Use them for simple values that need to vary between deployments; consider mounted files or platform-managed configuration for structured settings or workflows that call for them. First distinguish deployment-specific settings from the application’s internal wiring.
What belongs in deployment configuration?
The Twelve-Factor App methodology defines configuration as values likely to vary between deployments, such as settings that differ between development and production. It specifically excludes internal application configuration that does not vary between deployments, such as routes or how modules connect. That distinction matters more than whether a value is technically possible to express as an environment variable.

Adam Wiggins, author of the methodology, writes: “The twelve-factor app stores config in environment variables (often shortened to env vars or env).” The recommendation is about keeping deploy-specific values separate from code, not a rule that every setting must be an environment variable or a security guarantee. The Twelve-Factor App: Config page identifies Wiggins and was last updated in 2017.
When environment variables are a good fit
- The values are simple and independent. A small set of scalar settings can be straightforward to provide as separate variables.
- The values change between deployments. You can adjust them without changing application code, which is the core use case described by Twelve-Factor.
- You want to avoid committing a local config file accidentally. The methodology notes that environment variables are less likely than config files to be checked into source control by accident. This does not make them inherently secret or guarantee they will be handled safely.
- You need a format-neutral interface. Environment variables do not require an application to adopt a language- or framework-specific configuration-file format.
The Twelve-Factor guidance favors granular settings over grouping an entire configuration under fixed environment names. Choose variables for values that actually vary by deployment; do not split stable internal application structure into deployment settings merely because variables are available.

When a file or platform-managed configuration fits better
Environment variables are not the only delivery method. The right choice depends on the value’s sensitivity, shape, and how your deployment workflow provides and updates it. Structured or multiline configuration may be easier to manage as a file, while infrastructure-managed files can fit an environment that already handles configuration delivery that way.
- Sensitivity: Decide whether a value is confidential or ordinary configuration. Kubernetes distinguishes non-confidential key-value data in ConfigMaps from confidential data intended for Secrets. The object type alone does not establish the security of your complete setup.
- Shape: A few simple values may suit environment variables; structured settings may be more natural in a file.
- Operations: Consider how configuration is changed, shared between workloads, and consumed by the running application. Kubernetes supports shared configuration objects and file delivery through init-container or sidecar patterns.
- Portability: Environment variables are language- and OS-agnostic. Files managed by infrastructure may be more convenient when that is already how your deployment platform delivers configuration.
The CNCF’s 2022 discussion of Twelve-Factor recognizes infrastructure-as-code and Kubernetes patterns that make configuration files available through infrastructure-managed mechanisms. It treats the original guidance as relevant while noting that platforms can deliver configuration in other ways; it is an organizational technical perspective, not a replacement standard. How Kubernetes delivers configuration
Kubernetes supports several ways for a Pod to consume configuration: as environment variables, command-line arguments, or files mounted in a volume. ConfigMaps store non-confidential key-value data; Secrets are intended for confidential data. Kubernetes documentation also describes init containers and sidecars that fetch configuration and write it to a shared volume. Kubernetes: Configuration.
These mechanisms let you choose delivery based on the application and the operational workflow instead of treating environment variables as the only option. Kubernetes documentation notes that init-container-provided environment variables are Beta in Kubernetes v1.35 and enabled by default; that status is version-specific and may change.

What Docker Compose’s .env file does—and does not do
In Docker Compose, a .env file can define values used to interpolate variables in the Compose file when you run docker compose up. The Compose file can then pass values into a container through its environment attribute. These are related steps, not the same thing: a value being present in .env does not by itself mean it is automatically set inside the container.
Check both where Compose reads the value and how the service definition passes it into the container. Docker explains the interpolation behavior in its Compose variable interpolation documentation.
Quick Recap
Best Value
A practical way to choose
- Ask whether the setting varies by deployment. If it is stable internal wiring, keep it with the application rather than making it a deployment-specific value.
- Assess sensitivity. Identify confidential values separately from ordinary configuration, then use the handling mechanism supported by your platform and operational requirements.
- Match the format to the value. Use environment variables for a handful of simple settings; consider files for structured or multiline configuration.
- Follow the delivery path end to end. Confirm how a value gets from its source into the process or file the application actually reads. In Compose, specifically verify that interpolation values are passed through to the container.
- Choose for the deployment workflow. Account for how values are updated, shared, and consumed across workloads, rather than assuming one mechanism is universally safer or simpler.
