Start with public or synthetic test cases, define measurable harm and usefulness criteria, run repeatable model tests alongside adversarial red-teaming and user testing, and reserve any necessary sensitive examples for an approved, tightly controlled environment. Treat every result as evidence about the tested configuration—not proof of universal safety.
This approach follows the risk-management logic of NIST’s AI Risk Management Framework (AI RMF), its Generative AI Profile, and the ARIA evaluation method. It tests both sides of the trade-off: whether a model resists harmful or privacy-invasive behavior and whether it remains useful for legitimate requests.

What a privacy-preserving safety evaluation must prove
A useful evaluation answers four separate questions:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Harmful-output resistance: Does the model refuse or safely redirect assistance that could cause the harms you identified?
- Robustness: Does that behavior survive paraphrasing, multi-turn conversations, adversarial framing, prompt injection, and jailbreak attempts?
- Privacy protection: Does the model avoid disclosing protected instructions, confidential context, personal information, memorized training data, or information useful for extraction and membership inference?
- Benign usefulness: Can it still complete ordinary, in-scope tasks without refusing safe requests unnecessarily?
These questions should be answered for a particular model version, system configuration, tools, retrieval sources, user population, and deployment context. A benchmark score or refusal percentage cannot represent all four forms of evidence.

Use a lifecycle risk-management frame
NIST’s voluntary AI RMF 1.0, released January 26, 2023, organizes AI risk work into four functions: Govern, Map, Measure, and Manage. NIST says the framework is being revised, so record the edition you apply.
Govern
Assign ownership for the evaluation, privacy approvals, access control, incident response, and the decision to release or restrict a model. Define who may approve a test containing sensitive material and who can authorize retention or deletion of its records.
Map
Describe the intended users, use cases, data flows, affected people, external systems, and realistic harm scenarios. Map where a prompt, retrieved document, tool result, output, transcript, or evaluation log could contain sensitive information.

Run repeatable tests, red-team probes, and user testing. Record failures, severity, uncertainty, and the conditions that produced each result.
Manage
Apply mitigations, make a deployment decision, monitor for changes, and repeat testing after model, system-prompt, retrieval, tool, or policy changes. Safety evaluation is therefore a lifecycle activity, not a one-time certification.
Step 1: Define scope, data and plausible harms
Write a one-page scope statement before creating prompts. Include:

- Model name, provider or internal build identifier, exact version, and access method.
- System instructions, safety filters, retrieval configuration, tools, temperature or other sampling settings, and maximum context.
- Intended users, geography, age range where relevant, and supported languages.
- Intended and prohibited uses, including decisions the system must not make.
- Information that may appear in prompts, retrieved context, outputs, traces, support tickets, or logs.
- Evaluation date, test environment, network boundaries, and people with access.
Then turn the context into concrete harm scenarios. Examples include unsafe assistance, prompt injection that defeats a policy, jailbreak behavior after a long conversation, memorized-data extraction, membership inference, and disclosure of confidential context. NIST’s Generative AI Profile, published July 26, 2024, specifically calls for examining privacy risk and red-teaming for training-data output, reverse engineering, model extraction, membership inference, and disclosure of confidential or personal information. Your threat list should match your system and data rather than copy a generic catalog.

Step 2: Set pass criteria before seeing outputs
Pre-register what counts as a pass, fail, escalation, and inconclusive result. Otherwise a team can quietly change its standard after seeing surprising outputs.
Define safety criteria
- Refusal: For each disallowed scenario, the model should decline the dangerous portion and avoid providing enabling details.
- Safe redirection: The response should offer a lawful, non-actionable alternative where appropriate.
- Context integrity: The model should not reveal hidden instructions, protected retrieval text, credentials, or unrelated user data.
- Robustness: The expected behavior should persist across paraphrases, spelling changes, role-play, multi-turn escalation, and adversarial framing.
Define usefulness criteria
- Benign control prompts should receive a correct, relevant answer.
- Allowed transformations of sensitive-but-authorized content should work without exposing unrelated records.
- The model should explain uncertainty instead of inventing an answer when evidence is missing.
- Refusals should be narrowly scoped; blocking an entire safe task is a usability failure.
Set severity and escalation rules
Create categories such as critical, high, medium, and low. A critical event might be reproducible disclosure of a credential or personal record; a high event might be actionable harmful assistance that bypasses a stated control. Decide in advance whether one critical failure blocks release, how many high failures trigger remediation, and when a privacy or legal officer must be notified. These thresholds are organizational choices, not a universal NIST scale.
Step 3: Build a test corpus that does not contain secrets
Start with public and synthetic prompts
Use public examples, fictional identities, generated records, and synthetic business documents for broad early coverage. Vary names, formats, languages, and plausible context so the corpus does not test only one phrasing. Synthetic data reduces the chance of moving a real secret into a test system, but it does not prove that real confidential prompts are safe or that synthetic examples behave like production data.
Redact deliberately, not cosmetically
Redaction can remove direct identifiers while leaving combinations of dates, job titles, locations, rare events, or document structure that identify a person or reveal a secret. Define what must be removed for your threat model, inspect the redacted corpus, and test whether the remaining context can still be linked to a real individual or organization. The official materials do not establish a universal redaction threshold.
Keep provenance with every case
Assign each prompt an identifier and record its origin category, risk tags, language, expected behavior, and whether it is synthetic, public, or approved sensitive material. Do not put the original secret in a spreadsheet used by the wider evaluation team. Store the minimum metadata needed to reproduce the test.

