South Korea’s Bank Hacks Raise Concerns About AI-Powered Cyberattacks

SBS reported information leaks at seven South Korean financial institutions, but AI has not been confirmed as the cause. Separate FSI warnings show why AI agents, APIs and exposed credentials are becoming security concerns.

South Korean authorities were reported to have confirmed information leaks at seven financial institutions in October 2026, but the available reporting does not confirm that AI caused those incidents. Separately, the Financial Security Institute of Korea (FSI) said it had detected attempts to use AI agents against the financial sector. Together, the reports point to a real and growing security concern—but they describe two distinct things, not proof that AI agents breached the named institutions.

What is known about the reported bank leaks?

On October 4, 2026, SBS reported information leaks at seven South Korean financial institutions. It said corporate customer information had leaked from Welcome Savings Bank. The report raised suspicion that new methods involving AI might be involved, but did not establish AI as the cause or explain the attack methods, the number of records exposed, or who was responsible.

Welcome Savings Bank Savings bank SBS reported that corporate customer information had leaked

This is the scope of SBS’s October 4 report, not a forensic account of each incident. The tally should not be read as seven confirmed AI-powered attacks.

Are South Korea’s bank hacks really AI-powered?

That has not been confirmed for the reported leaks. SBS described AI involvement as suspected, while the FSI’s separate September 21, 2026 announcement said it had recently detected attempts to use AI agents against financial institutions. The institute did not name the institutions targeted or link those attempts to the leaks reported by SBS.

The distinction matters: the FSI announcement supports the conclusion that AI-agent attacks are a documented concern for the financial sector, but it does not establish how the seven reported leaks happened. South Korea’s Financial Security Institute President Park Sang-won said, in a Korean statement translated for this article, that actual cases had been confirmed of AI agents being used in cyberattacks and that finance needed systems to respond quickly. That sector-wide warning is not an attribution of the SBS incidents.

What makes an AI agent a different kind of cyber risk?

In a June 9, 2025 release, the FSI described an AI agent as a system that can set goals, assess its environment, use tools and carry out tasks with less human intervention than a conventional language model that mainly provides information. In finance, an agent might execute an investment, settle a payment or act on a fraud alert.

That ability to take action is also what raises the stakes if an agent, its credentials or the systems it can reach are compromised. The FSI warned that exposure could potentially enable actions such as abnormal loan approvals or transfers to accounts controlled by attackers. These are risks the institute identified, not reported outcomes of the seven leaks.

Why APIs and exposed keys matter

In its September 2026 release, the FSI highlighted APIs—interfaces that let applications and websites use functions and data provided by servers—as important targets as AI-agent attack attempts emerge. An agent with access to an API may be able to do more than retrieve information: depending on the permissions granted, it could invoke connected services. The FSI specifically emphasized checking whether security keys have been exposed and strengthening API security management.

FortiGate-60F Network Security Appliance Plus 1 Year FortiGuard Unified Threat Protection (UTP) and FortiCare Premium (FG-60F-BDL-950-12)
  • HARDWARE PLUS SECURITY SERVICES: FortiGate-60F Firewall Appliance bundled with 1 year of FortiCare Premium and FortiGuard Unified Threat Protection.
  • UNIFIED THREAT PROTECTION (UTP): Secures against advanced online threats with comprehensive web filtering and anti-botnet technologies.
  • OPTIMIZED FOR MEDIUM-SIZED BUSINESSES: Tailored for businesses needing robust security without the infrastructure of larger enterprises.
  • RELIABLE CUSTOMER SUPPORT: FortiCare Premium ensures high-quality support and service continuity.
  • EFFECTIVE PROTECTION: Employs advanced filtering technologies to safeguard against sophisticated threats.

For a financial institution, that makes it important to know which APIs exist, what data and actions each can access, which credentials they use, and whether access is limited to what the task requires. Authentication, credential protection, logging and monitoring help make misuse easier to detect and constrain.

Controls for agents that can act

The FSI identifies six dimensions for assessing agent risk: how autonomous its decisions are; whether it uses memory; which external tools or systems it can reach; how it authenticates; how much human involvement is required; and whether it operates alongside other agents. Its recommended safeguards include:

  • Record and trace agent decisions so unusual actions can be investigated.
  • Require human review and approval for consequential actions.
  • Give agents only the minimum privileges needed for their assigned tasks.
  • Monitor and validate activity in real time.
  • Use trusted tools and services.

These are controls for organizations deploying or securing financial systems. They are not consumer steps that can prevent a bank-side breach.

How do the leaks fit into South Korea’s wider cyber threat picture?

Yonhap News Agency reported on January 27, 2026, that the Ministry of Science and ICT recorded 2,383 reported cybersecurity breaches in 2025, compared with 1,887 in 2024—a 26 percent year-over-year increase. The reported incident mix included server intrusions at 44.2 percent, distributed denial-of-service (DDoS) attacks at 24.7 percent, and malicious-code incidents, including ransomware, at 14.9 percent.

  • 【Three 2.5G Ports & Multi-WAN】Tri-port 2.5GbE design with flexible WAN LAN configuration supports multi-gigabit wired setups, dual-ISP Multi-WAN and failover to keep home and SOHO networks online.

Those figures cover reported cybersecurity breaches nationally; they are not counts of bank incidents or AI-powered attacks. The ministry’s 2026 outlook warned that attackers could target trusted communications with deepfake voices or video, or poison AI models and security platforms to cause malfunctions or data leaks. Those were forward-looking risks, not descriptions of the reported bank leaks. The ministry also said, as quoted by Yonhap, “Hacking tactics are becoming more advanced through AI-based automation and coordinated attacks.”

What are South Korean regulators doing?

Conditional use of AI and SaaS for defense

In a May 25, 2026 announcement, the Financial Services Commission (FSC) set out a process through which eligible financial companies could seek a temporary, one-year easing of network-separation rules to use AI and software-as-a-service tools for cybersecurity, including vulnerability testing and defensive tools. The plan includes expert screening, cybersecurity safeguards and reporting of findings, as well as support for smaller financial firms. It is a conditional process for selected institutions, not a blanket removal of network separation.

The policy reflects a practical tension: AI can expand attackers’ capabilities, but financial firms also want to use AI-based tools to find and address weaknesses. The safeguards and eligibility process are intended to govern that defensive use.

Fraud preparation and incident response

At a June 10, 2026 meeting with the five major financial groups, the FSC discussed advanced-AI threats, phishing enabled by AI and voice manipulation, and coordinated public-private response. Its stated measures included expanding information sharing, analyzing fraud patterns and feeding them into fraud-detection systems. The commission also urged companies to strengthen mock attacks and scenario preparation, maintain system inventories, and patch vulnerabilities quickly.

What should readers take away?

  • The October 2026 SBS report names seven financial institutions with reported leaks, but does not establish that AI caused those incidents.
  • The FSI has separately reported detecting AI-agent attack attempts against the financial sector, making the threat a documented concern rather than proof about the named leaks.
  • AI agents raise particular security questions because they can use tools and services to take actions; API access, exposed credentials and excessive permissions can increase the consequences of compromise.
  • South Korea’s breach statistics and official warnings describe a broader threat environment, not evidence that all breaches or the reported bank leaks involved AI.
  • Regulators are pursuing both tighter preparedness and controlled pathways for financial companies to use AI in cybersecurity.
