During a crisis, a small business should first identify the work that must continue, assign people to protect it, and check its cash position. Then it should practise its continuity plan and verify which support programs are actually open. If you are asking whether you can still apply for a COVID-19 Economic Injury Disaster Loan (EIDL), the answer is no: applications for new COVID-19 EIDL loans and advances have closed. Existing borrowers can still use SBA servicing channels, while separate SBA disaster-loan programs may be available to eligible businesses affected by a declared disaster.
What to do first when a crisis disrupts your business
Start with the decisions that reduce confusion and protect the business’s ability to operate—not with an assumption that one loan, cost cut, or emergency measure will solve everything. The U.S. Small Business Administration (SBA) recommends continuity planning, practising the plan, and keeping track of revenue and expenses.

- List essential functions. Write down the work, processes, and resources your business needs to keep operating or to resume promptly. Tailor the list to your business rather than relying on a generic plan.
- Assign responsibility. Name who will make continuity decisions and who will handle each essential function. Make the plan accessible to the people who need it.
- Review the financial position. Use current revenue and expense records to identify cash obligations, necessary operating expenses, and decisions that cannot wait. Avoid treating a single tactic as a guaranteed cash-flow fix.
- Practise the response with staff. Walk through what people should do if an essential process, location, or resource becomes unavailable. Update the plan when the exercise reveals gaps.
- Check support before relying on it. Confirm that a program is open and that your situation meets its eligibility rules. Pandemic-era relief and current disaster assistance are not interchangeable.
The SBA’s Manage your business page collects management, planning, preparedness, recovery, accounting, counselling, and resilience resources. It states: “Writing and implementing a business continuity plan will help you minimize financial loss when your business faces a disaster.”

No. The SBA says applications for new COVID-19 EIDL loans and advances ended January 1, 2022. Increase and reconsideration processing ended May 6, 2022, and the COVID-19 RAPID portal closed May 16, 2022. These are closed pandemic-era application routes, not open programs for a new application. COVID-19 EIDL loans are not forgivable and must be repaid.

If you already have a COVID-19 EIDL
Existing borrowers can consult the SBA’s COVID-era programs page for servicing and payment-assistance information, and use the SBA’s current contact routes for questions. The SBA page describes a conditional option for eligible borrowers to request a 50% payment reduction for six months. The conditions it lists include that the loan be current, less than 90 days past due when the request is made, that the business be actively open and operating, and that it be experiencing temporary financial difficulty. This is not an automatic reduction or a new loan. The page also identifies a restriction and alternate contact route for loans initially approved above $200,000; check the live SBA instructions for the applicable route and current conditions.
If you need new disaster assistance
Do not treat lower sales or the end of COVID relief as proof that you qualify for another loan. SBA disaster assistance is tied to declared disasters and separate eligibility tests. Check the current declaration, the rules for the affected area, and the application route on the SBA’s Disaster assistance page before making plans around potential funding.
How current SBA disaster loans differ from COVID-19 EIDL
Current disaster assistance is not a reopening of COVID-19 EIDL. The type of loss, disaster declaration, direct impact, and applicant eligibility matter. The SBA distinguishes physical-damage loans from economic-injury assistance; terms and application requirements depend on the particular program and disaster.

| Existing COVID-19 EIDL | Servicing an existing pandemic-era loan, including any payment-assistance option for which the borrower qualifies. | New COVID-19 EIDL applications are closed; loans must be repaid. Payment assistance is conditional, not universal. | SBA COVID-era programs |
| Declared-disaster physical damage | Eligible physical damage related to a declared disaster. | The applicable declaration, direct impact, applicant eligibility, and current program terms must be checked. | SBA Disaster assistance |
| Declared-disaster economic injury | Working capital when an eligible business cannot meet financial obligations and regular, necessary operating expenses because of a qualifying disaster. | Economic injury is not simply lost expected profits or declining sales. Location and direct-impact conditions also apply; eligibility is not automatic. | SBA Economic Injury Disaster Loans |
Do not assume that a disaster loan is forgivable, that a particular term or amount will apply, or that a business qualifies because revenue fell. Confirm repayment terms, collateral requirements, eligibility, deadlines, and the application route on the live page for the specific program.

How to find reliable help and avoid dead ends
- Start with SBA management and recovery resources. The Manage your business page links to business planning, preparedness, recovery, accounting, and counselling resources.
- For a loan question, use the page for that program. Check Disaster assistance for current declared-disaster offerings and COVID-era programs for existing COVID EIDL servicing.
- Verify contact details before sharing information. Use the SBA’s Contact SBA page to find current routes for disaster and COVID EIDL questions.
- Keep the plan and records usable. Store continuity responsibilities and current financial information where the relevant people can access them, and revise the plan after practice or a real disruption.
If your business depends on a YouTube channel
A business whose audience depends on an always-on YouTube channel can treat the channel as one of its continuity functions. For prerecorded video, StreamNeo is a cloud service that keeps a YouTube channel live from uploaded videos: upload a recording or build a playlist, add the YouTube stream key, and go live. Its cloud stream does not require a computer or home connection to stay on, and it automatically recovers if YouTube drops the stream. It streams uploaded video to YouTube, not live camera footage. This is a narrow option for a business that uses that kind of channel; it does not replace a broader continuity plan or guarantee audience or revenue outcomes. To try it, start a StreamNeo account.

Common mistakes to avoid
- Planning around closed pandemic relief. COVID-19 EIDL applications are closed; existing-loan servicing is a different matter.
- Assuming falling sales qualify for disaster aid. SBA economic-injury assistance has disaster, location, direct-impact, and eligibility conditions beyond a decline in sales.
- Waiting for a crisis to assign roles. A continuity plan should identify responsibilities in advance and be practised with staff.
- Making financial decisions without current records. Track revenue and expenses so you can see obligations and evaluate options using your actual position.
- Relying on old program summaries or contact details. Confirm current requirements and routes on the relevant SBA pages before applying or making commitments.