Step 4: Establish a controlled path for necessary sensitive cases
Some evaluations cannot be realistic without representative confidential context. Treat those cases as an exception requiring approval, not as the default test method.
- Document necessity: Explain why public or synthetic cases cannot answer the question and identify the exact sensitive fields required.
- Obtain approval: Name the accountable owner, privacy or security reviewer, and expiration date for the authorization.
- Minimize: Use the smallest excerpt, lowest-fidelity copy, and fewest test cases that can answer the question. Remove unrelated fields.
- Isolate: Use a restricted environment with least-privilege accounts, strong authentication, network controls, and no casual copy or export path.
- Control logging: Decide whether prompts, outputs, traces, and screenshots are logged. If logging is necessary, encrypt it, restrict access, and define a short retention period.
- Monitor access: Record who ran each case, when, against which configuration, and whether any output was exported.
- Delete on schedule: Remove temporary files, caches, transcripts, and backups when the approved retention period ends; verify deletion where feasible.
- Prepare response: Define what happens if the model outputs a secret, a tester copies data accidentally, or a provider retains data contrary to the test agreement.
Specific controls depend on your threat model, legal duties, contracts, and architecture. There is no single environment configuration that is correct for every organization.
Step 5: Run three complementary evaluation modes
NIST’s ARIA Evaluation Planning Manual, published September 18, 2026, presents three evaluation types: model testing, red-teaming, and user testing. Use all three when the decision matters.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesModel testing for repeatable baselines
Run a fixed, versioned prompt set with controlled sampling settings and repeated trials where outputs are stochastic. Score each case against a rubric rather than relying only on exact-match text. Include positive controls that should be answered and negative controls that should be refused. Keep the model, system prompt, tools, retrieval data, and configuration constant when comparing candidates.
Red-teaming for adversarial behavior
Probe the boundaries intentionally. Try paraphrases, translation, misspellings, encoded requests, role-play, quoted instructions, long-context distraction, multi-turn escalation, prompt injection, and jailbreak patterns. For privacy, test whether the system reveals hidden prompts, confidential retrieval content, personal information, memorized training data, or clues useful for model extraction and membership inference. A red-team finding should include the exact path to reproduction and the minimum data needed to reproduce it.
User testing for interaction and context
Observe representative users completing realistic benign and safety-sensitive tasks. User testing can reveal confusing refusals, unsafe workarounds, over-reliance on confident answers, and privacy mistakes that a static prompt set misses. Give testers synthetic or approved data, train them not to paste secrets, and separate usability notes from any transcript containing sensitive content.

Comparison framework for multiple models
Compare models under identical conditions and report the evidence quality alongside the observed behavior. The following dimensions are practical synthesis from NIST’s privacy and evaluation guidance, not a published NIST scoring scale.
| Dimension | What to measure | Questions to report |
|---|---|---|
| Harmful-output resistance | Failures in defined unsafe scenarios, by severity | How often did the model provide actionable assistance, and did it refuse consistently? |
| Robustness | Behavior across paraphrase, multi-turn and adversarial variants | Which transformations changed a pass into a failure? |
| Privacy leakage | Disclosure of protected context, personal data, memorized text, or extraction signals | Was the output an exact secret, a partial reconstruction, or an inference? |
| Benign usefulness | Accuracy and completion rate on safe control tasks | How often did safety controls over-refuse or degrade quality? |
| Evidence quality | Coverage, reproducibility, representativeness and uncertainty | Can another team rerun the cases and understand the limits? |
| Operational privacy | Handling of prompts, outputs, logs, access and retention | Who could see test data, where was it stored, and when was it deleted? |
Do not collapse these dimensions into one unexplained score. A model with fewer unsafe outputs but severe over-refusal may be unsuitable for a support workflow; a model with strong benchmark results but weak operational controls may create unacceptable exposure.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Privacy techniques and what they cannot establish
Synthetic or public prompts
They are the safest default for broad coverage and regression testing. They cannot establish that the model will protect real confidential prompts, nor can they guarantee that the synthetic cases represent production distributions.
Redaction and minimization
They reduce direct exposure but can leave identifying combinations or confidential meaning. Reassess residual risk after redaction and keep the transformation rules with the case metadata.
Differential privacy
Differential privacy is a mathematical framework for quantifying privacy loss. NIST SP 800-226, Guidelines for Evaluating Differential Privacy Guarantees, published March 2025, explains that implementation choices and hazards affect the strength of a claimed guarantee. The label “differentially private” is not self-validating: check the definition, parameters, neighboring-dataset assumptions, composition across queries, and whether the guarantee applies to the model and release mechanism you actually use.

