Stage 3 of Enterprise AI Adoption: Agents That Can Read

A read-only enterprise agent gets role-scoped access to information, while an external system checks completion. Stage labels differ across adoption frameworks.

In this Stage 3 pattern, an AI agent works in a sandbox with read-only access to enterprise information, scoped to the same roles and permissions used in the preceding stage. A system outside the agent—not the agent’s own claim—checks whether the requested work is complete. The label is framework-dependent: Microsoft uses “Stage 3” for agents and workflows that integrate tools or APIs to perform tasks, a broader, more action-oriented model.

What “agents that can read” means in this Stage 3 pattern

The defining boundary is that the agent can consult permitted information but does not itself make changes through that access. Its context is constrained by role-aligned scopes, and it operates in a sandbox. The pattern also separates an agent’s response from evidence of completion: an external system checks the result rather than treating the agent’s statement as proof. These are the elements established by the exact-title description; it does not establish a formal security standard or a detailed implementation recipe. Source description

Read-only access reduces the agent’s ability to alter the information it can see, but that boundary alone does not establish that a deployment is secure. Organizations still need to define access policy, decide who reviews it, and consider how the workflow’s results will be checked.

Why “Stage 3” does not mean the same thing everywhere

Stage numbers are labels within particular adoption frameworks, not a universal enterprise AI standard. Compare what each framework means by a stage before using the number to describe a capability or maturity level.

Framework or pattern Meaning of Stage 3 How it differs
Exact-title read-only pattern An agent in a sandbox, with read-only connectors scoped by the same roles as the preceding stage; an external system checks completion. Source description Focuses on controlled access to information and independent completion checks.
Microsoft Foundry adoption journey “Building intelligent agents and workflows”: agents integrate tools or APIs to perform tasks and automate workflows. Microsoft AI adoption journey Describes tool-integrated task execution, not only read-only access.
Microsoft agentic maturity model A five-level maturity model, assessed across five capability pillars; it does not define a single universal “Stage 3” read-only pattern. Microsoft agentic maturity model Assesses organizational capabilities as well as technology and agent behavior.

How the read-only pattern relates to grounding and action

Microsoft’s four-stage journey distinguishes grounding from workflow action. Its Stage 2, “Grounding AI with enterprise data,” describes using internal knowledge bases and documents to ground AI, including through retrieval-augmented generation. Stage 3 moves to agents that integrate tools or APIs to perform tasks and automate workflows. Microsoft AI adoption journey Microsoft Foundry stages

That makes the read-only pattern a useful way to describe a constrained kind of agent, but not a synonym for Microsoft’s Stage 3. In the exact-title framing, the central questions are what the agent may read and how completion is verified. In Microsoft’s description, Stage 3 emphasizes connecting agents to tools and APIs for action.

What to assess before adopting an enterprise agent

Model capability is only one part of enterprise readiness. Microsoft’s maturity framework considers five areas: governance and security; technology and data; business strategy and value; AI strategy and experience; and organization and culture. Its adoption overview also connects maturity assessment with classifying initiatives by intent and risk and using a Center of Excellence to address capability gaps. Microsoft’s Foundry adoption journey captures the business motivation this way: “Most businesses don’t want just chatbots – they want automation that’s faster and with fewer errors.” The quotation is from Microsoft’s AI adoption journey document, not an individual speaker. How to interpret enterprise AI usage statistics

OpenAI’s August 12, 2026 Enterprise Signals update reports that, among its enterprise customers, Codex and ChatGPT accounted for a combined 64% of output tokens in June 2026. In that report, OpenAI defines agentic AI use as Codex tokens. The figure describes output-token share in OpenAI’s customer base; it is not an industry-wide adoption rate or a direct measure of business value. OpenAI Enterprise Signals

The same update says frontier firms used 8.3 times as many output tokens per active user as typical firms in June 2026. OpenAI defines “frontier firms” as the top 10% of monthly AI usage and “typical firms” as the middle 10%, and cautions that token volume is an imperfect proxy for business value.
