Leave it indexable when the page provides distinctive, worthwhile information that you want users to discover through search. Google has no blanket rule requiring HTML sitemaps to be noindexed. The decision is about the purpose and quality of that page—not the fact that it is called a sitemap.
Keep this separate from an XML sitemap. An HTML sitemap is a crawlable webpage for people; an XML sitemap is a file that describes URLs to search engines. Noindexing the HTML page does not remove, disable, or replace your XML sitemap.

What an HTML sitemap is—and what noindex does
An HTML sitemap is an ordinary webpage containing links to sections, categories, articles, products, or other important URLs. It may be linked from a footer, help area, or navigation menu so visitors can find content that is otherwise several clicks away.
A noindex directive tells a search engine not to include the page carrying that directive in its index. It does not tell the crawler to stop fetching the page. Google must retrieve the HTML (or the HTTP response headers) to see the instruction, and Bing likewise needs to recrawl the page before it can act on a NOINDEX directive.

That distinction matters. A page can be excluded from search results while remaining available to visitors and crawlable for discovery. Conversely, a page blocked in robots.txt cannot reliably communicate its noindex instruction because the crawler may never be allowed to fetch it.
The practical decision: should this page itself be a search result?
Ask one question: would a searcher be better served by landing on this HTML sitemap page? If the answer is no, noindex is reasonable. If the answer is yes, keep the page indexable and improve its usefulness rather than hiding it.
Noindex is usually appropriate when
- The page is a bare, automatically generated list of links with no explanation or context.
- Its only purpose is to help visitors navigate from within the site.
- A searcher who lands there would have to click again to understand any topic or complete a task.
- The page duplicates navigation already provided by a header, footer, or category system.
- You do not want the URL competing with more useful category, hub, or article pages.
Leave it indexable when
- The page organizes a subject in a way that is genuinely useful outside the site’s navigation.
- It contains meaningful headings, descriptions, and clear groupings rather than an unexplained link dump.
- The page serves as a legitimate directory or overview that you would be comfortable showing a searcher.
- You intentionally want people to discover that directory through search.
These are site-owner decisions. Google’s documentation says to include in a sitemap the URLs an owner wants to see in search, but it does not create a universal requirement for or against indexing HTML sitemap pages.

| Resource | Primary audience | Typical format | Indexing question | What noindex affects |
|---|---|---|---|---|
| HTML sitemap | Visitors, with crawlers also able to fetch it | An ordinary HTML page with links | Should this webpage appear as a search result? | Only the HTML sitemap URL carrying the directive |
| XML sitemap | Search engines | An XML sitemap file listing URLs | Which URLs do you want search engines to discover and potentially show? | Do not treat the HTML page’s noindex as a replacement for XML sitemap management |
Google’s sitemap documentation states that submitting a sitemap is only a hint; submission does not guarantee that Google will download it or use it to crawl the listed URLs. A sitemap file should therefore contain URLs you want considered for search, while an HTML navigation page can be noindexed independently.
How to noindex a normal HTML sitemap
Option 1: Add a robots meta tag
For a regular HTML document, place the following element inside the document’s <head>:
<meta name="robots" content="noindex">
The directive applies to the page that contains it. Links listed on that page are not automatically noindexed. Those URLs can still be discovered through other crawlable links, XML sitemaps, or other discovery routes, and each URL must be managed according to its own purpose.

Option 2: Send an X-Robots-Tag header
You can send the same instruction in the HTTP response:
Free tools Windows power users keep installed
One-click scans. No signup required.
X-Robots-Tag: noindex
Google documents the meta tag and HTTP response header as equivalent ways to express noindex. A header is particularly useful for resources that are not HTML, but it can also be used when your server or application controls response headers more conveniently than page templates.
Choose one implementation path and verify the rendered response
Do not assume that adding code to a template means the live sitemap now has the directive. Caching layers, alternate templates, redirects, or a CMS’s SEO settings can change the response. Check the actual public URL after deployment and confirm that either the rendered HTML contains the meta tag or the response includes the header.
Why robots.txt is not a substitute for noindex
A robots.txt disallow and a noindex directive solve different problems:
- Robots.txt disallow: asks compliant crawlers not to fetch a URL or path.
- Noindex: tells a crawler that has fetched the resource not to include that resource in its index.
If you disallow the HTML sitemap in robots.txt, Google may be unable to read its noindex directive. Google explicitly says that the page or resource must not be blocked by robots.txt and must remain accessible to the crawler for noindex to work. A blocked URL can still be shown in search in some circumstances, such as when other pages link to it, because the search engine may know the URL without seeing its contents.
When your intent is “crawl this page, read the directive, but do not index it,” leave the page crawlable and use the page-level meta tag or response header. Review any inherited disallow rule, security middleware, staging restriction, or CDN setting that could prevent fetching.

