If a Sons of the Forest dedicated server will not start, first make a clean LAN-only test: open dedicatedserver.cfg, verify that it is valid JSON, set LanOnly to true, and leave IpAddress at 0.0.0.0. Start the server with the generated StartSOTFDedicated.bat, then check that UDP ports 8766, 27016 and 9700 are listening. Only after that test succeeds should you disable LAN-only mode and configure router forwarding for public play.
This order separates startup problems from browser-listing and network problems. The checks below cover Windows installations, SteamCMD repairs, Docker/Wine permission loops and the apparently frozen cutscene message.

Do not start with port forwarding or a reinstall if the configuration cannot be parsed. A valid local start is the baseline for every later network test.
1. Repair and validate dedicatedserver.cfg
Find the current configuration file
The main dedicated-server settings file is named dedicatedserver.cfg. It is JSON, not an INI file. Every property name and text value needs double quotation marks, entries are separated by commas, and the final entry must not have a trailing comma. One missing quote or an extra comma can prevent the server from parsing the file and may result in an immediate exit with little useful console output.
Use the current IP key
Current files use IpAddress, whose default is "0.0.0.0". Older guides show a serverIP key and may describe a different port layout. Do not paste an old block wholesale into a current file. Keep the key already present in your installed template unless the template or release documentation explicitly says otherwise.

For a first test, leave the address at 0.0.0.0. That tells the process to listen on the machine’s available interfaces. An external, public address is not required for a local test and has been reported to prevent startup in some installations. A forum report also claimed that adding a port to an address (for example, 192.168.1.1:8766) helped, but that report is not independently verified; treat it only as a last-resort experiment after restoring the documented key and default.

Set LAN-only mode before forwarding ports
Set:
"LanOnly": trueWith LanOnly set to true, test from the host and the same local network without exposing the server to the internet. A Steam setup guide specifically warns that the server may not start when you attempt the pre-forwarding test with this value set to false. Once the local test is successful, change it to:
"LanOnly": falseThat change is for internet play and must be paired with the correct router and firewall rules. Do not use a public listing failure as evidence that the process itself cannot start.
Validate JSON before launching
- Make a backup copy of
dedicatedserver.cfg. - Open the working file in an editor that displays matching braces and quotation marks.
- Check every opening and closing brace, every quoted key and value, and every comma.
- Run the file through a local JSON validator if available. Remove comments; JSON does not allow them.
- Save it as plain text with the exact filename and extension. Ensure the editor has not added
.txt. - Start the server again using the supplied launcher.
If the server starts with a newly generated configuration, compare your backup line by line and reapply only the settings you need. This is safer than replacing the whole file with an example written for an older build.
2. Start with the supported launcher
On a native Windows installation, a Steam guide recommends using StartSOTFDedicated.bat from the server’s installation directory. A custom shortcut or batch file can point to the wrong working directory, use stale arguments or launch a second copy of the executable.

- Open the dedicated-server installation folder.
- Close any existing server or SteamCMD process for that installation.
- Run
StartSOTFDedicated.batas the account that owns the installation. - Watch the console for a stable process and note the last line printed.
- Do not close the console window while the server is running unless the launcher is configured as a service.
If the batch file is missing, do not download a random replacement. Repair the installation with SteamCMD, then check whether the launcher is recreated.
3. Open the three required UDP ports
The game, Steam server query and player-connection synchronization use separate UDP ports in the guides reviewed for this setup. Forwarding only the familiar game port can leave the server playable by direct address but absent from the browser, or can cause connection failures during join.

Some older instructions list only 8766 and 27016. Include 9700 as well when diagnosing players who can see or reach the server but cannot complete the connection. Hosting providers can assign different ports; when they do, copy those assigned numbers into the configuration and every firewall and router rule instead of using the defaults above.
Windows Defender Firewall
- Open Windows Security → Firewall & network protection → Advanced settings.
- Select Inbound Rules → New Rule….
- Choose Port, select UDP, enter the required port (8766, 27016 or 9700), and choose Allow the connection.
- Apply the rule to the profiles used by the host network, give it a descriptive name, and finish.
- Repeat for each port. If an outbound firewall policy is restrictive, create matching outbound rules.
Use the same local machine address in each rule. A rule for TCP does not permit UDP traffic, so selecting the wrong protocol will not fix this server.

