Small Hydropower vs. Run-of-River: How Their Environmental Impacts Compare

Small hydropower describes project scale; run-of-river describes configuration. Their environmental effects depend on barriers, diverted reaches, residual flow, operations, species, sediment and site-specific monitoring.

Small hydropower and run-of-river are not competing technologies. “Small” describes a project’s scale or generating capacity; “run-of-river” describes how a plant uses river flow, usually with little storage. A project can be both. Its environmental impact depends on the actual weir or dam, diversion length, residual flow, operating pattern, sediment management, fish passage and the species and habitats at the site—not on either label alone.

Small hydropower and run-of-river describe different things

Hydropower projects are commonly classified along more than one axis. Capacity-based terms such as small, mini or micro hydropower indicate the size of the installation. Configuration-based terms such as run-of-river indicate whether generation follows the river’s current flow rather than relying on a large impoundment for seasonal or multi-year storage.

Term What it describes What it does not tell you
Small hydropower Project scale, normally expressed through installed generating capacity or another local definition. Whether the plant has a dam, how much water is diverted, how long the bypassed reach is, or how fish and sediment are managed.
Run-of-river hydropower A flow-based design that generally uses the river’s available discharge with limited storage compared with a large reservoir. Whether a weir is present, whether a river reach is dewatered, or whether the project has a negligible ecological footprint.
Small run-of-river plant An overlap: a low-capacity project using a run-of-river arrangement. A universal environmental outcome. Two projects with the same capacity and label can affect rivers very differently.

This distinction is the starting point for a fair comparison. Treating “small hydropower” and “run-of-river” as mutually exclusive options creates a category error: one is mainly a size class, while the other is an operating and engineering approach.

Why the site and design matter more than the label

The U.S. Energy Information Administration identifies several pathways through which hydropower infrastructure can alter rivers and nearby land. A project may change fish movement, river discharge, temperature, water chemistry, sediment transport, aquatic habitat and terrestrial areas occupied by the intake, powerhouse, access roads or transmission equipment.

Run-of-river projects often avoid the extensive flooding associated with a large storage reservoir, but they can still include a diversion weir or dam. Water may be taken through an intake and carried in a canal, pipe or tunnel to a powerhouse before returning at a tailrace. The river section between the intake and return can therefore experience a different flow regime even when the project has little storage.

For an environmental comparison, gather these facts before drawing a conclusion:

  • Is there an existing barrier, a new weir, or a full-height dam?
  • What is the distance between the intake and the point where water returns?
  • What residual or minimum flow remains in the bypassed reach, and does it vary naturally through the year?
  • How quickly can generation change during high and low flows?
  • Which fish, invertebrates and other protected species occur upstream and downstream?
  • How are upstream and downstream fish passage, turbine passage and screening handled?
  • Where does sediment settle, and how is it transported past the structure?
  • Are temperature, dissolved oxygen and water chemistry monitored?
  • What habitats would be inundated, excavated or isolated?

Environmental comparison by impact pathway

Comparison axis Questions to ask Why it matters
River structures Is a weir or dam new or pre-existing? How tall is it? Where are the intake, powerhouse and tailrace? Structures can interrupt longitudinal connectivity, create pools and alter local hydraulics.
Bypassed reach and flow How much water is diverted, for how long, and what residual flow remains? Reduced or reshaped discharge can affect habitat area, depth, velocity, temperature and water quality.
Operations Does generation track natural flow, fluctuate rapidly, or stop during low-flow periods? Timing and variation can matter as much as the annual volume of water used.
Fish and invertebrates Can fish move around the barrier? Are turbines screened? What species and life stages are present? Passage risk and biological response are species- and site-specific.
Sediment Does the structure trap gravel or fine sediment? Are flushing or bypass arrangements provided? Changed sediment loads can affect spawning beds, channel form and downstream habitat.
Weir-pool habitat Does a raised water level replace fast-flowing habitat with a pool? Depth, velocity, temperature and substrate may shift even where the flooded area is small.
Land and construction What land is occupied by roads, pipes, buildings and transmission lines? A small generating capacity does not automatically mean a small construction footprint.
Lifecycle climate impact Which materials, construction activities and electricity comparator are included? Greenhouse-gas intensity is a separate question from local river ecology.

Barriers and river continuity

A low-head weir can still be a barrier. Fish that migrate upstream may be unable to find or use a passage route, while downstream migrants may enter an intake or turbine. The practical question is not simply whether the structure is called a weir rather than a dam; it is whether the project preserves safe movement for the species present and whether passage works under the river’s full range of flows.

An existing barrier may offer an opportunity to add passage while generating power, but that is not automatic. The baseline condition, the new equipment and the operating rules must be compared. A project that replaces a passable natural riffle with an impassable structure can create a new impact even if its reservoir is tiny.

