Singapore’s Tengeh Reservoir is generating renewable electricity that helps power the country’s water-treatment system. The floating solar farm does not purify water itself; its significance is the connection between two resource-intensive parts of the same utility: producing electricity and treating water.
What is the Tengeh floating solar farm?
Operated by Singapore’s national water agency, PUB, and developed with Sembcorp, the Sembcorp Tengeh Floating Solar Farm is a 60-megawatt-peak (MWp) photovoltaic array at Tengeh Reservoir. Officially launched in July 2021, it has more than 122,000 panels on 10 floating islands and occupies 45 hectares—about one-third of the reservoir. PUB says the system can generate enough electricity for 16,000 four-room HDB flats. PUB’s project overview and its 2021 launch announcement describe the installation and its role.

How does it support water treatment?
At the opening, PUB said the farm could power Singapore’s five local water treatment plants and offset about 7% of PUB’s annual energy needs. The link is practical: water treatment requires electricity, and the solar farm supplies renewable power to support those operations. It is not a system that cleans reservoir water by passing it through solar panels.
PUB estimated that the project would avoid about 32 kilotonnes of carbon emissions annually, describing that reduction as equivalent to taking 7,000 cars off Singapore’s roads. Those are PUB’s project estimates and comparison, not independently established figures for every floating solar installation. Then-PUB Chief Executive Ng Joo Hee said at the opening that the plant was a step toward “enduring energy sustainability in water treatment.” PUB’s announcement contains the estimate and quotation.

Why put solar panels on a reservoir?
A reservoir can host solar panels without using land that might be needed for other purposes. Floating photovoltaic systems generally use buoyant platforms anchored or moored in place. At Tengeh, using the reservoir surface also brings power generation into the water utility’s own operating context.
PUB reports that its earlier 1 MWp Tengeh testbed performed 5–15% better than a typical rooftop solar PV system in Singapore. PUB attributes the testbed result primarily to cooler conditions around the reservoir and the absence of shade from nearby buildings. This is a reported comparison for that testbed, not a guarantee that floating panels outperform rooftop or ground-mounted solar elsewhere. PUB’s overview records the result.

What measures address effects on the reservoir?
Solar arrays change how much light reaches the water and can affect surface temperature and mixing. PUB describes design and monitoring provisions intended to manage those interactions at Tengeh:
- Space between panels: Gaps allow light and airflow to reach the reservoir.
- Aerators: Supplemental aeration helps maintain dissolved oxygen.
- Panel coatings: Anti-reflective coatings are part of the project design.
- Monitoring: PUB says water quality is monitored online daily and checked through regular sampling; its environmental plan also covers biodiversity, sediment and noise.
- Partial coverage: The array covers about one-third of the reservoir, leaving two-thirds of its surface untouched.
PUB also describes the floats as food-grade, UV-resistant high-density polyethylene. These are safeguards and operating measures, not proof that the installation has no environmental effects. PUB’s project overview details the provisions.

Can floating solar save water?
Covering part of a reservoir may reduce evaporation, but the global estimate often cited for this benefit is a model—not a measured saving at Tengeh. In a 2023 study, Jin and coauthors modeled floating solar at 30% coverage across 114,555 reservoirs and estimated potential annual water conservation of 106 ± 1 cubic kilometres. The authors also said more work is needed to assess long-term consequences of large systems. The estimate indicates why water managers may consider floating solar for more than electricity; it does not establish how much water Tengeh saves. The study in Nature Sustainability presents the modeled global result.

Floating panels can alter light, temperature and water-column mixing, and those changes may affect aquatic habitat. A 2025 modeling study of 11 U.S. reservoirs found that increased floating-PV coverage consistently cooled surface waters and altered stratification, while the magnitude of changes and potential fish-habitat effects varied among reservoirs. That work is not an assessment of Tengeh; it illustrates why results from one reservoir should not be treated as universal. The study’s USGS Publications Warehouse record summarizes the work.

A separate study of a shallow drinking-water reservoir reported the development of benthic cyanobacteria beneath a floating solar array covering 24% of the surface, alongside declines in some plants and benthic algae. This is a site-specific finding, not a prediction for Tengeh, but it is a reminder that environmental monitoring matters alongside energy and potential water savings. A 2026 Deltares case study examined water-quality effects linked to light reduction, temperature and primary production at a Dutch sand-extraction lake. Its public summary establishes the study’s scope but does not provide enough detail to support a definitive conclusion about water-quality effects. Deltares’ case-study report describes the work.
