Use risk-based automation: let AI create clear, low-impact tickets automatically when duplicates can be caught and changes audited; require team approval for ambiguous, sensitive, high-impact, or externally visible work. Crucially, approval screens are not security controls. Set the agent’s permissions to define what it can actually change.
When should AI create tickets automatically?
Automatic creation is a good fit when the intake is trusted, the ticket is well specified, and creating it is reversible. The team should also be able to detect duplicates and inspect the change history. These are practical decision criteria, not a policy proven best for every team through comparative outcome studies.

- The request includes enough context to describe the work and its acceptance criteria.
- The ticket does not expose sensitive information or create a major obligation for another team or an external party.
- Duplicate detection and a human-readable record of changes are available.
- People can correct or close a mistaken ticket without substantial downstream impact.
When should a person approve the ticket?
Use an approval step when context is incomplete, the ticket could trigger consequential follow-on work, or the change affects other people in a significant way. Sensitive data, external visibility, and high-impact assignments or priority changes are also reasons to review first. Where the platform supports it, have AI suggest a change rather than apply it.

The agent’s permissions should still be limited to the actions it needs; an approval step alone does not restrict its access.

How GitHub handles AI issue triage and approval
GitHub documents Copilot automations that can triage issues without someone initiating each change. The documented changes include labels, fields, issue type, closing issues, and assignees. Depending on the automation settings, lower-confidence changes can be held for review; an explicit request to suggest a change can also hold it for review even when confidence is high. See GitHub’s documentation on rationale, confidence, and approvals for issues.
Reviewers can accept or decline suggestions individually or in groups through the issue approval panel. Configuration can depend on repository automation level, and GitHub notes that availability is rolling out gradually. Details are in GitHub’s guide to reviewing AI suggestions for issues.

GitHub states: “Approvals are a workflow convenience, not a security control.” The approval UI does not create a server-side barrier: an agent with issue-writing permission can make changes directly through REST or GraphQL APIs. Use repository and agent permissions to determine what the automation is allowed to do, rather than relying on reviewers to block an unauthorized action.

Issue intake review is a separate feature
GitHub also documents an AI-powered issue intake tool that analyzes new issues and suggests triage. Its default configuration is triggered when the “request ai review” label is applied. This is distinct from the Copilot automations that can apply issue changes; see GitHub’s guide to triaging an issue with AI.
How to control AI-created work in Jira
Jira provides several controls that address different risks. Project roles and permission schemes can limit what an agent may do; issue security can limit which work items it can see. Workflow approval steps can hold a transition for a named person’s sign-off. Automation can comment, label an item for refinement, or route it to a person when context is missing. Atlassian describes these controls in its overview of AI agents in Atlassian Cloud and guide to securely managing agents in Atlassian Cloud.

- Choose a low-risk ticket category. Start with a trusted intake source and requests that have clear fields, acceptance criteria, and limited consequences.
- Run AI in suggestion or human-review mode. Check whether proposed tickets are accurate, sufficiently complete, and distinct from existing work.
- Track quality signals. Record false positives, duplicate rate, missing-context rate, correction rate, and time to triage. These measurements help a team judge its own workflow; there is no universal threshold established by the platform documentation.
- Set a team-defined quality bar. Allow automatic creation only for categories that meet the team’s criteria. Keep review for categories with uncertainty or meaningful downstream impact.
- Configure permissions independently of the review flow. Give the agent only the access needed for the allowed actions, and check who can see the resulting work items.
- Keep an audit trail and a recovery path. Make it possible to see what the agent proposed or changed and to correct, decline, or reverse an unsuitable result.
How to choose the right default
| Situation | Recommended handling | Reason |
|---|---|---|
| Clear request, trusted source, low impact, reversible result | Automatic creation, with duplicate checks and an inspectable history | A routine ticket can be created without making a consequential decision on behalf of the team. |
| Missing context, uncertain classification, or unclear ownership | Suggest or route for human review | A person can supply missing information before the ticket becomes an instruction to act. |
| Sensitive, externally visible, or high-impact change | Require approval and limit the agent’s permissions | Review addresses judgment; permissions constrain what the system can do. |
| Agent can write directly through an API | Set repository or project permissions as the security boundary | An approval panel may not prevent direct changes by an agent with write access. |
Neither automatic creation nor approval-first review is the right policy for every team. Choose the gate by the risk and uncertainty of the action, and remember that the available product controls and eligibility can change.