Water diversion and residual flow

In a diversion scheme, the bypassed reach can be shorter than a reservoir shoreline yet still ecologically important. Lower discharge can reduce wetted area, alter depth and velocity, expose or isolate habitat and change the dilution available for pollutants. A residual-flow requirement is meaningful only when its amount, seasonal pattern and enforcement are clear. A single annual average can conceal very low flows at sensitive times such as fish spawning, juvenile emergence or invertebrate drift.

Flow timing and rapid changes

Run-of-river generation usually follows available discharge, but plant controls can still affect timing. Starting, stopping or ramping generation changes the volume entering the bypassed reach and the discharge below the tailrace. Rapid fluctuations can strand organisms along shallow margins or displace them from feeding habitat. Evaluate the ramp-rate limits, shutdown rules, minimum-flow sensors and the distance between intake and return rather than assuming that “run-of-river” means an unchanged hydrograph.

Fish passage and turbine safety

Fish impacts depend on species, body size, swimming behavior, migration season and the type of intake and turbine. Screens must guide fish toward a safe bypass rather than merely block them. Upstream ladders, nature-like channels or lifts need suitable attraction flow and maintenance. Downstream routes need to account for entrainment and injury risk. The Environment Agency’s work on small run-of-river schemes found limited detected effects on fish communities, but the agency cautioned that its small number of samples might not reveal subtle changes.

Sediment transport and channel form

Weirs can trap coarse material upstream and alter the supply of gravel and finer sediment downstream. Deposition may reduce intake capacity or change the bed, while a sediment deficit can affect spawning gravels and channel stability below the structure. Sediment gates, periodic flushing and bypasses can reduce accumulation, but they also need operating windows that avoid sending damaging pulses into sensitive habitats. Ask for a sediment budget and a plan for both routine transport and exceptional floods.

Weir pools and habitat conversion

Raising water behind a weir can replace fast-flowing habitat with a deeper, slower pool. The Environment Agency’s 2015 assessment modeled possible changes in weir-pool habitat characteristics and noted that specific ecosystem studies of weir pools were lacking. That gap is not proof of no effect; it means a project assessment should examine local depth, velocity, temperature, substrate and species use instead of relying on a generic assumption.

Temperature, chemistry and surrounding land

Altered residence time, shading, mixing and discharge can change water temperature and chemistry. A bypassed reach with less flow may warm more quickly, while a ponded section can behave differently from a free-flowing channel. Construction can remove riparian vegetation, disturb soils and add roads or lines. These effects may be modest at one site and substantial at another, particularly in headwaters, protected areas or streams already stressed by low flow.

What field studies show—and what they do not show

UK Environment Agency fish study

A UK Environment Agency study summary published on 13 September 2016 reported limited detected effects on fish communities at the small run-of-river schemes examined. Its exact summary states:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The impact of these schemes on fish is limited, although the small number of samples means that subtle changes may not have been detected.”

The important qualification is the sample size. A result that detects no statistically clear change at the sampled sites does not establish that every small plant is benign. Species composition, barrier design, diversion length, baseline condition and monitoring power can all change the outcome.

Five-year Alpine macroinvertebrate study

A 2022 study in Frontiers in Environmental Science used a five-year before-after-control-impact design at six sites along a glacier-fed stream in the Italian Alps. At one small run-of-river plant, it detected no significant plant-related variation in benthic macroinvertebrate communities.

This is stronger than a one-time survey because the design follows conditions through time and compares affected and control locations. It still applies to one stream, one plant configuration and one community group. The authors called for additional work across different plant features and operating measures. Results for aquatic invertebrates at a glacier-fed Alpine site cannot be transferred automatically to fish, warm lowland rivers or projects with different barriers and flow rules.

Why these findings cannot produce a universal ranking

The two studies illustrate why labels are insufficient. Both provide useful evidence from real projects, yet neither compares all small hydropower with all run-of-river installations. Neither establishes that one category always has lower effects on fish, invertebrates, sediment or habitat. A fair conclusion is conditional: some carefully configured projects show limited or undetected biological change, while other designs and sites may create material impacts.

Lifecycle greenhouse-gas emissions are a separate comparison

Lifecycle assessment counts emissions associated with a project’s materials, construction, operation and other defined stages. It does not measure fish passage, habitat fragmentation or sediment change. A plant can have low emissions per kilowatt-hour and still require river mitigation.

Gallagher, Styles, McNabola and Williams (2015) assessed three run-of-river projects with installed capacities from 50 to 650 kW. Under that study’s system boundaries and assumptions, estimated lifecycle global-warming potential ranged from 5.5 to 8.9 g CO2-equivalent/kWh. The study used 403 g CO2-equivalent/kWh for UK marginal-grid electricity as its comparator.

Figure What it represents Qualification
50–650 kW Installed capacities of the three projects assessed. Study sample, not a definition of every small plant.
5.5–8.9 g CO2-e/kWh Estimated lifecycle emissions from those projects. 2015 study estimates under stated boundaries and assumptions.
403 g CO2-e/kWh UK marginal-grid electricity comparator. Geography- and system-specific comparator, not a measure of river damage.

