A speech-to-text API’s HTTP 429 does not always mean “send the same request again later.” It can signal temporary request or token throttling, exhausted credit or a spending limit, a project quota, or too many concurrent streams. Read the provider’s error code and message first; then apply the matching account, quota, pacing, or retry remedy.
Why a transcription API returns 429
HTTP 429 is not a single diagnosis across speech-to-text services. The limit may apply to request volume, tokens, a project’s quota, account spending, or simultaneous streaming sessions. Some 429 responses therefore call for a delayed retry; others require an account or quota change, or a new stream. Repeatedly resending a request that cannot succeed will not resolve those underlying limits.

Four safeguards before sending more requests
1. Classify the error before retrying
Read the response body, provider error code, and the organization, project, account, region, model, or operation involved. Match the message to a temporary rate limit, usage or spending control, quota exhaustion, or concurrency limit. A billing or hard session-duration limit needs its corresponding remedy, not another retry. See the provider-specific distinctions below.
2. Smooth traffic instead of sending bursts
Spread requests over time. OpenAI notes that short-window limits can be exceeded even when a longer-period average appears acceptable. Google Cloud Speech-to-Text quotas are shared by applications and IP addresses using the same developer project, so splitting traffic across those callers does not create separate project allowances. For streaming transcription, increase concurrent sessions gradually rather than making abrupt jumps.

3. Use the provider’s retry guidance
For a temporary OpenAI rate limit, honor a valid Retry-After value and wait at least that long. If the header is missing or invalid, use exponential backoff with jitter. AWS recommends exponential backoff for Transcribe limit errors and gradual growth when increasing stream concurrency. These are provider-specific instructions, not a guarantee that every 429 from every API is transient or should be retried in the same way.
4. Bound retries and include SDK behavior
Set both a maximum retry count and a maximum elapsed retry time. OpenAI’s official SDKs already retry eligible rate-limit errors and honor Retry-After when present, so account for those attempts before adding an application-level loop. OpenAI also warns that unsuccessful requests count toward per-minute limits; continuously resending the same request can prolong the problem.

Diagnose 429 responses by provider
OpenAI API
OpenAI says a 429 can indicate a temporary rate limit, exhausted prepaid balance, or an organization usage or spending limit. Check the response message and code, the organization and project used, and the applicable limit before changing billing settings. For a temporary rate limit, pace requests and use the bounded retry approach above. Google Cloud Speech-to-Text
If the response says RESOURCE_EXHAUSTED: Quota exceeded, Google identifies a per-minute or daily quota as the cause. Quotas apply to the developer project and are shared across the applications and IP addresses using it. Review the live [Cloud Speech-to-Text quotas and limits] for the relevant endpoint and version; where applicable, request a quota increase through Google Cloud Console. Google warns that it reserves the right to change limits, so treat the figures below as a snapshot, not a service guarantee.

The same documentation lists streaming-specific session and aggregate request limits. Check the live quota page for those values rather than assuming the request-rate figures above describe streaming capacity. Google also documents content constraints that can produce errors distinct from quota exhaustion: synchronous recognition accepts up to 10 MB or one minute of audio, whichever comes first; a streaming request’s audio field is limited to 25 KB and a stream can run for up to five minutes; batch requests accept up to five files, with one file per request described as best practice. A size or duration problem is not fixed by treating it as a rate limit.

Amazon Transcribe streaming
Amazon Transcribe’s streaming API maps LimitExceededException to HTTP 429. AWS says it typically concerns the concurrent-stream quota, but rapid increases in streams and maximum session duration can also be relevant. Check the operation, account, and region against the [AWS Transcribe endpoints and quotas] table. That table lists 25 concurrent streams per supported Region as accessed 2026-10-07; it is a regional service-quota figure, so verify the quota for the region and account you use.
For concurrency-limit errors, AWS recommends exponential backoff and gradual increases in concurrent streams. If the stream has exceeded its maximum session duration, AWS describes that as a hard limit: start a new streaming session rather than retrying the expired session as if it were temporary throttling. A practical decision path
- Inspect the response. Capture the HTTP status, provider error code and message, and any
Retry-Afterheader. - Identify the limit’s scope. Verify the organization or project, account and region, model or operation, and whether the request is synchronous, batch, or streaming.
- Choose the matching remedy. For temporary throttling, pace traffic and use bounded, provider-aware backoff. For exhausted credit, usage or spending controls, check the relevant account settings. For a project quota, review the quota and request an increase if available. For concurrency pressure, reduce or gradually ramp up streams; for a hard session-duration limit, open a new stream.
- Check the retry budget. Include retries performed by the SDK, cap attempts and elapsed time, and avoid continuous resubmission of an unchanged request.
