A proposed Urdu Habba on the steps of Karnataka’s Vidhana Soudha has drawn objections from BJP representatives and pro-Kannada voices, but it has not been established as an approved event. Chief Minister D K Shivakumar said permission had not been granted for a non-government programme on the building’s steps, while minister U T Khader said he had only floated the idea and would consult those opposed.

What is proposed?

Hindustan Times reported on October 2, 2026, that Khader had proposed holding an Urdu Habba on the steps of Vidhana Soudha on November 9. He described it as an effort to take the annual Urdu Sahitya award programme out of a hall and into an open space, where people from different communities could encounter Urdu language, literature, culture, cuisine and art. Those are Khader’s stated aims, not confirmation that the programme or venue was approved. Hindustan Times

The proposed date should be treated cautiously: India Today’s October 1 report includes a conflicting reference to September 9. The available reporting does not resolve the discrepancy, and neither date is confirmed as the final event date. India Today

Why are people objecting?

Objections to the venue and language prominence

BJP representatives objected to holding the programme at the legislature and government complex, arguing that Kannada should have prominence at the seat of state government. India Today also reported questions from objectors about whether comparable programmes would be arranged for other language communities. These are their arguments about the venue and precedent; the reports do not establish a general position shared by all Kannada speakers or a settled government policy on language programming. Opposition beyond the BJP

Karnataka Rakshana Vedike state president T A Narayana Gowda urged the government to withdraw the proposal and said the organisation would oppose the event if it went ahead at Vidhana Soudha. His comments indicate that opposition was not limited to BJP representatives, but do not demonstrate consensus across Kannada organisations or the public. Public TV English

Was the Urdu Habba approved?

No approval is established in the reporting. The Times of India quoted Shivakumar as saying, “There is no scope for any non-govt programme to be held on the grand steps of Vidhana Soudha,” and reported that permission had not been granted. The quotation is attributed to the chief minister by the newspaper; it is not an official transcript or permission record. The Times of India

Khader said he had only mooted the idea and that the government would consult those opposed. Another report said the venue might be reviewed to avoid unrest. The coverage therefore supports neither a claim that the programme was approved nor one that it was definitively cancelled or moved. No government notice confirming an application, final permission decision, cancellation or alternative venue appears in the reports cited here.

What is settled—and what is not?

  • Proposal: Khader floated an Urdu Habba at Vidhana Soudha’s steps, describing it as an open-air version of the annual Urdu Sahitya award programme.
  • Reported date: November 9 appeared in Hindustan Times, but India Today’s report contains a conflicting September 9 reference; the date is not settled.
  • Objections: BJP representatives and pro-Kannada voices challenged the choice of venue, citing Kannada’s prominence and questions of precedent.
  • Permission and outcome: Shivakumar said permission had not been granted for a non-government programme on the steps; the reports do not establish a final approval, cancellation or alternate site.