These numbers indicate why small run-of-river electricity can have a low modeled climate intensity in a particular assessment. They do not justify applying the range to every hydropower plant, and they do not convert ecological effects into a single carbon number. Use lifecycle results alongside, not instead of, a river-impact assessment.

Is run-of-river hydropower better for the environment?

It can be better than a large storage reservoir for impacts tied to extensive inundation and reservoir operation, but “better” is not guaranteed. A run-of-river scheme may still create a barrier, bypass a valuable reach, alter flow timing, trap sediment or affect fish at an intake. Conversely, a small project that uses an existing structure, leaves a robust seasonal residual flow, provides effective passage and monitors outcomes may have limited detectable effects.

The useful comparison is between two concrete designs at their actual sites:

  1. Map the river works. Mark the intake, weir or dam, bypassed reach, powerhouse, tailrace and access infrastructure.
  2. Describe the flow regime. Record natural seasonal discharge, proposed residual flow, diversion volumes, ramp rates and low-flow shutdown thresholds.
  3. Check connectivity. Test upstream and downstream passage for each relevant fish species and life stage, including maintenance and high-flow performance.
  4. Assess habitat. Compare depth, velocity, substrate, temperature and wetted area in the bypassed and impounded sections.
  5. Model sediment. Establish where gravel and fine sediment move, settle and are released during ordinary and flood conditions.
  6. Identify sensitive species and seasons. Align construction windows and operating restrictions with spawning, migration and invertebrate emergence.
  7. Separate local and lifecycle questions. Review ecological monitoring independently from greenhouse-gas accounting and state each study’s geography and assumptions.
  8. Require adaptive monitoring. Set measurable triggers, reporting dates and corrective actions before construction, not after an unexpected decline.

Design and operating measures that reduce harm

  • Prefer existing barriers where appropriate. Reusing a structure can avoid a new crossing, but only after its current passability and structural condition are documented.
  • Provide species-appropriate passage. Combine upstream passage, downstream guidance and safe bypass routes; inspect them through the seasons when fish move.
  • Set ecological residual flows. Use seasonal volumes and habitat requirements rather than a single flat percentage of mean flow.
  • Limit rapid ramping. Define maximum rates of change and automatic shutdowns that prevent stranding during low-flow or fault conditions.
  • Screen and maintain intakes. Screen spacing, approach velocity and bypass attraction should match the species and life stages present.
  • Plan sediment continuity. Include sediment passes or controlled releases, with turbidity and downstream habitat safeguards.
  • Protect riparian areas. Minimize roads, trenching and vegetation removal, then restore banks with locally suitable native plants.
  • Monitor outcomes publicly. Track fish passage, flow compliance, temperature, dissolved oxygen, turbidity, sediment and biological communities against baseline and control locations.

Common claims that need qualification

“Small means harmless.”

Capacity measures generating output, not ecological sensitivity. A low-capacity plant can sit on a highly valuable spawning reach or create a long bypassed section.

“Run-of-river means there is no dam.”

Many run-of-river arrangements use a diversion weir or dam. The absence of a large reservoir does not remove passage, flow or sediment questions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“No statistically significant change means no impact.”

A non-significant result can reflect a genuinely small effect, natural variability or limited statistical power. The UK fish study explicitly noted that its small sample might miss subtle changes; the Alpine study covered one stream and plant.

“Low carbon equals low environmental impact.”

Lifecycle emissions and river ecology answer different questions. Both should appear in a complete appraisal.

“A weir pool is automatically valuable or automatically damaging.”

Its ecological role depends on local species, flow, substrate, temperature and connectivity. The Environment Agency’s review found a lack of direct ecosystem studies, so site-specific assessment is needed.

A practical checklist for reading a project proposal

  • Capacity and configuration are stated separately.
  • All structures and the full intake-to-tailrace distance are shown on a map.
  • Residual-flow values include seasonal timing and compliance monitoring.
  • Fish passage design names target species, life stages and operating conditions.
  • Intake screening and turbine-passage risks are quantified or tested.
  • Sediment transport, flushing and downstream release procedures are described.
  • Weir-pool habitat and bypassed-reach habitat are measured, not assumed.
  • Temperature, chemistry and dissolved oxygen are included where relevant.
  • Construction impacts on banks, riparian vegetation and access routes are addressed.
  • Biological monitoring uses baseline data and, where feasible, control sites over multiple years.
  • Corrective actions, funding and responsibility are defined if monitoring finds harm.
  • Lifecycle emissions identify the project boundary, study year and electricity comparator.

Bottom line

There is no scientifically defensible universal winner called “small hydropower” or “run-of-river.” The terms overlap and describe different attributes. A well-designed small run-of-river plant can avoid some reservoir-scale impacts and may show low lifecycle emissions, yet it can still affect fish, flow, sediment, habitat and water quality. Compare the barrier, bypassed reach, residual-flow regime, operations, species, sediment plan and monitoring record at the specific site. That is the level at which environmental performance is decided.
