Neither chip can be named the reliable benchmark winner from the comparable evidence available: the Snapdragon 8s Gen 3 has published aggregate scores, but no matching Exynos 1680 results under equivalent phone and test conditions. Their official specifications do show clear differences: Qualcomm lists Wi-Fi 7 and an X70 5G modem, while Samsung lists Wi-Fi 6E and Xclipse 550 graphics. Both use an eight-core 1+4+3 CPU layout, but Samsung’s product page does not state the Exynos 1680’s per-core frequencies.
Snapdragon 8s Gen 3 vs Exynos 1680 specifications
The table compares capabilities described in Qualcomm’s Snapdragon 8s Gen 3 product brief and Samsung’s Exynos 1680 product page. These are platform specifications; a phone maker may choose which features to implement.

| AI claims | Supports on-device generative AI with models up to 10 billion parameters and more than 30 LLMs/LVMs, according to Qualcomm. | Samsung states NPU throughput of up to 19.6 TOPS, based on internal test results. |
| Mobile and Wi-Fi connectivity | Snapdragon X70 5G modem; Wi-Fi 7 via FastConnect 7800. | 5G connectivity and Wi-Fi 6E. Equivalent modem peak-speed detail is not stated on Samsung’s reviewed page. |

How do their CPU and GPU specifications compare?
CPU: same core arrangement, incomplete clock comparison
Both manufacturers describe an eight-core 1+4+3 arrangement. Qualcomm gives maximum frequencies for each Snapdragon core group; Samsung identifies the Exynos groups as big, middle, and little without listing their clock speeds on the product page. That means the layout alone is not enough to determine which processor is faster. The 4 nm labels also do not establish equal performance or power efficiency: process descriptions are not a controlled comparison of the finished chips or phones.

GPU: different designs, no direct winner from feature lists
Qualcomm lists an Adreno GPU and support for hardware-accelerated ray tracing and several graphics APIs. Samsung identifies its GPU as Xclipse 550, based on AMD RDNA 3. Those specifications describe different graphics designs, but they do not show which chip delivers higher frame rates or steadier performance in a particular game. Phone cooling, software, game support, and sustained testing matter to that comparison.

Samsung says the Exynos 1680 offers a 16% GPU performance boost over the Exynos 1580, based on Samsung internal test results; the company says results may vary with operating conditions and other factors. That is a comparison with its predecessor, not with the Snapdragon 8s Gen 3.
Are their AI numbers directly comparable?
No. Qualcomm’s up-to-10-billion-parameter figure describes the scale of generative AI models the platform supports; Samsung’s up-to-19.6-TOPS figure describes NPU throughput. They measure different things, so neither number establishes a direct AI-performance winner. Qualcomm’s 2024 announcement also named more than 30 supported LLMs and LVMs, but platform support does not mean every phone includes or runs every model at a particular speed. Actual availability depends on the handset and its software.

Which chip has better connectivity?
On the published platform specifications, Snapdragon 8s Gen 3 has the newer listed Wi-Fi generation: Wi-Fi 7 through FastConnect 7800, alongside the X70 5G modem. Samsung lists Wi-Fi 6E and 5G connectivity for Exynos 1680, without equivalent modem peak-speed detail on its product page. This is a feature-list distinction, not a guarantee that every Snapdragon phone will offer Wi-Fi 7 or better real-world mobile data. OEM implementation, supported bands, carrier, and region affect what a specific handset can use.

The reviewed benchmark evidence does not provide a comparable Exynos 1680 sample from a similar handset using matching benchmark versions, cooling, firmware, and test settings. It therefore cannot support a reliable head-to-head score, percentage difference, or overall benchmark verdict. Benchmark results can vary with the phone and its operating conditions, so compare results from the exact handset models you are considering when equivalent tests are available.
