Windows socket error 10013 (WSAEACCES) means Windows denied a socket operation because of access permissions. A reserved or excluded port is one possible cause—not a diagnosis you can make from the error alone. Check the failed operation, protocol, address, port, and socket settings before changing anything.
What Windows socket error 10013 means
Microsoft defines WSAEACCES as an attempt to access a socket in a way forbidden by its access permissions. During a bind, that denial can involve an exclusive binding or a port-exclusion condition. It does not, by itself, mean that a firewall blocked the connection or that the port is reserved.

A bind associates a socket with a local IP address and port. To diagnose a failure, note whether the application was binding TCP or UDP, IPv4 or IPv6, which local address and port it requested, and whether the error came from bind or another socket operation. Microsoft’s general guidance describes socket permissions and bind behavior in its Winsock error-code reference and bind reference.

When a reserved or excluded port can cause 10013
Microsoft documents a specific Windows Server issue in which a second bind to an excluded TCP port fails with WSAEACCES, even when the socket uses SO_REUSEADDR. The article names Windows Server 2012 R2, Windows Server 2012, and Windows Server 2008 R2. In that documented case, Microsoft says the tcpip.sys driver overwrites the REUSE flag with RESERVED while binding an excluded port. This is a specific documented failure, not evidence that every 10013 on Windows is caused by a reservation.

The documented troubleshooting example adds an excluded TCP port with this command, where <port> is the port number:
netsh int ipv4 add excludedportrange protocol = tcp startport = <port> numberofports = 1
Microsoft’s explanation and workarounds for this scenario are in its Windows Server troubleshooting article. Do not assume that this command or this particular driver explanation applies to other Windows releases or to UDP, IPv6, or a different socket operation.

How to diagnose the failed bind
- Record the socket details. Capture the operation that failed, TCP or UDP, IPv4 or IPv6, the local address, the requested port, and any options set on the socket. The same port number can behave differently across protocols or address families.
- Check existing bindings and exclusive use. Determine whether another process or service has bound the same protocol, address, and port, and whether the binding is exclusive. A basic “port in use” check is useful, but it cannot establish that an excluded-port reservation caused WSAEACCES.
- Inspect the relevant exclusion and range configuration. Check the configuration for the protocol and address family involved, and compare it with the application’s requested local endpoint. Do not change exclusions until the failed endpoint and cause are clear.
- Check when socket options are set. Microsoft notes that
SO_REUSEADDRandSO_EXCLUSIVEADDRUSEmust be set beforebindto affect that bind. Setting either option afterward does not change the result of the completed bind.
Choose the fix that matches the cause
If the application is a client and does not need a fixed local port
Ask the socket provider to select an available local port by binding with port 0, if the application’s requirements allow it. Microsoft’s bind reference says that zero requests an automatically assigned port. It documents the dynamic client range as 49,152–65,535 for Windows Vista and later, while noting that the range can be configured. A fixed local port can create avoidable conflicts for a client.
If the required port is excluded
For the specific excluded-port scenario Microsoft documents, its workarounds are to choose a port outside the default dynamic range and ensure that it is not excluded, or use the persistent TCP port reservation APIs CreatePersistentTcpPortReservation and LookupPersistentTcpPortReservation. Keep the choice outside the machine’s configured exclusions; the default range is not a guarantee that a particular port is available.

If another socket owns the endpoint or use is exclusive
Resolve the conflict at the application or service that owns the binding, or choose a different local endpoint if the application can do so. Do not turn on SO_REUSEADDR as a generic fix: it does not override the excluded-port behavior in Microsoft’s documented case, and socket options must be set before binding to matter.
How 10013 differs from 10048
| Error or condition | What it indicates | What to check |
|---|---|---|
| WSAEACCES (10013) | A socket operation was denied by access permissions. Possible bind causes include exclusive use and the particular excluded-port scenario Microsoft documents. | Confirm the operation, socket options, endpoint, and relevant exclusions; the error alone does not prove a reservation. |
| WSAEADDRINUSE (10048) | A bind failed because the address and port are already in use under the applicable conditions. | Check existing bindings for the same protocol and address scope. |
| Bind with port 0 | The provider assigns a local port from the dynamic client range; Microsoft documents 49,152–65,535 on Windows Vista and later, with a configurable range. | Use when a client does not require a specific local port, subject to the application’s requirements. |
These errors point to different conditions, but neither replaces checking the actual address, protocol, and socket settings. Microsoft’s references for Winsock error codes, bind behavior, and address-reuse and exclusive-use options describe the distinctions.
