Hebrew text switches the whole message to a 16-bit encoding, which carries fewer characters per segment, and sender-ID rules depend on your provider and on whether your traffic is domestic or international. The steps below cover each of those points in the order you will meet them when setting up a send.
Step 1: Convert the local number to international format
Israel’s international country code is +972. A local number written with a trunk zero, such as 054-123-4567, is converted by dropping that single 0 and prefixing the country code:

- Start with the local number exactly as the recipient writes it, for example 054-123-4567.
- Remove only the leading domestic trunk
0. The result is 54-123-4567. - Prepend
+972and remove separators, giving+972541234567.
Do not prepend +972 while keeping the zero. +9720541234567 is a common error and will usually fail or reach the wrong destination. The example number above is illustrative of the format, not a verified subscriber.
Check the length against the numbering plan
The International Telecommunication Union (ITU) published a notice on 28 March 2017, passed on from Israel’s Ministry of Communications, that gives the national significant number length excluding the country code as a minimum of 8 digits and a maximum of 9 digits. That notice is useful for the broad structure: it distinguishes geographic fixed-line codes from non-geographic mobile ranges. It is not a live allocation table. For current ranges, use the Numbering Plan dataset on Israel’s government open-data portal (data.gov.il), which lists allocations to authorized providers.

Avoid building routing or carrier-identification logic from an old prefix chart. Number portability means a prefix does not reliably tell you which operator currently serves a subscriber, and allocations change over time. If a number is malformed or its type is unclear, validate it against the current dataset or confirm it with the recipient before sending.
The ITU’s E.164 recommendation defines the structure this format follows. The current ITU-T listing for the February 2026 edition describes it as providing “the number structure and functionality for the eight categories of numbers used for international public telecommunication.”

Step 2: Understand how Hebrew changes the message encoding
SMS messages sent with the default GSM-7 character set carry the most characters per segment. Twilio’s international SMS guidance for Israel states that its default is GSM-7, and that encountering any character outside that set changes the whole message to UCS-2. Hebrew is among the scripts that require UCS-2.

The practical consequence is that one Hebrew letter, one emoji, or a curly quote pasted from a word processor can change a message that is otherwise Latin text. For example, a notice such as “Your order is ready. תודה” is sent entirely as UCS-2, not only the Hebrew word. UCS-2 uses more data per character, so each segment holds fewer characters and the same text is split into more segments.

Measure segments before you send at volume
- Run your exact template, including Hebrew, Latin text, punctuation and any links, through your provider’s live segment calculator.
- Test a long Hebrew message as well as a short one, because concatenation behavior affects how the parts arrive.
- Keep Hebrew and Latin text in separate messages if your template allows it, so that a single Hebrew character does not change the encoding of every message.
Twilio’s documentation does not give an Israel-specific character quota, and segment counts can vary by provider. Confirm the figures for your own route rather than relying on a general SMS chart.
Step 3: Choose a sender ID that the route will accept
Sender-ID rules are set by the provider and by Israeli operators, and they differ by traffic type. The table below reflects Twilio’s Israel guidance; other providers may differ, so confirm each row with the provider you use.

When registration applies
Twilio’s registration policy for Israel sets a threshold of 30,000 SMS per month. Under that stated condition, Israeli companies sending more than 30,000 messages a month must register. Companies based elsewhere, or sending below that volume, do not need to register under that condition. Because registration rules change and may be updated by providers and operators, check the current flow and your eligibility for the sending entity and expected volume before you launch.

Step 4: Confirm the destination and delivery rules
Several delivery constraints apply regardless of encoding or sender ID:

- Landlines: Twilio states that its API cannot send SMS to landline destinations. Validate that recipients are mobile numbers before you upload a list.
- Opt-in: Twilio recommends collecting opt-in consent before sending.
- Timing: Twilio recommends sending during local daytime, with exceptions for urgent messages.
- Opt-out support: Twilio recommends supporting HELP and STOP keywords in the recipient’s language, which means Hebrew for Hebrew-speaking audiences.
- Registries: Twilio advises avoiding numbers listed on do-not-call or do-not-disturb registries.
These are provider recommendations rather than a legal analysis. Your campaign’s obligations under Israeli law should be confirmed with counsel before you send bulk messages.
Common failure points
- Message rejected or not delivered: the number likely retains the trunk zero, is a landline, or is outside the current numbering plan. Re-run the conversion in Step 1.
- Message arrives split into unexpected parts: a non-GSM-7 character changed the encoding. Remove stray characters from the template and recalculate segments.
- Sender name missing or replaced: you used an international long-code sender ID or a numeric sender that the network replaces. Switch to an alphanumeric ID or a supported domestic route.
- Replies never arrive: alphanumeric sender IDs are one-way. Provide a number or channel for replies.
