Use one ZIP when people are likely to want the whole related set in a single download; offer separate links when they may want only particular files or need direct access to each one. A folder-picker workflow is another option when users need to save files into a directory they choose, but it depends on browser support, a secure context, and an explicit user action. These are design choices based on browser behavior—not rules that require a website to use ZIP files.
Choose the download pattern that fits the task

When comparing approaches, consider how many actions users must take, whether they want selected files or the entire set, whether folder structure matters, the likely archive and transfer size, and which browsers your audience uses. There is no documented universal file-count or archive-size threshold that determines when a ZIP is best.
What browser download controls do—and do not—guarantee
The anchor download attribute is a hint
An HTML link’s download attribute can suggest that the linked resource be downloaded and can suggest a filename. Its normal effect is limited to same-origin URLs and blob: or data: URLs; do not assume the attribute alone controls how a cross-origin resource is handled. Browser settings and other factors can also change what happens, so a page should not promise identical prompts or saving behavior everywhere. Consult MDN’s HTML anchor reference.
Response headers can communicate attachment and filename
A server can use Content-Disposition to mark a response as an attachment and provide filename information. When both filename and filename* are present and the browser understands both, filename* is preferred. Filename encoding behavior varies by browser, so test the actual response with the browsers relevant to your users. See MDN’s header reference.

When a user-selected folder is the better fit
The File System API supports workflows in which users choose files or directories through a picker, subject to browser support and permissions. showDirectoryPicker() is a limited-availability option: in browsers that support it, it requires a secure context and transient user activation. Invoke it from a clear user action, such as clicking a button, and provide a separate download path for unsupported browsers. The related showSaveFilePicker() is also limited availability and requires a secure context and user activation. See MDN’s directory picker, File System API, and save-file picker references.
Check the experience in your target browsers
Test the finished flow in the browser versions and settings that matter to your audience. Verify the link or picker interaction, the suggested filename where applicable, and the fallback path. The browser documentation does not establish a universal file-count or archive-size cutoff, so choose based on the files and users involved rather than an invented threshold.
