For many small, single-site businesses, a PoE security-camera system with an NVR is a sensible starting point: it connects cameras and recording equipment over Ethernet and keeps footage in a central recorder. The right setup depends on what you need to see, how long you need to keep footage, who will review it, and the privacy rules where you operate. The available evidence does not establish five current camera models that can be ranked responsibly, so this guide focuses on choosing a system rather than inventing a top-five list.
Start with the coverage problem, not the camera count
Write down which areas or events the system must capture: for example, an entrance, a checkout, a stockroom, or a loading area. Decide whether you need to identify a person, follow movement between areas, or simply confirm that an event occurred. Those are different coverage goals and may call for different camera positions and fields of view.

Also decide how footage will be reviewed or exported, who needs access, and how long recordings should remain available. The UK government’s surveillance camera buyer toolkit is aimed at non-expert buyers, including SMEs and micro-businesses; its stated target includes SMEs with up to 250 staff and micro-businesses with up to 9 staff. Which camera system type suits a small business?
PoE cameras with an NVR
Power over Ethernet (PoE) carries network data and power over an Ethernet cable. An NVR, or network video recorder, records footage from IP cameras. A surveillance-system supplier describes an NVR as a turnkey option for smaller, single-site deployments and suggests fixed dome or bullet cameras on an NVR or camera-management platform for small-business and retail use. Treat that as the supplier’s guidance, not a universal rule.
#1 Best Overall
- INCREDIBLE 12MP UHD IMAGE -- Mind-blowing 12MP PoE home security camera system becomes affordable for your home and business security. Subtle details are recorded to ensure your peace of mind.
- FULL COLOR NIGHT VISION -- The Spotlight of the 12MP outdoor surveillance cameras enables a full color night vision. You can schedule it to work at a time period and switch to IR LED mode other time flexibly. The spotlight can also be Motion-activated to deter intruders working with the siren.
- SMART HUMAN/VEHICLE/PET DETECTION -- Reolink latest smart cameras can now identify people, vehicles, and pets according to their shapes and minimize unwanted alerts.
- TWO-WAY TALK -- The 12MP camera of this home security system has a speaker built-in for two-way communication with your family as well as threat deterrence. Simply press a button on Reolink App or Client to talk.
- 16 POE PORTS, EXPANDABLE TO 24 CHANNELS -- The NVR with hardware version N6MB01 offers 24 channels for Reolink PoE, plug-in Wi-Fi cameras, and specific battery-powered Wi-Fi cameras (Argus PT Ultra, Argus Eco Ultra & Argus 3 Ultra for now, with more supported models in the future) with the latest firmware. Ensure battery cameras and Reolink App are updated. Supports a maximum of 16 PoE/plug-in Wi-Fi cameras.
This category—PoE security cameras with an NVR—is a reasonable place to begin comparing systems. The evidence here does not verify any particular model, listing, price, stock status, compatibility, or hands-on result.
Server-based video management
The same supplier describes server-based video-management software as a scalable alternative for larger or multi-site operations. It may be worth considering if you need centralized administration across locations, but the right choice depends on deployment requirements and support needs.
How many cameras do you need?
There is no reliable universal number. A surveillance-system supplier’s 2026 guide suggests two to eight fixed cameras for small-business or retail use. That is a supplier’s use-case recommendation, not an independently validated count for every shop, office, or other business.

Plan positions around the coverage goals you identified. A camera count should follow the areas and events that must be captured, rather than a generic target. Check that the proposed views cover entrances and other priority areas without recording more than necessary.
What to compare before choosing a system
Compare systems on the details that determine whether they will work in your premises and remain manageable:
- Coverage and suitability: Check lens or field-of-view options, indoor or outdoor suitability, and low-light performance for the locations you need to monitor.
- Recording and review: Confirm how many cameras the recorder or platform supports, how recordings are searched and exported, and whether local or cloud storage fits your needs.
- Management: Assess multi-camera viewing, app reliability, user permissions, and the process for granting or removing access.
- Reliability and compatibility: Check the system’s installation requirements and whether the cameras, recorder, and management software work together.
- Total cost: Include hardware, installation, storage, and any recurring subscription charges.
- Security and privacy controls: Look for practical account protections, software updates, access controls, and features that support appropriate handling of footage.
Security.org says its 2026 commercial-camera evaluation considered installation, image clarity, night performance, detection, local and cloud storage, app reliability, hardware and subscription costs, scalability, permissions, and NVR/DVR compatibility. Those are useful comparison dimensions; they do not establish a universal best camera or a five-model ranking for an unspecified market and budget.

Plan recording and storage around retention
Do not choose a drive capacity based on resolution alone. Storage requirements depend on camera count, resolution, frame rate, scene activity, codec, and how long footage is kept. Recording mode also matters to the practical plan. A supplier guide notes that modern H.265 or smart codecs can reduce storage compared with older H.264, but the actual capacity needed depends on the system’s settings and use.
Before buying, settle on the retention period and recording approach, then use the manufacturer’s current storage calculator or system documentation to estimate capacity for those settings. Avoid treating a generic capacity figure as a guarantee for your installation.

Network-connected cameras and recorders are devices on your business network, so protect them as part of ordinary small-business cybersecurity. The FTC’s small-business cybersecurity guidance recommends measures including regular software updates, strong unique passwords, multi-factor authentication (MFA), router security, WPA2 or WPA3 Wi-Fi protection, and limiting which devices can connect to the business network.

Handle surveillance privacy responsibly
Privacy requirements depend on where your business operates. In the UK, the Information Commissioner’s Office checklist for limited CCTV systems advises small premises to identify who controls the system, define and review its purpose, document an appropriate lawful basis, avoid unnecessary capture, display signs, store images securely for a defined period, limit authorized access, and prepare to handle requests about individuals’ images. It also refers to the controller’s data protection fee where footage of identifiable people is personal data. These are UK-specific considerations, not a statement of the law everywhere; check the rules that apply in your location.
Recommended Free Tools
As an operational check, ask whether each camera captures only what is needed for the stated purpose, whether signage is clear, which staff can access footage, and how requests involving images will be handled. Review the purpose periodically rather than assuming the original justification remains appropriate.
