Housing can be worth more where suitable local rentals are expensive or hard to find; extra salary offers more choice and can remain valuable after a worker changes jobs. Compare the added take-home pay with the realistic cost of comparable housing, then account for the accommodation’s quality, charges, location and connection to the job.
What the evidence says—and does not say
There is no universal break-even point. The strongest directly relevant workforce evidence here is from Ireland’s tourism sector, while the legal examples below are specific to the United States and United Kingdom. Neither country’s rules should be assumed to apply elsewhere.

Fáilte Ireland’s 2025 tourism careers research, based on 569 employers and 597 workers, found that 54% of workers said better pay would attract them, while 52% of employers cited local accommodation barriers. These are separate survey findings, not a direct comparison of housing against salary or proof that one benefit is more valuable to every hotel worker. The findings cover tourism, not hotels alone. Fáilte Ireland, 2025.
One U.S. industry figure can provide context, but not a valuation: the Bureau of Labor Statistics reported average private-sector leisure and hospitality compensation costs of $19.90 per hour for December 2024, comprising $16.25 in wages and salaries and $3.65 in benefits. These are employer costs across leisure and hospitality, not a hotel-worker pay rate or an estimate of the value of staff housing. BLS, published March 24, 2025.

Compare the real value of each offer
For two actual offers, calculate the added take-home salary—not the headline increase—and compare it with the housing cost the worker would genuinely avoid. Use a realistic alternative in the same area, such as a comparable room or private rental. Adjust for accommodation charges and differences in quality, location and security. Do not treat employer-provided housing as “free” until the contract and local wage rules have been checked.
| Factor | What to compare |
|---|---|
| Net cash | Salary after tax and payroll deductions, plus any lawful accommodation charge or wage credit. |
| Housing value | The local cost of a comparable room or rental, including utilities and other fees. |
| Quality and control | Private or shared room, occupancy, condition, privacy, visitor rules and who controls the accommodation. |
| Location and time | Commute, transport costs and whether living near the workplace helps with the worker’s schedule. |
| Job linkage and exit | Whether living there is optional, whether the worker must live on site and when the accommodation must be vacated after employment ends. |
| Security and flexibility | Whether the worker can choose another home and keep the salary advantage after changing jobs. |
When staff housing may help more
- Suitable housing near the workplace is expensive, scarce or difficult for the worker to secure.
- The accommodation is in good condition, offers acceptable privacy and has reasonable occupancy arrangements.
- Utilities, furniture or laundry are included without charges that erase the savings. UK government guidance, for example, treats rent and charges such as gas, electricity, furniture and laundry as relevant accommodation charges for minimum-wage purposes. GOV.UK accommodation guidance.
- The location reduces commuting time or transport expense enough to matter to the worker.
- The worker understands what happens to the accommodation if the job ends and can manage that risk.
When a higher salary may help more
- The worker already has affordable housing or can find a suitable alternative without difficulty.
- The employer’s accommodation is shared, inconvenient, poorly maintained or subject to rules the worker finds restrictive.
- The housing charge, commute or other costs substantially reduce its practical value.
- The worker wants more control over where they live or needs the ability to move without changing jobs.
- The extra take-home pay remains useful if the worker leaves the employer, whereas job-linked housing may not.

United States
Under the U.S. federal Fair Labor Standards Act, an employer seeking to count lodging toward wages under Section 3(m) must meet five conditions described by the Department of Labor: the worker accepts the lodging voluntarily; it complies with applicable laws; it primarily benefits the employee; it is regularly provided; and the employer keeps accurate cost records. The DOL says lodging is ordinarily presumed to benefit the employee, but that presumption may be rebutted—for example, when on-premises living is required to meet an employer need. These are federal rules; state and local protections may add requirements. U.S. Department of Labor Section 3(m) FAQ.

United Kingdom
Employer-provided accommodation can affect the minimum-wage calculation. The Low Pay Commission’s 2025 report describes the Accommodation Offset as creating a distinct wage floor for minimum-wage workers in employer-provided accommodation. It also notes limited quantitative data on how many workers are affected and what they pay. Check the current rules and rate before comparing offers; a stated housing value is not enough to establish the worker’s actual benefit. Low Pay Commission Report 2025.
Ireland
Fáilte Ireland’s findings show that pay and local accommodation barriers are both recruitment concerns in tourism. They do not set a legal rule for employer housing or identify a universally better offer; workers should check the terms and applicable Irish rules for their own situation.

A practical way to choose between two offers
- Work out the cash difference. Estimate the additional salary after tax and payroll deductions, not just the gross annual increase.
- Price a realistic housing alternative. Check comparable local rooms or rentals and include utilities and fees.
- Read the accommodation terms. Confirm charges, room arrangements, condition, included services, privacy and any living or visitor rules.
- Account for travel and time. Compare the commute and transport costs for staff housing with the likely alternative.
- Check the wage treatment. Find out whether housing affects wage calculations under the law where the job is located.
- Plan for an exit. Establish whether housing is optional and how soon the worker must leave if employment ends.
- Compare the adjusted results. Set incremental take-home salary against the housing cost actually avoided, adjusted for charges, quality, location and job-linked risk.
