Hundreds of people gathered outside Madrid City Hall on October 1, 2026, to bang pots and pans in a tenants’ union protest over housing insecurity. The cacerolada—a noisy demonstration in which people strike cookware—came amid wider actions in Spain and followed the eviction of 87-year-old María del Carmen Abascal. Parliament rejected the government’s emergency housing package the next day.
What happened outside Madrid City Hall?
El País reported that hundreds joined the October 1 gathering, which lasted more than an hour and ended without incident. Most protesters struck pots with spoons; others shook keys or blew whistles. AFP also described demonstrators making noise outside City Hall and chanting in support of the proposed housing measures.

The cacerolada was one part of a broader wave, not an isolated Madrid event. El País reported demonstrations in Barcelona and Valencia, as well as an encampment in Zaragoza. Madrid also saw an encampment at Puerta del Sol. The sources do not establish a nationwide turnout total.

Why did the protests grow?
The immediate catalyst was the September 23 eviction of María del Carmen Abascal, an 87-year-old Madrid resident known publicly as Maricarmen. The Associated Press reported that television images of her being removed from her home prompted demonstrations in Madrid and other cities. Protesters used the slogan “Not even one more Maricarmen!” Her case came to represent renters’ insecurity and the pressure of housing costs.

AP later reported that the property owner agreed to let Abascal return. At the time of that report, she was described as happy but had not yet been discharged from hospital; those details reflect her circumstances then, not a current update.
Dora Garcia, a 55-year-old nurse and protester, told AP on September 26: “We’re here because housing is a problem that already affects all of society, all ages and classes. And we can’t keep maintaining this. Housing is a right and we don’t have it.”

What housing pressures were protesters pointing to?
Figures cited by AP in 2026 help explain the backdrop, though they do not establish one single cause for Spain’s housing costs:

What measures did the government propose?
On September 29, Spain’s Council of Ministers approved two urgent housing decrees. The government presented them as measures addressing affordable housing supply and public housing stock, seasonal and room rentals, household support, and greater stability for main-residence tenancy agreements. Housing Minister Isabel Rodríguez called the proposal an “ambitious piece of legislation.” These were proposed measures awaiting parliamentary scrutiny, not established long-term reforms.

The official legal record also cautions against treating claims about temporary rentals as settled numerical findings: the decree says there was no solid database with which to quantify their weight. The government’s stated rationale should be distinguished from an independently established measurement of that market.

No. Parliament rejected the government’s emergency housing package on October 2, a setback for Prime Minister Pedro Sánchez’s government. AP reported that the result angered protesters. During the debate, Sánchez told lawmakers: “What is behind these decrees is the desire to instill order and a sense of humanity in a market that if we do not rein it in will destroy our society.”

The timing matters: the October 1 demonstrations took place as lawmakers prepared to vote, but the package was rejected the following day. A measure’s publication or entry into force as an emergency decree did not mean it had secured lasting parliamentary approval. Real Decreto-ley 26/2026 appeared in Spain’s official gazette on September 30 and entered into force October 1; the BOE record later marks it “Disposición derogada” (repealed/derogated).
