A system that never fails, never pages anyone and still has users is not automatically worth keeping. Uptime shows that an application is running. It does not show whether the business still needs the capability, whether another system already provides it, what the full cost of keeping it is, or whether its security and technical fit still hold. Redundancy is the signal that should trigger a review. On its own, it is not a reason to switch the system off.
Why uptime is the wrong test for a portfolio decision
Federal application rationalization guidance treats reliability as one dimension among several. The CIO.gov Application Rationalization Playbook asks organizations to weigh business value, overlap, technical fit, total cost of ownership, security and operational concerns together. An application can score well on the last of these and poorly on the others, and a portfolio review is designed to surface exactly that gap.

The practical consequence is that “is it working?” should be the first question rather than the verdict. Most operations dashboards never ask the two questions that matter most for portfolio decisions: does anyone still need this capability in its current form, and is another application already delivering it?

A system is redundant when another application, or a planned one, delivers the same business function for the same users or processes. Overlap can be partial. Two tools might both handle expense approvals while only one handles travel booking, which means the redundancy sits in one function rather than the whole application.

Current usage does not settle the question either way. People may keep using a system because its replacement is unfinished, because a manual workaround depends on it, or because it is the only place certain data lives. Each of those cases needs a different response, which is why the review has to look beyond whether anyone logs in.
Start with an inventory you can trust
You cannot judge overlap without knowing what exists. GAO describes a complete application inventory as one that records each application’s name, description, owner and supported function, covers the organization’s components, and is updated regularly under quality controls. Practically, the record for each application should include:
- Application name and a one-sentence description of its purpose
- Business owner and technical owner, each named as a person or role
- Supported business function or service
- Organizational units and user groups who depend on it
- Key interfaces and data flows to and from other systems
Before using the inventory for decisions, check for entries with no owner, records that describe a version or platform no longer in service, and applications that appear in one department’s list but not another’s. A stale inventory produces false duplicates and misses real ones.

Map overlap and dependencies before deciding
The federal playbook advises reviewing duplication and dependencies before choosing a disposition. The most useful method is to group applications by capability or service rather than by vendor or department. Once grouped, look for three things: duplicate functions, shared integrations and data feeds, and business units that rely on a given system without being obvious from its name.
Consider a hypothetical example. Two internal scheduling tools each support staff rosters. One is used by four teams, the other by a single team that quietly exports its data into the first tool every week. The second system looks like an isolated duplicate, but it is a dependency with a live data feed. Retiring it without mapping that feed would break the first tool’s reports.
Compare the options on seven axes
When two or more systems overlap, compare them on the same seven axes so that the decision rests on evidence rather than on whichever tool has the strongest advocate:

- Adjustable Depth: 23-40'' adjustable depth is used for servers and network equipment, ensuring enough space for AV equipment, components, and cabling, while allowing you to access ports and equipment from multiple sides.
- Strong Load Capacity: Ground-Mounted Load Capacity: 500 lbs, Wall-Mounted Load Capacity: 150 lbs. The av rack is made of carbon steel for better weldability performance and can help save space while meeting your need to place multiple devices.
- User-friendly Design: Ergonomic design makes the open frame av rack easier to use. The additional top panel is able to place other items with more available space. Roller design moves anywhere and anytime, is convenient, and is more energy-saving.
- Complete Accessories: We provide the accessories you need, including 2 x Pallets, 145 x M5*10 Cross Head Screws, 4 x Casters, 4 x M10*50 Expansion Screws,10 x M6*12 Cage Nuts, 1 x Grounding Wire, 1 x User Manual.
- Wide Application: The server rack wall mount maximizes the use of available space, suitable for retail venues, classrooms, offices, and other places where space is limited.
- Business capability and value: does the capability still support current goals?
- Actual use and user groups: who uses it, how often, and for which tasks?
- Functional overlap: which functions are duplicated, and which are unique?
- Technical fit and supplier support: is the platform supported, and can it be updated or adapted? UK government legacy-risk guidance uses support status, updateability, compatibility with modern ways of working, cost-effectiveness and risk thresholds as its criteria.
- Security and operational risk: what exposure does keeping it create, and what risk does changing it create?
- Dependencies and migration complexity: what breaks if it stops, and how hard is it to move the data and users?
- Current versus future total cost of ownership: what does each path cost once the transition is complete?
Score each axis in plain language, note who provided the evidence, and record the assumptions behind any estimate. A table with a column for “evidence source” makes weak claims easy to spot.

The playbook calls for total cost of ownership comparisons between the current and future states. A licence fee is only one line. Cost categories worth including are hosting or infrastructure, support and maintenance staff time, integration upkeep, security and compliance work, data storage and retention, the cost of user workarounds, and the one-time cost of migration.
GAO reports that approximately 80 percent of the billions of dollars the U.S. federal government invests in IT each year is reportedly spent operating and maintaining systems, many of them legacy systems (GAO, 2025). That is a federal figure. It shows where federal IT budgets go, not what any organization will save by retiring one application. No source supports a universal savings formula or a typical percentage, so build the estimate from your own inventory and state every assumption openly.

Choose a disposition
After the comparison, each application lands in one of four broad outcomes. The table below pairs each outcome with the conditions that make it reasonable and the items you must establish before acting.
| Disposition | Typically fits when | Must be established first |
|---|---|---|
| Retain | The capability is still needed, no viable overlap exists, and risks are acceptable | A documented business reason, current support status, and a review date |
| Retire | The capability is no longer needed, or another system fully covers it | Users and dependencies moved, data retention decided, and a shutdown plan approved |
| Consolidate | Two systems overlap and one can absorb the other’s functions | A fit-gap analysis, a data migration plan, and agreed ownership of the surviving system |
| Modernize | The capability is needed but the platform is aging or unsupported | Milestones, the work to be done, and the disposition of the old system, as GAO advises for modernization plans |
Modernization paths in vendor vocabulary
Microsoft’s modernization guidance uses six options, which are useful as a shared vocabulary when a modernize decision is on the table. These are vendor guidance, not a government standard:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- Rehost: move the application to new infrastructure with little or no code change
- Replatform: make limited optimizations so it runs better on a different platform
- Refactor: restructure the existing code without changing its external behavior
- Rebuild: rewrite the application on a new architecture
- Retire: decommission it
- Retain: keep it as it is for now
Retire in phases rather than in one cutover
UK government guidance on legacy systems says gradual retirement is generally cheaper and simpler than a full decommissioning project, while stressing planning and risk control. A phased sequence reduces the chance that a hidden dependency surfaces on the day of shutdown. The following order is a suggested approach, not a fixed requirement:

Keep the review continuous
The CIO.gov Application Rationalization Playbook states: “Application rationalization is an ongoing, critical part of IT portfolio management.” Business needs, technology and costs change, so a system that was the right choice three years ago may now duplicate a newer one. Schedule a recurring review of the inventory, and refresh the owner and usage data each time so the next decision starts from current facts.
What the evidence does and does not establish
The process guidance here comes mainly from U.S. federal sources, including the CIO.gov playbook and GAO oversight work. The legacy-risk and phased-retirement points come from UK government guidance, and the modernization vocabulary comes from Microsoft’s vendor guidance. These are useful governance models, not laws or universal requirements. Adjust the method to your organization’s size, mission, regulatory obligations, contracts and service dependencies.
The sources establish the method for deciding whether a redundant system keeps its place. They do not establish how much money any particular organization will save by removing one system. Treat any savings figure as something to calculate from your own cost data, not something to borrow from a benchmark.
