on its own.
Steam also notes that installation can be affected by storage write speed, including when installing to an SD card. Its explanation appears in the Steam Deck/network and Wi-Fi troubleshooting context, so treat it as guidance about installation work rather than a claim that every Steam download is throttled. Use time-of-day patterns as a clue, not proof
Repeat your comparisons during the suspected slow period and outside it. A slowdown that appears at particular hours is a reason to investigate ISP congestion, blocking, or shaping; it does not establish that the ISP is throttling Steam. Steam recommends testing at other times and contacting your provider if you suspect time-dependent interference. Its network connectivity guide describes this as a possibility to investigate, not a diagnosis.
If the issue affects several services, keep a short record of the times, speed-test results, Steam results, and whether you were on Ethernet or Wi-Fi. That gives your ISP concrete comparisons to review without treating any single test as conclusive.

Read the pattern across your tests
