There is no defensible universal rule that conservation must always put native species first or always put ecosystem function first. The sound decision starts by naming the objective and the place: protect a species or community, maintain an ecological process and resilience, or pursue both. Native species often provide the functions managers want to retain, while a function-oriented intervention can create new risks for native biodiversity. A transparent choice therefore needs explicit goals, ecological evidence, risk controls, monitoring and the legal authority to act.
What the two priorities mean
“Native species” priority means directing scarce conservation effort toward organisms and communities that evolved in the area or arrived there without human transport. Typical goals include preventing a population from going extinct, protecting a distinctive local community, maintaining genetic diversity and safeguarding relationships among native organisms.

“Ecosystem function” priority means protecting or restoring processes and properties such as pollination, decomposition, nutrient cycling, water filtration, carbon storage, fire regimes, food-web interactions and resilience after disturbance. A function-oriented plan asks whether those processes can continue, not only whether every historical species remains.

The terms are not opposites. A native predator may regulate herbivores; a native tree may structure an entire forest; a native fungus may enable plant nutrient uptake. Losing one species can therefore damage a process, while restoring a process may require attention to several species and their interactions. In other situations, a proposed replacement organism could perform part of a function but also compete with, prey on or transmit disease to native species.

Why species identity and function cannot be separated
A species’ abundance is an incomplete guide to its ecological importance. A common organism may have little influence on a particular process, while a rare keystone species, ecological engineer or dominant habitat-former can affect many other organisms. The USGS-hosted synthesis Effects of biodiversity on ecosystem functioning: a consensus of current knowledge describes how functional characteristics and interactions shape ecosystem properties. It also documents that human-caused invasions and extinctions have altered ecosystem goods and services.
This evidence supports two cautions. First, conserving a list of native species without considering their roles can miss a collapsing process. Second, preserving a measured process does not automatically preserve the native biodiversity, evolutionary history or interactions that produced it. Functional similarity is not ecological equivalence: two organisms may both disperse seeds, for example, but differ in the plants they serve, the distances they move seeds, their disease risks and their effects on other food-web links.
What the ecosystem approach actually recommends
The Convention on Biological Diversity’s ecosystem approach gives ecosystem structure and functioning a high priority. Principle 5 states: “Conservation of ecosystem structure and functioning, in order to maintain ecosystem services, should be a priority target of the ecosystem approach.” The official decision explains that functioning and resilience depend on relationships within and among species and with the abiotic environment. Read the full principle and rationale in the Convention on Biological Diversity ecosystem-approach decision.

That principle is not an instruction to end single-species conservation. The same guidance calls for attention to key structures and ecological processes while recommending monitoring of vulnerable and economically important species. It is an integrated management framework: identify the processes that sustain the system, then protect the species and conditions that make those processes possible.
Assisted colonisation makes the trade-off concrete
Climate change has made the question practical rather than theoretical. Managers may consider moving an organism beyond its historical range when conditions in its former range become unsuitable. A 2013 peer-reviewed perspective, Using assisted colonisation to conserve biodiversity and restore ecosystem function under climate change, distinguishes two rationales:
| Rationale | Primary question | What success would mean |
|---|---|---|
| “Push” rationale | Can movement reduce the risk that a species will disappear as its range changes? | The transferred population persists and contributes to conserving that species or its genetic diversity. |
| “Pull” rationale | Could the organism provide an ecological process needed at the recipient site? | The target process or relationship is restored without unacceptable harm to existing biodiversity. |
The perspective discusses possible roles such as supporting co-dependent species or replacing a lost ecological role. Those are proposed benefits, not proof that a particular transfer will work. A plan must show why the target organism is suitable, what alternatives were considered and how harm would be detected. The article is available at ScienceDirect.

UK government guidance uses related but distinct definitions. Conservation translocation: planning to move or reintroduce a species into the wild defines a conservation translocation as deliberate movement and release where conservation benefit is the primary objective. “Assisted colonisation” moves an organism outside its natural range to a location with more suitable current or future conditions. “Ecological replacement” moves an organism outside its range to perform a function lost through another organism’s extinction. These are UK definitions and recommendations; permits, biosecurity rules and protected-species laws differ elsewhere.

Preventing an imminent extinction
If a population is declining because of habitat loss, exploitation, disease or another identifiable pressure, protecting and restoring its native habitat is usually the least risky route. It preserves the species’ evolutionary relationships and avoids introducing a new organism. A function claim should not be used to justify abandoning a species when the main threat is manageable in its existing range.
Protecting irreplaceable relationships
Some native organisms have specialized pollinators, seed dispersers, symbionts or predators. A substitute that performs a broad version of the same function may not support those specific relationships. Conservation should therefore favor the native species when its interactions, genetic lineages or cultural value are themselves the objective.

Maintaining a distinctive community
Where the conservation target is a native assemblage—such as an island flora, an endemic fish community or a legally protected habitat—introducing an outside organism can undermine the target even if a measured process improves. Community composition, rarity and evolutionary history are legitimate outcomes, not merely means to ecosystem services.
When an ecosystem-function objective may be justified
A process is failing across a large area
In some landscapes, climate or land-use change can remove the organisms that maintain fire, hydrology, nutrient cycling or habitat structure. If the process is central to resilience and no native species can recover or recolonize in time, a carefully designed function-oriented intervention may deserve consideration.

Ecological replacement is most defensible when an extinction or permanent range shift has eliminated a function and restoration of the original species is impossible. The objective must be specific: for example, restoring a seed-dispersal pathway or a habitat-forming structure, rather than vaguely “improving biodiversity.”