Router forwarding for public play
- Give the host computer a stable LAN address, either with a DHCP reservation or a manually assigned address outside the router’s changing pool.
- In the router’s port-forwarding page, create UDP rules for 8766, 27016 and 9700 to that LAN address.
- Save the rules and restart the server after setting
LanOnlytofalse. - Test from a different network, such as a phone hotspot. Testing from inside the same LAN can fail on routers without NAT loopback even when internet access works.
Do not expose administrative interfaces or forward unrelated ports. If a host or provider assigns non-default ports, use those exact assignments consistently.
4. Determine whether the console is actually stuck
A forum thread described the console stopping at a line about loading a cutscene. The reply in that thread said the server should already be running once that message appears. The evidence is low-confidence, so verify the process instead of assuming either success or failure.
Check the process and listeners
- Confirm the dedicated-server process remains visible in Task Manager.
- From an elevated Command Prompt, run
netstat -ano -p udpand look for the configured ports, or use PowerShell’sGet-NetUDPEndpointto inspect local UDP listeners. - Match the listener’s process ID with the dedicated-server process in Task Manager.
- Try a LAN connection while
LanOnlyistrue.
If the process is alive and the expected listeners exist, leave it running and test connectivity. If the process exits and no listeners appear, return to JSON validation and installation repair rather than waiting indefinitely at the cutscene line.

A 2026 setup guide recommends an anonymous SteamCMD login and app validation. The dedicated-server App ID used in that procedure is 2465200.
- Stop the dedicated server and close any SteamCMD process using its files.
- Open a Command Prompt in the SteamCMD directory.
- Log in anonymously:
steamcmd +login anonymous- Install or validate the server files:
+app_update 2465200 validate- Exit SteamCMD after the command completes, then launch
StartSOTFDedicated.batfrom the installation directory.
The validation step downloads missing files and replaces corrupted ones; it does not guarantee that a malformed configuration will be fixed. Back up your configuration first, because a recreated template may restore defaults. If the server starts after validation, reapply only the required settings and repeat the LAN-only test before changing network rules.
6. Fix the Docker/Wine ownership loop
The Docker path has a failure mode that does not apply to a normal native Windows installation. An issue for the jammsen container reported a log message saying the user was not the owner of /winedata/WINE64. SteamCMD then entered an endless update cycle. The issue report says correcting ownership of that folder stopped the loop.
- Stop the container so SteamCMD and Wine are not writing to the directory.
- Inspect the owner and group of
/winedata/WINE64inside the container or its mounted volume. - Change ownership to the user and group configured to run the container. Do not blindly use a root-owned directory if the image expects an unprivileged account.
- Start the container and watch the log for one completed update rather than repeated downloads.
- After the update completes, apply the same configuration and port checks used for a native install.
Exact ownership commands depend on the image’s user ID, group ID and volume mapping, which were not specified in the issue. Use the image’s documented runtime user when correcting permissions. If you are not using Docker or Wine, skip this branch; changing Windows file ownership will not address a native startup failure.
7. Separate LAN testing from public listing

A server that passes the LAN test but is missing from the public browser has a network or listing problem, not necessarily a startup problem. Recheck the query port 27016, the router’s destination address, the host firewall profile and the exact values in the configuration. A server that fails even on the LAN should be debugged locally before any internet-facing change.
8. A practical check order
- Stop duplicate processes. End old dedicated-server and SteamCMD tasks so only one installation is being tested.
- Back up and validate the JSON. Fix quotes, commas, braces and the filename.
- Restore safe network values. Use
IpAddresswith0.0.0.0and setLanOnlytotrue. - Launch the supplied batch file. Record whether the process stays open and which line is last shown.
- Check listeners. Verify UDP 8766, 27016 and 9700 on the host.
- Test from the same LAN. This isolates startup from router and internet issues.
- Validate with SteamCMD. Use App ID 2465200 and
+app_update 2465200 validateif files may be damaged. - Branch for Docker/Wine. If logs show an ownership error for
/winedata/WINE64, correct the mapped directory’s owner and group. - Enable public mode. Set
LanOnlytofalse, forward the three UDP ports and retest externally.
Common mistakes that prolong the failure
- Using an old key: copying a guide that uses
serverIPinto a current file that expectsIpAddress. - Forwarding before proving local startup: router changes cannot repair invalid JSON.
- Opening TCP instead of UDP: the documented roles here are UDP.
- Forgetting the query port: 8766 alone does not make the Steam browser service reachable.
- Omitting BlobSync: 9700 can matter when players begin connecting.
- Testing a public address from inside the LAN: NAT loopback limitations can make a healthy server appear unreachable.
- Editing the wrong installation: a custom script may launch a different directory from the one you validated.
- Deleting configuration without a backup: this removes a known-good setting and complicates comparison after SteamCMD recreates files.
- Treating a cutscene log as a crash: verify the process and ports first.
What is and is not established
The fixes above come from third-party setup and firewall guides, a GitHub issue and a forum reply published or updated between 2023 and 2026. No official Endnight Games troubleshooting article or current 2026 patch note was identified for these exact startup symptoms. Configuration keys and defaults can therefore change with a game update. If a newly generated configuration in your installed release uses different names or ports, follow that template and the release’s own documentation rather than forcing an older example.
There is no published statistic establishing how often dedicated servers fail to start, and the cutscene and external-IP reports are anecdotal. Use them as diagnostic clues, not guaranteed fixes. The reproducible baseline remains: valid JSON, LAN-only startup, the documented listener ports, and a validated installation.