Step-by-step implementation and testing
- Classify the page. Decide whether the HTML sitemap is a visitor-only navigation aid or a useful directory that deserves its own search listing.
- Choose the desired state. For a visitor-only directory, plan a page-level noindex. For a useful search landing page, keep it indexable and improve its content instead.
- Check crawl access. Confirm that Googlebot and Bingbot are not blocked by robots.txt, authentication, firewall rules, or a server error.
- Implement the directive if needed. Add
<meta name="robots" content="noindex">to the HTML head, or sendX-Robots-Tag: noindexin the response. - Inspect the live URL in Google Search Console. Use URL Inspection to see the HTML Google received and verify that the noindex directive is present in the inspected version.
- Monitor the Page Indexing report. Watch for the URL being reported as excluded because Google detected a noindex rule. The report is a monitoring tool, not an instant removal control.
- Allow a recrawl. Google says recrawl timing varies and can take months depending on a page’s importance. Until Google fetches the changed page, an older indexed result may remain.
- Check Bing separately when it matters. Bing’s guidance likewise requires Bingbot to recrawl and detect NOINDEX before removing the page from its index.
How to improve an HTML sitemap you keep indexable
If you decide that the page should be searchable, do not leave it as an unexplained wall of links. Make its purpose clear to both visitors and crawlers.
Organize by meaningful subjects
Group links under descriptive headings that reflect the site’s information architecture. A visitor should be able to predict what each group contains without opening every URL.
Add context where it changes the decision
Short descriptions, date or status labels, and clear category names can turn a directory into a useful overview. Avoid adding filler solely to make the page longer; every piece of text should help a visitor choose the next destination.
Recommended Free Tools
Keep the list maintained
Remove links that return errors, point to retired content, or lead to pages that should not be publicly discoverable. A stale directory is a poor search landing page and a frustrating navigation aid.
Make it usable without search
Use readable headings, logical link text, and a layout that works on small screens. The page should help someone who arrived from a search result, not only someone who already knows the site.

Fix: remove the disallow for that URL, keep the page publicly fetchable, and let the crawler read the noindex instruction.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Assuming noindex removes linked URLs
Symptom: an owner expects every article or category linked from the HTML sitemap to disappear from search.
Fix: manage each linked URL separately. Noindex is page-level; it applies to the resource carrying the rule, not to the destinations of its links.
Expecting immediate disappearance
Symptom: the URL still appears after the tag is deployed.
Fix: verify the live response, request or await recrawling through normal Search Console workflows, and allow time for the index to update. Google notes that recrawling can take months in some cases, depending on page importance; Bing acts after its own recrawl and detection.

Symptom: an owner removes or noindexes an XML sitemap because the HTML sitemap was noindexed.
Best Value
Fix: keep the two resources’ roles separate. An XML sitemap is a discovery hint for search engines; an HTML sitemap is a webpage whose own search visibility is a separate editorial choice.
Assuming every search engine behaves identically
Symptom: a directive is treated as a universal guarantee across every crawler.
Fix: rely on documented behavior for the engines you target and verify results in their webmaster tools. Google notes that other search engines may interpret noindex differently, so avoid promising identical handling everywhere.

Google Search Central’s sitemap documentation lists a limit of 50 MB uncompressed or 50,000 URLs per sitemap. Those limits apply to sitemap files such as XML sitemaps, not to the size or link count of an HTML sitemap page. Do not use the XML limits as a reason to noindex—or to index—an HTML directory.
If a sitemap file exceeds either limit, split the URLs into multiple sitemap files and use the supported sitemap organization for those files. That file-management decision is independent of whether a human-facing HTML sitemap appears in search.
A decision checklist
- Is the page primarily for visitors navigating the site?
- Would a searcher landing there get a complete, useful answer or only a list of links?
- Does the page contain distinctive organization or information that merits a search result?
- Can Googlebot and Bingbot fetch the page?
- If using noindex, is the directive present in the live HTML or HTTP response?
- Have you checked Google Search Console URL Inspection and the Page Indexing report?
- Are you keeping XML sitemap decisions separate from the HTML page’s indexing status?
- Have you allowed enough time for recrawling before judging the result?
Bottom line
Noindex an HTML sitemap when it is merely an internal navigation utility and would be a poor standalone search result. Keep it indexable when it is a genuinely useful directory or topical landing page that you want people to find. Implement noindex with a robots meta tag or X-Robots-Tag, never block the page in robots.txt if crawlers need to read the directive, and verify the live response before waiting for recrawling. The rule applies only to the HTML sitemap URL; it does not noindex the pages linked from it or replace an XML sitemap.
