If sfc /scannow stops at 32% every time, the percentage alone does not identify the cause. Run Microsoft’s recommended DISM repair before SFC, let both commands finish, and use the final error message and servicing log—not the progress number—to decide what to try next.
What an SFC failure at 32% means
“SFC /scannow fails at 32% every time I run it” describes a symptom, not a diagnosis. Microsoft’s guidance does not assign the 32% point one universal cause. Different failures can appear to stop at the same percentage but end with different messages, so the exact result and relevant servicing errors matter more.

SFC checks protected Windows system files and can replace damaged or missing files with cached copies when possible. It needs an elevated administrator context. A temporary pause in progress is not proof that the scan has failed; Microsoft advises waiting until verification reaches 100%. Microsoft’s System File Checker guidance
Run DISM before SFC
For a running Windows installation, Microsoft recommends using DISM to repair the component store before running System File Checker. DISM can provide files that SFC needs to repair corrupted system files. Microsoft Support states: “You should run DISM prior to running the System File Checker.”

sfc /scannowand press Enter. Leave the window open until verification reaches 100%, then read the final message.
For this online DISM command, Windows Update is the default repair source. If it cannot provide the required files, DISM can use an appropriate alternate source, such as a running Windows installation or a Windows side-by-side folder on a network share or removable media. That source must be suitable for the installation being repaired; an example path in Microsoft’s documentation is illustrative, not a path to copy unchanged. Microsoft Learn: Repair a Windows image
If SFC reports that it could not perform the requested operation
If the final message is “Windows Resource Protection could not perform the requested operation,” Microsoft Support documents running the SFC scan in Safe Mode as the next step. This branch applies to that specific message; a 32% stop without it does not establish the same problem. Microsoft Support’s SFC instructions
If the scan still fails, collect the details that distinguish the cause
If DISM completed and SFC still fails, note the exact Windows version and build, the full SFC completion or error message, and whether DISM completed successfully. Then check %windir%LogsCBSCBS.log for relevant servicing errors. Microsoft Learn identifies CBS.log as a source for investigating servicing issues. Microsoft Learn: Troubleshoot Windows Update errors

Use those details to choose a further repair step or seek support. Without the message and log entries, the repeated 32% reading does not show which component or repair action is involved.

If you are repairing Windows from a recovery environment rather than from the running installation, Microsoft Learn documents the SFC parameters /offwindir and /offbootdir. Drive letters in that environment can differ from those used during normal startup. Identify the actual Windows and boot directories before running the command; Microsoft’s example using D:Windows is not a universal path. Microsoft Learn: Repair a Windows image
Avoid fixes based only on the 32% number
Do not edit the registry, download replacement system files, disable security software, or reinstall Windows solely because SFC appears to stop at 32%. The percentage does not establish that any of those steps is appropriate. Start with the documented DISM-then-SFC sequence, use Safe Mode when the specified requested-operation message appears, and base any further action on the complete error and servicing evidence.
