Background apps keep doing work when you are not actively using them, such as syncing data or delivering notifications. These are separate behaviors: an app can do either one or both, and changing one setting does not necessarily change the other.
Startup vs. background apps at a glance
| Setting | What it controls | Typical trade-off |
|---|---|---|
| Startup | Whether an app launches automatically when you sign in | Disabling an unneeded launch may reduce what Windows has to start at sign-in, but the app will not open automatically. |
| Background activity | Whether a supported app can work while you are not actively using it | Restricting it may reduce background power use, but can delay or prevent notifications and updates while the app is inactive. |
Neither control uninstalls an app. They govern different moments: startup is about launching at sign-in; background permission is about activity while the app is inactive.
How to manage startup apps in Windows 11
Use Windows Settings for a straightforward on/off control, or Task Manager if you want to review the startup-impact label as well. Microsoft documents both routes in its Configure Startup applications in Windows guidance.
- Open Settings > Apps > Startup.
- Turn the switch beside an app on or off.
Alternatively, open Task Manager > Startup apps, select an app, and choose Enable or Disable. Task Manager’s startup-impact label can help you decide what to review first, but it does not predict the time you personally will save.

What Task Manager’s impact labels mean
Microsoft’s documented criteria use the app’s total CPU and disk usage during startup:
- Low: CPU usage is under 300 milliseconds and disk usage is under 292 kilobytes.
- Medium: CPU usage is under 1 second but over 300 milliseconds, or disk usage is under 3 megabytes but over 292 kilobytes.
- High: CPU usage is over 1 second or disk usage is over 3 megabytes.
These are operational thresholds for Task Manager’s labels, not estimates of average boot-time savings. If an app does not appear in the registered startup list, Microsoft also documents startup-folder shortcuts as another possible location. Registry locations can also store startup entries, but Microsoft cautions that registry edits can have unintended consequences; most people should begin with Settings or Task Manager.

How to manage background activity in Windows 11
For an app that supports Windows’ background controls, go to Settings > System > Power & battery > Battery usage. Select the app’s More options > Manage background activity, then choose the setting you want. Microsoft describes the options in its Manage background activity for apps in Windows guide.
- Always: allows the app to keep working in the background.
- Power optimized: lets Windows balance power saving with background features such as notifications and periodic updates.
- Never: stops the app from working in the background while it is inactive. Microsoft says notifications and updates for that app will not arrive while it is inactive.
Choose based on what you need from the app: a messaging or mail app may be more useful when it can alert you, while an app you rarely use may not need to run in the background.

Why a background-app switch may be missing
Windows does not expose the same background permission for every app. Some desktop apps may not appear in the background-app list or privacy controls. A missing toggle does not prove that the app cannot run background processes; check the app’s own settings for options to limit or disable background operation. Microsoft’s guidance covers Windows background apps and your privacy and Windows desktop apps and privacy.

Will disabling startup or background apps make a PC faster?
It can be a sensible troubleshooting step to disable startup launches you do not need, and limiting background activity may help reduce power use. But one switch does not guarantee a noticeable speed improvement. Microsoft lists several possible causes of a slow PC, including limited storage, too many startup apps, outdated software, and hardware limitations. See its tips to improve PC performance in Windows for broader troubleshooting.
