It may be as simple as an employee pasting work into a consumer chatbot—or as consequential as an unapproved agent with access to business systems. The practical response is to find what people are using, assess the data and permissions involved, and make responsible use easier than working around the rules.
What is shadow AI?
Shadow AI is the unsanctioned or unauthorized use of AI tools without explicit approval or oversight from IT or a central AI governance team, as KPMG defines it in its 2025 guidance. The term describes a visibility and governance gap, not a specific product or proof that a breach has occurred.

It covers different levels of risk. One employee might use a personal chatbot to draft a routine email. Another might connect an unreviewed AI agent to company files or business applications. The second case can involve system access and actions, not just text submitted in a prompt, and needs a different level of scrutiny.

- Unsanctioned agents: In a February 24, 2026 article, Microsoft reported that 29% of employees had used unsanctioned AI agents for work tasks. Microsoft said its Cyber Pulse report combined first-party telemetry from Copilot Studio and Agent Builder with a multinational survey of 1,725 data security leaders conducted in 2025. The 29% is a Microsoft-reported finding; it is not a claim that those 1,725 leaders were the employee sample or that the result represents every workforce. Microsoft’s methodology and findings
- Agent adoption: The same article says Microsoft ecosystem telemetry indicated that over 80% of Fortune 500 companies were deploying active agents built with low-code/no-code tools. That is not an independent audit of those companies, nor a measure of how many agents were unapproved.
- Regular AI use: A 2025 University of Melbourne and KPMG study cited by KPMG found that 58% of employees reported intentionally using AI tools regularly at work. This measures reported AI use, not shadow AI specifically. KPMG’s report
These findings are signals to investigate, not a basis for estimating the exact share of your own organization’s work happening in unapproved tools. AI may also be embedded in approved software, accessed through personal accounts, or created as a user-built agent, so a list of chatbot websites alone will not show the whole picture.
Why are employees using unapproved AI tools at work?
Employees may believe outside tools are faster, easier, more capable, or less restrictive than the options their organization provides. Sanctioned tools that are hard to access, poorly integrated into existing work, or missing needed capabilities can leave real tasks unmet. KPMG’s guidance treats shadow AI as both a control problem and a possible signal that employees need better tools or a clearer route to test them.

There may be perceived productivity benefits, but they should not be confused with proven gains for every role. Microsoft UK reports that UK workplace users of generative AI assistants saved an average of 7.75 hours a week across administrative tasks. Its opened passage does not state the underlying study’s field dates or sample size, and the figure is self-reported user experience, not a controlled causal estimate. Microsoft UK’s account
Microsoft UK also quotes Dr Chris Brauer, Director of Innovation at Goldsmiths, University of London, estimating 12.1 billion hours saved across the UK economy each year, valued at around £208 billion of workers’ time. This is an attributed estimate built from reported assistant use, not a measured economy-wide outcome. Separately, Microsoft Research’s 2024 report says workplace effects vary by role and use; it does not support one productivity result for everyone. Microsoft Research’s report

