What is the difference between a simple majority and a supermajority?
A simple majority means more than half of the relevant votes support the measure. A supermajority requires a larger share, with the specific percentage set by the applicable law. The National Conference of State Legislatures (NCSL) describes majority approval as the common baseline for statewide citizen initiatives, but some jurisdictions set higher thresholds for particular measures or subjects (NCSL overview).

The terms alone do not tell you how many ballots count in the calculation. A rule may measure support among votes cast on the question, while another rule may add a separate participation condition. Check the exact wording of the governing rule before interpreting a result.

How many votes does a ballot measure need to pass?
There is no single U.S.-wide threshold for every ballot measure. The answer depends on the jurisdiction, the measure type, and sometimes its subject. These examples illustrate why the label “ballot measure” is not enough to determine the passing rule:

These are examples, not a complete guide to every state or every kind of election question. Statewide citizen initiatives are not the same category as all referendums, legislatively referred measures, bond questions, or local propositions.
Does a ballot measure need 50% or 60% to pass?
It depends on the applicable rule. “50%” can also be imprecise: a simple majority is more than half, not exactly half. Where a law sets a 60% threshold, the relevant denominator matters too. Florida, for example, specifies 60% of electors voting on the initiated constitutional amendment or revision—not 60% of all registered voters (Florida Senate, Constitution).

To determine the threshold for a specific measure, identify:
- Jurisdiction: the state, county, city, or other body whose rules govern the election.
- Measure type and subject: for example, a statutory initiative, constitutional amendment, or local tax question.
- Denominator: whether the percentage applies to votes cast on the measure or another defined group.
- Other adoption conditions: such as a turnout floor, another election, or a local validation test.
- Legal status: whether the rule is currently in force or is only proposed.
Can a ballot measure get a majority and still fail?
Yes. A majority of “yes” votes may not be enough if the law imposes another condition. NCSL describes participation thresholds in some states and notes Nevada’s requirement that a constitutional amendment pass in two consecutive elections. Separately, Snohomish County, Washington, describes a local validation rule tied to turnout in the previous November general election; the required yes-vote total can therefore matter independently of the share voting yes (Snohomish County Elections). That county example should not be generalized to statewide Washington measures or other localities.

For a live result, read the election authority’s certification and the rule for that specific question. A headline percentage may show the share of votes cast for or against the measure without establishing whether a separate condition was met.

It is a proposed change, not evidence by itself that the higher threshold is already in force. Whether it takes effect depends on the ballot result and applicable effective-date rules; consult the official result and current law before treating it as operative.

How to read the result for a specific ballot question
- Find the governing election authority. Start with the official state or local elections office for the jurisdiction holding the vote.
- Identify the measure’s legal category. Confirm whether it is a citizen initiative, constitutional amendment, local tax measure, or another type of question.
- Read the threshold and denominator together. Look for the required share and what votes or voters are included in the calculation.
- Check for additional conditions. Look for turnout requirements, repeat-election provisions, or local validation rules.
- Confirm the rule’s status and the certified outcome. Distinguish an enacted rule from a proposal, and use the official certification to determine whether all conditions were met.
