The companies have a documented SiGe partnership for high-speed optical and data-center components, while Tower has separately announced plans to expand SiGe and silicon-photonics manufacturing in Japan. Its expansion announcement does not name Semtech as a customer or disclose a Semtech capacity reservation.
What is confirmed about the Semtech–Tower relationship
Tower Semiconductor and Semtech have an established manufacturing and product relationship involving Tower’s silicon-germanium (SiGe) platform and Semtech’s high-speed analog integrated circuits. On December 10, 2024, Tower said Semtech recognized it for manufacturing excellence and execution of calendar-year 2024 wafer shipments. Tower described the jointly supplied components as transimpedance amplifiers (TIAs), drivers, clock-and-data-recovery (CDR) components, and active copper cable (ACC) components. Semtech executive vice president and chief operating officer Asaf Silberstein said Tower’s SiGe solutions had been essential to Semtech’s optical-networking products. That establishes a meaningful supplier relationship, but it does not establish dedicated capacity, reserved wafer volumes, or the term of a capacity agreement.
Why SiGe components matter in AI data centers
AI clusters depend on fast links between servers, switches, and other network equipment. Optical links convert electrical signals into light for transmission over fiber; components at the electrical-optical boundary help drive and recover those signals. TIAs amplify the weak electrical current produced by a photodetector, while drivers help generate the electrical signals used to operate optical transmitters. CDR circuitry recovers timing and data from incoming signals. ACC components support high-speed copper links where that approach is used.

These parts are specialized building blocks, not complete network connections or AI processors. Their performance and availability can affect the development and manufacture of optical transceivers and other interconnect products. Tower’s 2024 description places its SiGe products in this AI and data-center connectivity context, but it does not provide component specifications, a Semtech product-by-product capacity allocation, or a quantified effect on customer shipments.
What Tower’s Japan expansion does—and does not—show
On July 14, 2026, Tower announced a government-supported, two-track expansion in Japan. The plans cover 300mm silicon photonics (SiPho), SiGe, and advanced packaging, but the announcement does not identify Semtech as a customer or specify dedicated capacity for it.
Track One: repurpose Arai for SiPho and advanced packaging
Tower plans to repurpose the Arai facility, formerly Fab 6, for 300mm silicon-photonics capacity and advanced packaging while maximizing output at Fab 7. Tower said it expected full production readiness for this track in the fourth quarter of 2027. This is a company expectation, not confirmation that the facility is already producing at that level.

Track Two: add a facility beside Fab 7
The second track is a planned additional 300mm manufacturing facility adjacent to Fab 7, following the signing and closing of related agreements. Tower said it expects the facility to provide a multi-fold increase in SiPho and SiGe capacity. The announcement does not give customer-specific allocations or state that any portion is reserved for Semtech.
Investment and financial figures are forecasts
Tower forecast approximately $3 billion of investment, net of $1 billion in Japanese government grants, for the announced expansion. It also stated 2028 targets of $3.6 billion in revenue and $1.2 billion in net profit. These are company projections, not completed spending or achieved results. Tower’s May 13, 2026 announcement gave a different 2028 model target—$2.8 billion in revenue and $750 million in net profit—in a separate discussion of SiPho demand and ramp. Those figures belong to different company-release contexts and should not be treated as interchangeable or silently reconciled.
Tower’s July announcement describes execution, permitting, funding, demand, and production ramp as risks to its plans. Its scale and stated timelines provide relevant context for the company’s manufacturing ambitions, but they cannot be used to infer a private Semtech reservation.

Related developments in optical interconnects
Other Tower and Semtech announcements help explain the industry setting but do not confirm the claimed capacity deal. On February 5, 2026, Tower said it was scaling silicon photonics for 1.6T data-center optical modules designed for NVIDIA networking protocols. That is a separate SiPho development, not evidence of a Semtech SiGe commitment.
On September 21, 2026, Semtech announced that it had joined the eXtra-dense Pluggable Optics Multi-Source Agreement (XPO MSA). Semtech described a portfolio of 200G-per-lane modulator-driver and TIA ICs for XPO transceiver development and volume deployment. Its release characterizes XPO as a 12.8T optical-transceiver form factor using 200G/lane in its current generation, with integrated liquid cooling and a roadmap toward 400G/lane electrical interfaces. These are details in Semtech’s announcement and the MSA description it cites; they do not establish that Tower reserved manufacturing capacity for these products.
Tower also reported on May 13, 2026, that it had signed silicon-photonics contracts representing $1.3 billion of 2027 revenue and received $290 million in customer prepayments for SiPho capacity reservation. Those are Tower-reported SiPho figures. The announcement does not attribute them to Semtech or describe them as SiGe commitments. Likewise, Semtech’s September release reproduced Cignal AI analyst Scott Wilkinson’s estimates that the optical-components market was $9 billion in 2024 and would reach $37 billion in 2026; those are attributed analyst estimates, not independently verified market totals here.

What would verify a dedicated-capacity agreement
A named customer relationship, product collaboration, or general factory expansion is not enough to establish a dedicated reservation. A definitive account would need a dated Semtech or Tower announcement, securities filing, or direct company statement that specifies what the arrangement covers. In particular, a reader should look for confirmation of whether it concerns wafer capacity or product supply, the relevant facility or process, the volume, and the agreement’s duration.
Until such confirmation is public, the accurate distinction is straightforward: the companies have a documented SiGe relationship serving high-speed networking applications; Tower has announced broader SiGe and SiPho expansion plans; a Semtech-specific dedicated-capacity agreement and its terms have not been established in the cited company announcements.