Climate conditions have moved faster than communities
A 2025 article, Revisiting the case for assisted colonisation under rapid climate change, argues that northern European forest communities could lose component species as climate changes and contends that active translocation may be needed to maintain functioning ecosystems. The authors recommend considering assisted colonisation at mass scale. This is an attributed policy argument, not settled consensus or a universal prescription. It can inform scenario planning, but each proposed movement still requires site-specific evidence and regulatory review. The article is archived by the NERC Open Research Archive.

Managers can make the priority explicit by working through the following sequence. The order prevents a vague appeal to “function” or “nativeness” from deciding the outcome before the problem is defined.
- State the objective in measurable terms. Decide whether the proposal aims to prevent a species’ decline, preserve a native community, maintain a process, restore resilience, provide a particular ecosystem service, or achieve several of these. Write the desired condition and the time horizon.
- Define the site and baseline. Identify the ecosystem, current species, historical changes, climate trajectory and management jurisdiction. A recipient site for a translocation should have conditions that are suitable now or are expected to become suitable, not merely a convenient location.
- Map ecological roles and dependencies. List the interactions that support the target outcome: predators, prey, pollinators, decomposers, hosts, competitors and physical habitat. Use functional traits and food-web evidence; do not treat abundance as a complete proxy for importance.
- Specify the expected benefit. For a species-focused action, explain how persistence will be improved. For a function-focused action, name the process, its present failure and the mechanism by which the intervention should improve it. Assisted-colonisation proposals should say whether their rationale is “push,” “pull” or both.
- Compare alternatives. Consider habitat protection, threat reduction, captive breeding, natural recolonisation, assisted migration within a historical range and ecological replacement. A move outside the range should not be the default when a lower-risk measure could meet the same objective.
- Assess harms and reversibility. Examine competition, predation, hybridisation, parasites, pathogens, genetic effects, altered fire or hydrological regimes and impacts on vulnerable species. Ask whether the population can be contained, removed or managed if outcomes are harmful. There is no single universal risk threshold in the cited guidance; the threshold must be justified for the jurisdiction and site.
- Set monitoring and trigger points before acting. Define indicators for the target species, the target function, non-target biodiversity and unexpected effects. Establish who will collect data, how often, for how long and which results would pause, modify or reverse the intervention.
- Confirm authority and accountability. Obtain the permits and consultation required by national and local law, document source populations and biosecurity measures, and identify the agency or landholder responsible for long-term management. UK guidance is useful for planning but cannot establish permission in another jurisdiction.
A practical comparison of the two emphases
| Decision dimension | Native-species emphasis | Ecosystem-function emphasis |
|---|---|---|
| Primary outcome | Persistence, recovery or genetic security of native organisms and communities. | Continuation or restoration of a named process, service or resilience property. |
| Typical evidence | Population trends, habitat condition, genetic diversity, threats and species interactions. | Process rates, food-web links, functional traits, disturbance response and service indicators. |
| Main risk | A species is protected while a wider process continues to deteriorate. | A substitute or intervention harms native species or erases evolutionary relationships. |
| Preferred first action | Protect habitat, remove threats and restore native populations where feasible. | Diagnose the failed process and test lower-risk ways to restore it before introducing organisms. |
| Success test | The target native population or community meets its recovery objective without unacceptable collateral loss. | The target process improves and native biodiversity remains within agreed bounds over the monitoring period. |
Common mistakes that produce bad priorities
- Equating “native” with harmless. Native species can damage ecosystems when their abundance or interactions change after disturbance. Nativeness is important context, not a guarantee of a desired outcome.
- Equating “function” with a single service. Maximizing carbon storage, for example, may alter fire risk, water use or habitat for other organisms. Specify which functions matter and whose interests are included.
- Assuming historical range is static. Climate, sea level, land cover and species interactions change. Historical records remain valuable baselines, but they do not by themselves identify future suitable habitat.
- Using a proxy without checking relationships. Biomass, species counts or one process rate can improve while less visible interactions decline. Pair structural, functional and biodiversity indicators.
- Ignoring time scale. A short-term functional gain may carry long-term invasion or genetic risks. Conversely, waiting for natural recolonisation may allow an irreversible loss. The decision should state both near-term and long-term tests.
- Skipping an exit plan. Every deliberate movement needs thresholds for containment, treatment, removal or compensation if monitoring shows unacceptable effects.
How to communicate the decision
A credible conservation plan should say plainly what it is prioritizing and what it is not. A useful public explanation can follow this pattern:
- “Our primary objective is …”
- “The native species or process at risk is …”
- “The evidence that this action will help is …”
- “The principal harms we could cause are …”
- “We will monitor these indicators …”
- “We will change course if these thresholds are crossed …”
This format makes disagreements productive. One group may value the persistence of a native species, while another emphasizes water regulation or wildfire resilience. Stating the objective, evidence and safeguards allows those values to be weighed openly rather than hidden behind a claim that one priority is always scientifically correct.
Bottom line for conservation practice
Prioritize the outcome that the particular ecosystem and society need, then align species choices with that outcome. Protect native species first when their persistence, relationships or evolutionary distinctiveness is the stated goal and feasible threat reduction exists. Give ecosystem function greater weight when a clearly defined process is failing, the original contributors cannot return, climate change has made historical conditions untenable and a proposed intervention offers a monitored, proportionate benefit. In many cases the strongest plan does both: conserve native species while restoring the ecological functions they support, and treat any outside-range movement as a high-consequence option requiring evidence, safeguards and jurisdiction-specific approval.
