Sovereign Tech Fund Boosts Yocto Project Infrastructure

The Sovereign Tech Fund supported foundational Yocto engineering, from build reliability and security to developer tools. A year later, progress was real, but maintainer overload remained.

The Sovereign Tech Fund’s 2023 support for the Yocto Project paid for foundational engineering: more reliable build workflows, stronger security and software bill-of-materials support, better developer tools, and standardized layer management. A March 2024 update described concrete progress, but also made clear that funding had not resolved the project’s shortage of core maintainers.

What did the Sovereign Tech Fund pay for in Yocto?

Announced by the Yocto Project on October 10, 2023, the support targeted shared infrastructure rather than a consumer-facing application. Yocto provides tools and metadata for building customized Linux operating systems and images for specific hardware. The funded work was grouped into four areas:

As an Amazon Associate I earn from qualifying purchases.

  • Build workflows: improvements to core workflows and build tools, development of the Yocto Project Reference Binary Distribution, and Patchtest, an automated tool for checking patches submitted through mailing lists.
  • Security and quality: stronger security processes and a security team, improved Software Bill of Materials (SBOM) support, and quality-of-life improvements to Devtool, Recipetool, and Pseudo.
  • Integration and usability: updates to Toaster, BitBake’s web interface, and improved developer features in the Visual Studio Code (VS Code) integration.
  • Layer management: OpenEmbedded Core best practices in Meta-OpenEmbedded and standard tools for managing Yocto layers.

Much of the commissioned work contributes to OpenEmbedded-Core. Yocto and OpenEmbedded share code and tools, including BitBake and OpenEmbedded-Core, so improvements can benefit projects built on that stack as well as direct Yocto users. The announcement does not state the award amount. Yocto Project’s October 2023 announcement

Why is Yocto considered critical infrastructure?

Yocto is used to assemble Linux systems for embedded and IoT devices, where the operating system must be tailored to particular hardware and product requirements. The project describes its ecosystem as spanning automotive, medical technology, consumer electronics, telecommunications, connected cars, communication base stations, and servers. Its announcement names Automotive Grade Linux, BMW Group, and OpenBMC among ecosystem users or participants.

That reach makes improvements to build reliability, security practices, and maintenance relevant well beyond the people who directly use Yocto. Project lead architect Richard Purdie said: “Without fanfare, Yocto Project touches most people’s lives without their knowledge.” He also characterized Yocto-built routers as carrying “at least half the world’s internet traffic.” That is Purdie’s statement, not an independently audited statistic: the announcement provides no measurement method. Yocto Project’s announcement

What changed during the first year?

In a March 28, 2024 follow-up, Purdie described the work as having moved from planning into delivered projects. Reported improvements included IDE integration for newer tools such as VS Code, automated testing for Toaster, and clearer explanations of why shared-state (sstate) cache objects were not reused. Automated helpers for patch submission and review had been re-enabled, security processes were documented, and preparation was underway for the next generation of SPDX support for SBOMs.

The update also described work on binary packages in a source-based distribution model, improvements to initial setup and user experience, and layer-index improvements enabled by the broader funded effort. The project deliberately prioritized test automation so fixes would be less likely to cause regressions. These are progress items reported by the project in March 2024, not a claim that every workstream was complete. Yocto Project’s March 2024 update

Did the funding fix Yocto’s maintainer shortage?

No. Purdie said that contract work added useful capacity but also put pressure on an already stretched core team: “The core of the project was stretched thin and I remain the only full time developer at the core.” He described doing much of the contracts’ writing and technical execution himself and doubted he could sustain a similar effort again.

  • 【More Connectors】There are two USB 3.0 ports(5Gbps simultaneously) and two USB 2.0 ports, which triple total bandwidth ,support any combination of up to two cameras or displays. Peak SD card performance is doubled through support for the SDR104 high-speed mode. It provides a smooth desktop experience for you. Offer Gigabit Ethernet and a PCIe interface, along with dual-band Wi-Fi and Bluetooth 5.0/BLE wireless capability. The RasTech Pi 5 Kit use the new 27W 5.1V 5A USB-C power connector.
  • 【 Support Dual 4Kp60 Display 】Each of the two microHDMI sockets can control a 4K display at 60 Hertz, now support HDR, offering super HD video for media streaming projects. RPi 5 is the first RPi model that comes with a PCI Express port (PCIe 2.0 x1 with 500 MB/s) to attach SSDs (requires separate M.2 HAT).
  • 【 Excellent Chips And Applications】Pi 5 is a full-size Pi computer using silicon built in-house at Pi. The RP1 “southbridge” provides the bulk of the I/O capabilities for Pi 5. Pi 5 is more friendly and convenient in the development of Internet of Things, Web development, machine identification, automatic control and other electronic equipment applications and network.
  • 【 Faster CPU, Better GPU 】 Pi 5 features a Broadcom BCM2712 64-bit quad-core Arm Cortex-A76 processor running at 2.4GHz, it delivers a 2–3× increase in CPU performance relative to RaspberryPi 4. The 800MHz VideoCore VII GPU is compatible to OpenGL ES 3.1 and Vulkan 1.2, substantial uplift in graphics performance. Pi 5 Offers lightning-fast CPU speed, a PCI Express interface, a Real Time Clock (RTC) and a power button and runs significantly cooler than Pi 4.

The update framed the deeper challenge as scaling the project: there was a long-standing concern about the “bus factor,” it was difficult to define a role that could effectively shadow or assist the lead, and people with Yocto/OpenEmbedded expertise were in demand for product-specific work, leaving fewer contributors available for upstream work.

It also gave RISC-V as an example of the infrastructure problem. Community support existed, but RISC-V had not been tested in Yocto’s continuous-integration systems because those systems were expensive to maintain and the architecture lacked enough representation among project members. Funding can buy engineering work; it does not by itself create a broader contributor base or make ongoing CI support inexpensive. Yocto Project’s March 2024 update

How does the Sovereign Tech Fund choose projects?

The Sovereign Tech Agency describes its fund as an investment in open digital base technologies that are vital to other software or digital networks. Eligible proposals must concern development or maintenance of open digital technologies, have an estimated cost above €50,000, and use licenses that allow supported code and documentation to be freely reused, modified, and redistributed. Activities already funded by another public entity are ineligible.

The agency says it evaluates a technology’s prevalence, relevance to important sectors, vulnerability, public interest, proposed activities, and applicant expertise. Its stated review stages can take up to 10 weeks for basic review, 8 weeks for expert selection, and another 8 weeks for legal and contracting work; it describes the full route from submission to a potential contract start as approximately six months. In an October 2024 anniversary report, the agency said it had invested more than €23 million in 60 open technologies. Sovereign Tech Agency · Agency anniversary report

What this support means for Yocto users

The funded areas address work that can be easy to overlook when judging an open-source project by visible features: build and test reliability, security processes, SBOM readiness, developer interfaces, and the tools that organize shared layers. Because Yocto and OpenEmbedded share core components and workflows, improvements can reach downstream embedded Linux projects too.

The first-year update points to practical delivery, while its account of maintainer overload and costly CI infrastructure shows the limits of a time-bounded funding effort. These are separate problems: a project can complete valuable funded work and still need sustainable capacity to maintain its core and broaden testing.

For current release context, the Yocto Project news index lists 6.0 “Wrynose” as an LTS release series supported until April 2030. That is a current release fact, separate from the 2023 funding announcement. Yocto Project news index
