Two 2026 agency guides put those options at very different price points, so treat their figures as budgeting estimates—not Shopify prices or substitutes for a scoped quote. To judge a proposal, compare its named deliverables, exclusions, and ongoing support before comparing totals.
How much does Shopify development cost?
The estimates below come from two agencies’ own 2026 guides. They define projects differently and are not a representative industry survey, so the ranges should not be treated as interchangeable or as a universal “normal price.”

| Project type | Agency estimate | What the estimate describes |
|---|---|---|
| Theme customization | $1,000–$5,000, Capaxe Labs, 2026 | Changes to an existing theme, such as layout and sections, app styling, responsive fixes, and minor Liquid edits. |
| Custom theme development | $5,000–$25,000+, Capaxe Labs, 2026 | A custom theme project; the guide says to use its ranges as a starting point, not fixed quotes. |
| Custom non-Plus build | $20,000–$80,000, Flux Agency, 2026 | Its estimate for brands with roughly less than $1 million in annual revenue. |
| Shopify Plus theme build | $60,000–$150,000, Flux Agency, 2026 | A full Shopify Plus theme build. |
| Headless Hydrogen build | $80,000–$150,000+, Flux Agency, 2026 | A headless storefront build. |
Capaxe Labs’ ranges distinguish theme work; Flux Agency’s estimates frame broader builds and different project types. A proposal’s actual price depends on what it includes. Regional labor rates, tax, Shopify subscriptions, payment processing, and app charges are not established by these estimates; confirm those separately when calculating total ownership costs.
Capaxe Labs’ 2026 development-cost guide and Flux Agency’s 2026 pricing guide provide the underlying estimates.

What makes two Shopify quotes different?
A lower total may reflect a narrower scope rather than better value. The two agency guides point to differences such as custom development versus configuration, bespoke versus templated design, integration count, migration work, quality assurance, analytics, launch support, and post-launch coverage. Proscube also identifies catalogue structure, content readiness, stakeholder approvals, team seniority, and change-order terms as factors to examine. These are providers’ observations, not controlled industry measurements; use them to ask what each proposal actually includes.
Integration work deserves particular attention. Ask which systems—such as an ERP, 3PL, subscriptions platform, loyalty service, CRM, or reviews tool—are included, and what data is expected to pass between them. Flux Agency observes that integration count can matter more than catalogue size on larger catalogues. That is a reason to make the integration scope explicit, not a universal cost formula.

How to compare Shopify development quotes
Put each proposal into the same scope matrix. Ask the agency to name the deliverables and assumptions, rather than relying on broad labels such as “full build.”
| Quote area | What to get in writing |
|---|---|
| Discovery and design | Number of page or template designs, depth of the design system, revision rounds, and approval assumptions. |
| Theme and development | Whether work uses an existing theme or a custom foundation; which templates, sections, components, and custom functions are included. |
| Integrations | Each named system, the data exchanged, and who is responsible for setup and testing. |
| Catalogue and migration | Whether products, variants, attributes, pages, blog content, customers, and orders are included, and whether data cleanup is part of the work. |
| SEO and analytics | Redirect mapping, technical SEO tasks, analytics configuration, and conversion-tracking setup. |
| Quality and launch | Browser and device testing, acceptance criteria, launch-day coverage, and how rollback or defects are handled. |
| After launch | Included support duration, response expectations, training, documentation, and any proposed monthly retainer. |
| Commercial terms | Explicit exclusions, change-order process and rates, payment milestones, and ownership of code and accounts. |
This checklist reflects items identified in Proscube’s Shopify agency pricing guide. Compare equivalent scope first; the grand total alone cannot tell you whether one bid is fairer.

Theme-based or headless: what changes in the decision?
A theme-based storefront builds on Shopify’s theme approach, whether you configure an existing theme or commission custom theme work. A headless storefront separates the customer-facing front end from the commerce back end; the Flux estimate here is specifically for a Hydrogen build. The cited agency figures place its headless build estimate above its theme-based examples, and its support estimate is also higher. Those figures are provider estimates, not a rule that every headless project costs more by a fixed amount.
Consider whether the desired storefront experience requires a separate custom front end and whether the business is prepared for the associated developer involvement. If an existing theme can meet the requirements with configuration or limited customization, compare that scope against the custom option rather than assuming a more complex architecture is automatically better.

Budget for support separately from the build
Flux Agency’s 2026 guide estimates ongoing development and support at $1,000–$3,000 per month for theme-store work and $3,000–$8,000 per month for headless support. These are that agency’s recurring estimates, not universal rates. Confirm what the fee covers, the expected response times, and whether routine updates, fixes, or new development count as included work.

Ask whether the build price includes a defined post-launch period. If it does not, request a separate support proposal so the one-time project total is not mistaken for the full cost of maintaining the store.

Questions to ask before accepting a proposal
- Which templates, sections, integrations, and migration tasks are included—and which are excluded?
- How many design revisions and approval rounds are priced in?
- What content, data cleanup, or access must the merchant supply, and by when?
- How will newly discovered requirements affect price and schedule?
- What testing, launch coverage, defect handling, and post-launch support are included?
- Who owns the code, store accounts, documentation, and configuration when the project ends?
- What are the change-order process, rates, payment milestones, and approval rules?
Have the agency confirm its assumptions in writing. A quote is easier to assess when both sides agree what “done” means and how changes to that definition will be handled.
