They do show why a city should scrutinize the full cost, data practices and oversight of interconnected cameras and analytics before expanding them.
What counts as smart surveillance?
It is an umbrella term, not a single product. A city system might include ordinary CCTV, automated license plate readers (ALPR), facial recognition or sensor-equipped streetlights. Their capabilities and risks differ: an ALPR system, for example, can capture plate information and potentially help trace a vehicle’s movements, while other systems may collect different kinds of images or sensor data.

Whether a particular person’s movements can be tracked, who can search the data and how long it is retained depend on the system and the city’s policies and practices. The label “smart” does not answer those questions.
Why could a city’s system become an expensive liability?
The initial purchase is only one part of the bill. A credible cost estimate should account for installation, recurring service or data charges, power, repairs, replacement, staffing, security, compliance and ongoing oversight. It should also state which costs are unknown, who pays them and for how long.

San Diego Police Department’s undated proposal report for a smart-streetlight/ALPR deployment estimated about $4,000 per unit for 500 proposed units, a one-time installation charge of $1,500,000, and an annual payment of $2,000,000 for every 500 units deployed. The report put the initial 500-unit total at approximately $3,500,000, including units and installation. It said power charges and possible streetlight savings or repair costs were still under evaluation. These are proposal figures, not a verified current contract or complete lifetime cost. Read the San Diego Police Department’s ALPR surveillance impact report.
The report also described annual review by the Privacy Advisory Board and City Council, Council approval for adding units, internal audits, and proposed data ownership by the department. It said the proposal would share data for law-enforcement purposes and not with federal immigration authorities. These are terms stated in the proposal, not independent confirmation that every control was implemented or effective.

A city should not turn one local estimate into a national price tag without a defensible model and sourced inputs. The cited material does not establish a billion-dollar loss or a reliable total for all city surveillance systems.

Los Angeles lacked basic governance mechanisms
An audit by the Los Angeles City Controller found that, at the time of the audit, the City had not defined surveillance technology, maintained a comprehensive inventory of technologies in use, or operated a formal standardized surveillance impact assessment process. The Controller recommended defining the term, identifying city systems, standardizing impact assessments and public reporting, establishing public advisory review, and revisiting assessments when a system or its data practices materially change. These are findings about Los Angeles at the time of its audit, not a description of every city. See the Los Angeles City Controller’s audit, “Protecting Privacy Makes a Smarter L.A.”

- Quick Setup with a Pre-Paired System: Connect aosuBase to your router's LAN port with the included Ethernet cable. Cameras connect wirelessly to aosuBase instead of your home Wi-Fi. The system comes pre-paired, so simply power on the cameras and complete setup in the app without pairing each camera one by one. The cameras are designed to work with the included aosuBase, and add-on cameras connect through the base as well.
Having an ALPR policy does not prove the safeguards work
California State Auditor Report 2019-118, published February 13, 2020, examined four local law-enforcement agencies and found that their policies did not all include required elements. It identified concerns involving sharing, retention decisions not tied to usefulness, access practices, auditing system use, contracts and data security. The findings apply to the agencies and audit period reviewed, not every ALPR program.
In a survey of 391 police and sheriff departments statewide, 96 percent of responding California law-enforcement agencies that used ALPR said they had policies, and at least 70 percent of those agencies said their policies were posted on their websites. Those percentages apply to responding agencies using ALPR; the auditor cautioned that policy presence did not establish completeness or quality. Read the California State Auditor’s report results.

A published policy is a starting point, not proof that day-to-day use follows it. A meaningful review checks the written rules against contracts, access logs, deletion records and recurring audits.
What should residents ask about car tracking and data access?
With ALPR, a city’s policy and implementation determine who may search captured plate data, for what purposes, whether it is shared with other agencies or vendors, and how long it remains available. Residents should look for clear, specific answers rather than assume a uniform rule applies across cities.

- Who can access the system? Ask which staff and outside agencies are authorized, what training is required, and whether searches are logged and reviewed.
- How long is information kept? Look for a retention period, deletion process and an explanation of how retention relates to the data’s intended usefulness.
- Who receives or controls the data? Check limits on interagency and vendor access, ownership terms, security obligations and any restrictions on sale or onward sharing.
- What uses are allowed? Ask whether the policy specifies authorized purposes and users, and whether a new purpose requires public review or a revised assessment.
The California auditor identified these governance dimensions—including authorized uses and users, training, monitoring, sharing, retention, ownership, security and regular access review—as important safeguards. The answer for a particular city still depends on its actual policy, contracts and practices.
How can residents judge whether a proposal is worth its cost?
Compare the proposed system with the public problem it is meant to address, less intrusive alternatives and measurable outcomes. A useful public review should examine the complete deployment, not just the hardware price.
- Purpose and alternatives: What specific problem is the city trying to solve? What evidence supports this tool, and could a less intrusive approach meet the need?
- Full lifecycle cost: Does the estimate include equipment, installation, recurring services, data plans, power, repairs, replacement, staffing, security and oversight over the contract term?
- Data scope: What is collected? Can it identify people or track movement? Is it linked to other databases?
- Retention and sharing: How long is data kept, what triggers deletion, who can access it, and what limits govern sharing with agencies and vendors?
- Procurement and security: Who owns the data? Where is it stored? What access can a vendor have, and what security terms apply in the current contract?
- Oversight and transparency: Is there a public inventory, impact report, access logging, independent auditing, complaint process and public review? Must the city reassess the system after material changes?
- Performance and distribution: What outcomes, error rates or failure rates are documented, and where will the technology be deployed and whose daily lives will it affect?
These are due-diligence questions, not claims that every problem has occurred in every deployment. The Los Angeles audit documents gaps in one city’s governance process; the California audit documents safeguards that needed improvement in four reviewed ALPR programs; and San Diego’s report gives one proposal-specific example of disclosed costs and proposed review.
What did San Diego residents say about the proposal?
San Diego’s report summarized a city survey conducted January 31–February 19, 2023, with 914 adult respondents recruited online and results weighted to represent the city. In the department’s account of that survey, 42 percent said they would feel more safe if license plate readers were introduced, while 13 percent said they would feel less safe. Those answers describe reported feelings in that city survey; they do not measure actual crime reduction or national opinion. The report also compiles public comments, including concerns about immigration enforcement, camera deployment in District 8, audit access and oversight, and overall technology and service costs. Those comment fragments are not representative polling questions.