Controlled evaluation
Isolation, least privilege, retention limits and approval records reduce operational exposure. They do not make a model intrinsically unable to disclose information, and they do not replace adversarial testing.
Best Value
Step 6: Score outputs consistently
Use a rubric that separates the dangerous behavior from the wording around it. For each case, record:
- Expected category: answer, refuse, partially comply, or ask for clarification.
- Observed actionability: none, low, medium, or high.
- Privacy impact: no exposure, indirect clue, partial disclosure, or direct disclosure.
- Robustness result across variants and repeated runs.
- Benign-task quality, factuality, and unnecessary refusal.
- Reviewer confidence and disagreement.
Use at least two trained reviewers for consequential cases, adjudicate disagreements, and preserve the rubric version. Automated classifiers can triage large sets, but sample their decisions against human review and do not treat a classifier score as ground truth.
Step 7: Report results with reproducibility and limits
A decision-ready report should contain:
- Model and system versions, configuration, tools, retrieval sources and safety controls.
- Evaluation date, environment, team roles and approval record.
- Prompt-set provenance, inclusion criteria, languages, categories and coverage gaps.
- Scoring rubric, reviewer process, sampling settings and repeat count.
- Results by harm category and severity, including benign controls.
- Representative failures with sensitive details removed or access restricted.
- Mitigations attempted, retest results and unresolved residual risk.
- Retention, deletion, access and incident records for any sensitive material.
Clearly separate observed behavior from guarantees. A finite test suite can reveal failures; passing it cannot establish universal safety, absence of memorized data, or immunity to future attacks. State the tested context and the uncertainty around any rate or comparison.
How to handle a privacy or safety failure
- Preserve evidence safely: Keep the minimum redacted transcript, case identifier, configuration and timestamp needed for reproduction.
- Contain: Pause the affected workflow, remove exposed data from shared locations, rotate credentials if relevant, and restrict access to the incident record.
- Classify: Determine whether the event involved harmful assistance, prompt injection, personal information, confidential context, memorized data, or a logging failure.
- Reproduce in a clean environment: Confirm whether the behavior depends on a particular version, tool, retrieval document, sampling setting or conversation history.
- Remediate: Consider policy changes, retrieval filtering, authorization checks, output controls, model replacement, user training or narrower scope.
- Retest variants: Test the original case, paraphrases and adjacent benign tasks so the fix is not merely a brittle block.
- Close with residual risk: Record what remains possible, who accepted it, and when the next review is due.
Operational checklist before release
- The intended use, users, data flows and harm scenarios are documented.
- Pass, fail, severity and escalation criteria were set before scoring.
- The baseline corpus is public, synthetic or appropriately redacted.
- Any sensitive test received explicit approval and uses minimized data.
- Model testing, red-teaming and user testing all contribute evidence.
- Benign controls are included to detect over-refusal.
- Prompt injection, jailbreak, extraction, membership-inference and disclosure risks were considered where relevant.
- Model/version, configuration, provenance, date, rubric and failures are recorded.
- Logs, access, retention and deletion are governed and verified.
- Residual limitations and the next monitoring or retest date are visible to the release decision-maker.
What the evidence can—and cannot—tell you
NIST’s AI RMF FAQ describes the framework as helping “developers, users and evaluators of AI systems better manage AI risks which could affect individuals, organizations, society, or the environment.” That framing matters: evaluation supports risk decisions; it does not turn a model into a risk-free component.
Results are strongest when the test context matches deployment, cases are reproducible, reviewers apply a stable rubric, and privacy controls protect the evaluation itself. Results become weaker when the corpus is tiny, synthetic cases are treated as production proof, model settings change between runs, or a single aggregate score hides severe failures. Re-run the evaluation after material changes and monitor real use through privacy-preserving telemetry and incident channels.
A practical decision rule
Choose the model and deployment configuration that meets the predefined safety thresholds, preserves acceptable benign usefulness, and has evidence you can reproduce and govern. If a model fails a critical privacy or safety criterion, do not compensate with a better average score elsewhere. Narrow the use case, strengthen controls, retest, or defer deployment until the residual risk is explicitly accepted by the accountable owner.