What are the risks of shadow AI?
The risk depends on the tool, account, settings, provider terms, data entered, and any system access granted. Using an unapproved tool is not automatically a breach, and it is inaccurate to assume every public AI prompt trains a model. Organizations should investigate actual handling and permissions rather than treating every AI use as identical.
- Exposure of sensitive information: Prompts, uploaded files, or connected agents may send company, customer, personal, regulated, or intellectual-property data beyond approved controls. Provider retention and reuse practices depend on terms and configuration; KPMG identifies storage or reuse as a risk to check, not a universal provider behavior.
- Compliance and records problems: Unapproved processing can conflict with requirements for data handling, retention, access, or auditability. Which legal duties apply depends on jurisdiction, sector, data, and deployment; Microsoft UK identifies non-compliance as a possible concern, not a conclusion about every use.
- Inaccurate outputs trusted without review: KPMG cites a University of Melbourne/KPMG finding that 58% of U.S. respondents had relied on AI output without evaluating its accuracy. KPMG specifies that this result reflects U.S. respondents; it should not be generalized to all countries or taken to mean every user skips review. The appropriate level of human checking depends on the consequence of an error.
- Agent access and actions: An agent may use permissions to read information or act across work systems. Excessive access, misleading inputs, or weak oversight can turn an unreliable output into an operational problem. The more consequential the action, the more important it is to bound the agent’s role and monitor what it does.
- Blind spots: Standalone apps are only part of the picture. Embedded AI features, personal accounts, and user-created agents can evade a simple website block list, leaving owners and data flows unclear.
How can a company detect and manage shadow AI?
A useful program makes AI use visible and evaluates it in proportion to its data, access, and consequences. It should combine employee disclosure and clear approval routes with technical controls; blocking known websites alone is not a complete inventory.

- Build an inventory. Record sanctioned products, embedded AI features, agents, pilots, and other employee-reported uses. Capture the owner, purpose, data involved, account or system connections, and whether the tool can take actions. KPMG recommends discovery and inventory as part of centralized governance.
- Triage by risk. Ask what information enters the tool, whether outputs or prompts are retained, which identities and permissions it can use, and whether it can trigger actions. Prioritize sensitive or regulated data, broad system access, and high-impact decisions. NIST’s AI Risk Management Framework includes a Generative AI Profile for risk management; Microsoft also recommends integrating AI risks into broader cyber and privacy governance.
- Publish plain rules and an intake route. Explain which tools are approved, what data may be used, and which uses are prohibited. Give employees a straightforward way to request a tool or propose a use case, and identify who reviews and owns the decision. A policy without a usable request route can leave employees guessing.
- Apply identity and data controls. Use least privilege, manage access as roles change, and protect sensitive data. Microsoft Entra and Purview documentation offer examples of how software capabilities can support these control categories; they are implementation examples, not a requirement to use a particular vendor. Microsoft Entra guidance
- Provide a safe place to experiment. Use sandboxes or limited pilots to let teams test valuable ideas without immediately connecting tools to sensitive data or critical systems. KPMG recommends secure experimentation before wider adoption.
- Review and adapt. Revisit the inventory, permissions, employee feedback, approved-tool usability, training, and policy as tools and agent capabilities change. Agent access and exposure need ongoing oversight, not a one-time approval.
NIST’s framework is a risk-management reference, and its page notes that AI RMF 1.0 is being revised. Microsoft’s governance guidance describes the vendor’s approach to organizational AI governance; use it as implementation guidance rather than independent evidence that one product or framework is best. Microsoft’s AI governance guidance
Should companies ban AI tools employees use without approval?
There is no evidence-based case for one blanket answer. A company may need to prohibit a particular tool, data type, or use when it cannot meet the organization’s security, privacy, or compliance requirements. But a broad ban can leave legitimate needs unmet and encourage less visible workarounds.

Compare approaches against the risks and the work employees need to do:
| Approach | What it can do | What to watch |
|---|---|---|
| Ban or block selected tools or uses | Set a clear boundary where a tool, data flow, or action is unacceptable. | A block list may miss embedded features, personal accounts, and agents; unmet needs may move out of sight. |
| Managed enterprise tools | Give staff an approved route with organizational controls and clearer ownership. | Approval alone does not settle every question about data, permissions, output review, or appropriate use. |
| Curated choices and sandboxes | Let teams test useful tools within defined data and access boundaries, with a path to review and scale. | Requires owners, limits, monitoring, and ongoing review as capabilities change. |
Whichever approach an organization chooses, check whether it can identify tools and use cases, control data and permissions, assign accountability, support legitimate work without excessive friction, and adapt as AI changes. KPMG recommends approved boundaries, curated choices, and secure experimentation; the right balance depends on business needs and the controls available.
